National Telecommunications Commission - Region 2

National Telecommunications Commission - Region 2 The NTC Regional Office No. 2 (NTC R2) is a project of the NTC under its Development and Improvement of Nationwide Radio Monitoring Facilities Program.

It was formally inaugurated on November 28, 1988. The NTC R2 is under the direct supervision and control of the Commission, and shall be responsible for the enforcement and implementation of telecommunications laws and other pertinent laws, decrees, letters of instructions, and the rules and regulations promulgated thereunder, as well as the policies and guidelines set by the Commission, governing

the installation and operation of all telecommunications services or stations and facilities, including radio and television broadcasting systems, as well as other facilities/systems usually regulated by the Commission within Region 2. A Regional Director heads the NTC R2. It is made up of Administrative and Finance Division (AFD) and Operations and Enforcement Division (EOD). The AFD, headed by the Administrative Officer, is responsible for handling the budget and accounting matters, personnel, and general administrative services. The EOD, headed by an Engineer, is responsible for assigned licensing, planning, and enforcement functions of the office. REGIONAL FUNCTIONS

1. Direct, coordinates and supervise the activities of the units under it. Issue licenses and permits for the operation of radio stations and other telecommunication/broadcast services that may be specified.

2. Upon authority of the Commission, conduct hearings and decide cases for the litigation of violations of provisions of international and national telecommunications and broadcast laws.

3. Enforce and implement, through inspection and field investigation, telecommunication laws, rules and regulations governing the installation and operation of all radio communication stations and all telecommunications services including radio and television broadcasting system.

4. Monitor the operation of all radio stations to determine their compliance with existing radio laws and regulations and the terms and conditions of their licenses and permits.

5. Conduct monitoring surveillance of the radio frequency spectrum to detect and locate unlawful transmissions and illegal operating practices.

6. Attend to the collection, consolidation and updating of statistical data and other related information on telecommunication services or stations, including operational statistics within the region for presentation and submission to the Commission.

7. Undertake study on telecommunications service requirements of the regional area and submit recommendation to the Commission.

8. Maintain liaison and coordination work with regional offices or units of other agencies existing within the area including the offices or units of local governments.

9. Administer oaths on matters generally involving the official business of the regional office.

10. Collect, consolidate statistical data and other related information on telecommunication services or stations, including operational statistics, for periodic presentation and submission to the Commission.

11. Represent the Commission in conferences or meetings whenever necessary that may be called or held within the region.

12. Coordinate enforcement activities with NISA, the military and other police agencies for the effective implementation of telecommunication laws and regulations regarding stations or services whose operations affect the security of the state.

13. In coordination with the Central Office, undertake examinations and licensing of radio operators.

14. Perform such other functions as may be provided by law.

ANNOUNCEMENT

The National Telecommunications Commission (NTC) Regional Office No. 2 and Isabela Field Office hereby announce the adoption of a Four (4)-Day Onsite Work Arrangement through a Compressed Work Week, effective March 9, 2026, pursuant to NTC Memorandum Order No. 003-03-2026 in relation to Memorandum Circular No. 114, s. 2026 issued by the Office of the President.

Under this arrangement, NTC personnel will report onsite from Monday to Thursday, completing the required forty (40) working hours per week, while Friday, Saturday, and Sunday shall be designated as non-working or rest days, subject to operational requirements and the exigencies of the service.

To ensure continued accessibility of services, the NTC Regional Office No. 2 and Isabela Field Office will remain open to the public from 7:00 AM to 7:00 PM, Monday to Thursday.

Despite this work arrangement, the delivery of public services will remain uninterrupted, with appropriate staffing and operational adjustments to effectively serve stakeholders and the general public.

This measure supports the governmentโ€™s energy efficiency and conservation efforts under the Government Energy Management Program (GEMP) in response to developments affecting global fuel markets and electricity demand.

In line with the Memorandum Order, the NTC will also implement energy-saving and fuel conservation measures, including efficient electricity use, optimized vehicle dispatch, and the increased use of virtual platforms for meetings and coordination activities.

The PLDT Group has extended free call services and added more free call stations in select PLDT and Smart stores in major malls to help overseas Filipino workers (OFWs) stay connected with their families amid tensions in the Middle East.

Free calls to the Philippines via TinBo remain available until March 15 for users in Bahrain, Kuwait, Iran, Iraq, Israel, Oman, Qatar, Saudi Arabia, and the UAE.

In the Philippines, PLDT Home and Enterprise customers can continue making free international calls to the Gulf States, Israel, and Iran until March 15.

Meanwhile, Smart and TNT subscribers have access until March 14.

Smart subscribers in 22 countries, including Algeria, Egypt, Iraq, and Yemen, may also contact the Smart Crisis Hotline at +632 8845 7799 toll-free for urgent coordination with families back home.

The National Telecommunications Commission Region 2 (NTC R2) joined the nationwide observance of the 2025 18-Day Campaign to End Violence Against Women and Children (VAWC) through a kick-off activity held on November 24, 2025 at the NTC Regional Office, Carig, Tuguegarao City, Cagayan. This annual campaign aims to strengthen advocacy efforts, raise public awareness, and reinforce the collective commitment to eliminating all forms of violence against women and children.

The activity began with the opening remarks of OIC-Regional Director, Engr. Jumar R. Cabulisan, who highlighted the importance of fostering safe, inclusive, and violence-free communities. This was followed by brief description of activities (program, discussions, IEC distribution, etc.).

Participants showed their support by wearing orange and joining a solidarity photo session, symbolizing unity with the national movement and reinforcing the call to end VAWC.

Through this initiative, NTC R2 reaffirms its dedication to gender equality, womenโ€™s empowerment, and the protection of the rights of women and children.

To conclude the activity, Engr. Joana-Marie B. Capalungan, GAD Focal Person, delivered a meaningful closing message that underscored the agencyโ€™s ongoing commitment to promoting awareness and strengthening mechanisms against gender-based violence.

NTC R2 enjoins everyone to support the 18-Day Campaign and to stand together in building a safe, just, and violence-free society for all.
