Municipality of Gattaran, Cagayan Strengthens Commitment to Local Population and Development Plan of Action
May 6, 2026, Tuguegarao City - - - To ensure a more sustainable and people-centered governance, the Municipal Local Government Unit (MLGU) of Gattaran, in coordination with the Commission on Population and Development (CPD) Region II, convened Consultation Meeting on the Philippine Population and Development Plan of Action (PPD-POA) 2023-2028 last April 30, 2026.
The activity focused on aligning local strategies with the national roadmap to address critical demographic challenges.
On behalf of Municipal Mayor Mathew C. Nolasco, Engr. Rhandy D. Domingo, Municipal Planning and Development Coordinator/ Private Secretary together with Ms. Gherleemer B. Castillo, Sangguniang Bayan Secretary expressed their support and willingness to adopt the importance of integrating population dynamics into local legislative and development agendas.
Based on the Population and Development (POPDEV) Localization Framework developed by CPD, there are four (4) categories of LGUs relative to the implementation of the Local POPDEV Program, where in, LGU Gattaran is categorized as an “ENABLE” LGU which indicates that targeted approaches for capacity development on POPDEV should be pursued in collaboration with the CPD.
In her presentation, CPD Region II Assistant Regional Director Rosana B. Calimuhayan highlighted the interventions needed toward a more proactive approach to reproductive health, migration, and development in the municipality.
The meeting with the LGU serves as a platform for local officials to discuss their demographic concerns and identify specific POPDEV needs of the Municipality to ensure that the 2023-2028 plan is both actionable and inclusive.
"Integrating population development into our local planning is not just about numbers; it’s about ensuring that every citizen of Gattaran is accounted for and empowered," Engr. Domingo said, where the LGU reaffirms its dedication to fostering a resilient community where development is felt by every Gattareño. #
