STRENGTHENING BARANGAY-LEVEL DATA FOR A SMARTER CABARROGUIS, QUIRINO

To ensure that no household is left uncounted, all seventeen (17) barangays of the Local Government Unit of Cabarroguis, Quirino will establish, this year, the Offline Registry of Barangay Inhabitants and Migrants (RBIM) System.

This initiative aligns with the LGU's governance effort to develop people-centered programs using accessible, secure, timely, and accurate data.

Hon. Leilani R. Vinluan, Sangguniang Bayan Member, stressed the critical connection between ground-level data and local legislation, emphasizing the need to establish a mechanism to collect, manage, and utilize data.

CPD Region II participated in a tabletop discussion on the Healthy Workplace Program organized by the Department of Health - Cagayan Valley Center for Health Development (DOH-CVCHD) on August 24, 2026, at the CPD Region II Training Center, Tuguegarao City.

Ms. Pauline D. Atal, Health Education and Promotion Officer III of DOH-CVCHD, introduced the DOH mandates on workplace health promotion and explained how the agency assists organizations in achieving healthy workplace certification.

Meanwhile, Mr. Dominic A. Vargas, Health Program Officer II and focal person for the Healthy Workplace Program, along with the DOH-CVCHD team, presented the program’s objectives, policy framework, assessment tools, and priority areas. The discussion highlighted key health promotion priority areas, including Diet and Exercise, Environmental Health, Immunization, Substance Use, Mental Health, Sexual and Reproductive Health, and Violence and Injury Prevention.

The team also introduced the Healthy Workplace Self-Assessment Tool and the Enabling Policy Framework under Joint Administrative Order 2023-001.

The activity served as an important platform for discussing strategies, initiatives, and opportunities to strengthen health promotion interventions and foster a safe, supportive work environment within the agency.

Understanding Cagayan Valley’s Young Population: A Generation Shaping the Region’s Future

TUGUEGARAO CITY, August 20, 2026 ---- As the country observes the International, ASEAN, and National Youth Day with the theme, “Different Contexts, Common Aspirations,” the Commission on Population and Development (CPD) Region II emphasizes the importance of understanding young people in light of the different realities they experience while recognizing the aspirations they share in nation-building.

The theme acknowledges the fundamental realities and different contexts the youth experience across borders. It underscores that despite demographic, economic, and social divides, young people’s desire for dignity, equal opportunity, active civic participation, quality education, decent work, and a sustainable future remains the same.

Based on the 2024 Census of Population, Cagayan Valley remains a region with a young population, with 19 percent of its population being adolescents aged 10-19. Of this, 374,923 are male, and 349,624 are female, translating to a s*x ratio of 107.

The celebration raises awareness of the challenges and opportunities facing young people worldwide and celebrates their role as essential partners in achieving sustainable development.

With this year’s theme, “Different Contexts, Common Aspirations,” we recognize that young people may come from different social, economic, and environmental realities but share common aspirations for dignity, equal opportunities, civic participation, education, decent work, and a sustainable future.

As we celebrate our youth, let us continue creating spaces where every young person can dream, participate, thrive, and reach their full potential.

CPD Region II, LGUs strengthen M&E capacity to improve POPDEV Program implementation

Tuguegarao City, August 14, 2026 - Eleven CPD Region II staff and 20 population officers from the provincial, city, and select municipal local government units (LGUs) strengthened their capacity in monitoring and evaluating population and development programs and strategies through the Training on Monitoring and Evaluation (M&E) held on August 11-13, 2026, at the Crown Hotel, Restaurant and Pavilion, this city.

In her opening statement, CPD Regional Director Theresa C. Soriano underscored that M&E serves as a vital mechanism for tracking progress, measuring results, and generating evidence for continuous improvement and decision-making.

The two institutions committed to undertake strategies geared toward the promotion of responsible parenthood and family planning, prevention of gender-based violence, and reduction of adolescent pregnancy, contributing to current efforts to advance women’s empowerment, gender equality, and the empowerment of young people to reach their full potential.

CPD Region II Strengthens Evidence-Based Local Planning Through RPD-POA 2023–2028 Orientation in Sta. Praxedes, Cagayan

STA. PRAXEDES CAGAYAN, August 6, 2026 –—- The Commission on Population and Development (CPD) Region II conducted an Orientation and Consultation Meeting on the Regional Population and Development Plan of Action (RPD-POA) 2023–2028 on August 4, 2026, at the Municipal Hall of Sta. Praxedes, Cagayan, to strengthen the municipality’s capacity to integrate population dynamics into local planning and governance.

The activity brought together members of the Municipal Population and Development Coordinating Committee (MPDCC), which comprises department heads and other key stakeholders, to discuss the municipality’s demographic situation and identify strategic interventions to support the localization of the PPD-POA 2023–2028.
