𝐋𝐎𝐎𝐊: The RDC2-Infrastructure Development Committee (IDC) convened its Technical Working Group today, October 24, 2025, to finalize the selection of the region’s top priority projects and proposals for feasibility study funding under the fiscal year 2027. These will undergo further review by the IDC and RDC2 in November.

This activity forms part of the Regional-National Investment Programming (RNIP) Dialogue Process, which seeks to strengthen the alignment of Regional Development Investment Programs (RDIPs) with the Public Investment Program (PIP) by harmonizing regional priorities with national and sectoral goals.

𝐋𝐎𝐎𝐊: In response to the recent incidents of bridge collapses in Region 2, the Infrastructure Development Committee of the Cagayan Valley Regional Development Council convened a special meeting today, October 14, 2025, to discuss the strict enforcement of Republic Act No. 8794 or the Anti-Overloading Law and strengthen inter-agency coordination across the region.

The meeting brought together key agencies including the Department of Public Works and Highways (DPWH), Land Transportation Office (LTO), Philippine National Police (PNP), and representatives from the Provincial Local Government Units of Cagayan, Isabela, and Nueva Vizcaya.

Discussions centered on the urgent implementation of preventive measures to safeguard public infrastructure and ensure road and bridge safety. The implementing agencies agreed to request the additional installation and funding of weighbridges in identified strategic locations, immediately establish Anti-Truck Overloading Mobile Operation (ATOME) stations, implement traffic management measures in bridges under critical conditions, and explore joint enforcement with the LGUs to curb vehicle overloading. -PDIPBD

The Project Development Assistance Center of the Cagayan Valley Regional Development Council (RDC2-PDAC) successfully conducted a four-day intensive training on project development and evaluation for the Provincial Local Government Unit (PLGU) of Cagayan, from September 29 to October 2, 2025, at the Pamegafanan Hall, DEPDev Regional Office 2, Tuguegarao City.

As a follow-up to the project concept note preparation training held on May 21, 2025, this capacity-building initiative, organized by DEPDev RO2, aimed to equip staff from various offices of PLGU Cagayan with the necessary knowledge and skills in developing project proposals responsive to regional and provincial development goals.

“The skills you will gain from this initiative are essential in ensuring that viable projects are identified, prioritized, and brought to fruition. Your efforts in crafting project proposals will help steer socioeconomic development not only in Cagayan Province but also in the region,” DEPDev RO2 Assistant Regional Director Leomar C. Israel said.

The training also featured a series of workshops that allowed participants to directly apply concepts explained in lectures. The topics and discussions during the four-day training included project considerations through market, technical, institutional, environmental, social, financial, and economic analyses, as well as evaluation tools using the logical framework and the Harmonized Gender and Development Guidelines (HGDG). The basics of local project financing and the Public-Private Partnership (PPP) Code of the Philippines were also tackled.

“The best planners are those who have the best intentions and are motivated by the outcomes they want to achieve,” Provincial Administrator Atty. Maria Rosario Mamba said in her opening remark. Atty. Mamba represented Cagayan Governor Edgar B. Aglipay.

Several technical experts also served as mentors during the proposal-crafting sessions, namely: Dr. Brian Niño Galapia and Mr. Matthew Lara of DOH-CVCHD, Ms. Arlene B. Tacuycuy of BFAR, Engr. Kimberlei May Abrazaldo of EMB, and Ms. Abbie Georgia Jaspeo of LTFRB.

The Regional Development Council Region 2 (RDC2) convened the region’s local planners on Wednesday, September 24, 2025, for the Cagayan Valley Regional Planners Convention. The activity coincide with the 2025 RDC Week Celebration with the theme, “𝘈𝘤𝘤𝘦𝘭𝘦𝘳𝘢𝘵𝘪𝘯𝘨 𝘚𝘰𝘤𝘪𝘰𝘦𝘤𝘰𝘯𝘰𝘮𝘪𝘤 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘪𝘯 𝘢𝘭𝘭 𝘙𝘦𝘨𝘪𝘰𝘯𝘴, 𝘚𝘵𝘳𝘦𝘯𝘨𝘵𝘩𝘦𝘯𝘪𝘯𝘨 𝘙𝘦𝘨𝘪𝘰𝘯𝘢𝘭 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘊𝘰𝘶𝘯𝘤𝘪𝘭𝘴.”

The Convention focused mainly on three major topics presented by senior technical staff of the Department of Economy, Planning and Development. Atty. Elaine Joy T. Battung discussed the State of the Economy: Cagayan Valley Regional Development Plan 2023-2028 Midterm Update, which highlights the region’s accomplishments over the past two years as well as the strategies and priority programs to sustain socioeconomic progress in the next three years.

Atty. Mark S. Pagulayan also presented the Regional Physical Framework Plan 2025-2055, a long-term spatial development commitment aimed at identifying growth centers in the region to guide land use, resource allocation, and infrastructure development towards achieving balanced socioeconomic progress and environmental sustainability.

Meanwhile, Atty. Mariel G. Calimag discussed the Public-Private Partnership (PPP) Code of the Philippines, the country’s legal framework for PPP projects. The PPP Code provides LGUs with clear guidelines and access to technical assistance in implementing priority projects within their localities. The sharing aimed to empower the Local Government Units (LGUs) to pursue PPPs for local infrastructure and development projects.

Aside from the Planners Convention, several activities are also lined up for the week-long celebration of the RDC founding anniversary.

The training covers project development concepts, evaluation frameworks, approval processes, and financing options, equipping LGU technical staff with the knowledge and skills to prepare investment-ready proposals for local approval and endorsement.

𝐋𝐎𝐎𝐊: 𝐑𝐃𝐂 𝐜𝐨𝐦𝐦𝐞𝐦𝐨𝐫𝐚𝐭𝐞𝐬 𝐢𝐭𝐬 𝟓𝟑𝐫𝐝 𝐟𝐨𝐮𝐧𝐝𝐢𝐧𝐠 𝐚𝐧𝐧𝐢𝐯𝐞𝐫𝐬𝐚𝐫𝐲

The Cagayan Valley Regional Development Council (RDC2) commemorated its founding anniversary with the conduct of series of activities, celebrating its vital role in socio-economic development and marking its 53rd year of unrelenting commitment and service in the region. The Department of Economy, Planning, and Development (DEPDev2) spearheaded the observance of the RDC Week from September 22 to 26.

The celebration kicked off with the conduct of the “Tipon-Tipan sa PIA” featuring the reorganization of the RDC, its processes on budget and program and project endorsements, the Cagayan Valley Regional Development Plan (CVRDP) 2023-2028 Midterm-Update, and current undertakings of the RDC sectoral committees.

DEPDev2, as the Secretariat of the RDC2, facilitated the action planning among its newly-elected Private Sector Representatives (PSRs) on 23 September in Tuguegarao City. Other activities include PSRs briefing on their roles and functions, committee designations, and commitment setting for the next three years. During the action planning activity, the PSRs were tasked to identify two flagship projects or banner activities that they will implement or conduct during their term. This will ensure a proactive participation in fulfilling their roles in the RDC and the sector they represent. The Action Plan will be presented in their respective sectoral committees for discussion, and if necessary, will be elevated to the RDC.

The RDC 2 also conducted the Annual Planners Convention on 24 September. The event equipped the RDC members and local planners from the local government units on the Cagayan Valley Regional Development Plan (CVRDP) 2023-2028 Midterm Update, Regional Physical Framework Plan (RPFP) and Public-Private Partnership (PPP). A total of 91 participants attended the activity.

The week-long celebration culminated with the conduct of a Youth Forum cm RDC Quiz Bee spearheaded by the DEPDev on 25 September in Tuguegarao City. This brought together 288 students all over the region. The topics discussed focused on the CVRDP 2023-2028 Midterm Update, Philippine Youth Development Plan 2023-2028, and several government programs for the youth shared by the Philippine National Police (PNP), Commission on Higher Education (CHED), and Department of Labor and Employment (DOLE). The activity aims to encourage the youth’s participation and involvement in Plan implementation, and provide a platform to hear their voices and sentiments.

The RDC Quiz Bee also served as an avenue for students to increase their awareness of the RDC, the Republic Act 12145 or the reorganization of the National Economic and Development Authority (NEDA) into the Department of Economy, Planning, and Development, and the country’s long-term vision, the Ambisyon Natin 2040. Ms. Joana Mae S. Turingan from the Cagayan State University prevailed as the Champion of the RDC Quiz Bee. Ms. Karla Lourdes B. Articulo and Ms. Rosiel Pauline C. Callueng, both from the Saint Paul University Philippines, bagged the second and third place, respectively.

Moreover, the DTI’s Bamboo month celebration and the 𝑃𝑎𝑑𝑑𝑎𝑦 𝑛𝑎 𝐿𝑖𝑚𝑎 Trade Fair was also highlighted as part of the RDC week celebration.

Simultaneous advocacy efforts and press releases on the development initiatives of the RDC2 were conducted and complemented by postings on the official social media accounts of DEPDev2 and RDC2 and media plug in radio programs through PIA2, and RDC2 website.

The adopted theme for this year’s RDC Week Celebration is “Accelerating Socio-Economic Development in all Regions, Strengthening Regional Development Councils.” #𝐷𝐸𝑃𝐷𝑒𝑣-𝐷𝑅𝐶𝐴𝐷
