The meeting focused on the continued implementation of their ๐Œ๐ž๐ฆ๐จ๐ซ๐š๐ง๐๐ฎ๐ฆ ๐จ๐Ÿ ๐€๐ ๐ซ๐ž๐ž๐ฆ๐ž๐ง๐ญ (๐Œ๐Ž๐€) and the creation of a ๐“๐ž๐œ๐ก๐ง๐ข๐œ๐š๐ฅ ๐–๐จ๐ซ๐ค๐ข๐ง๐  ๐†๐ซ๐จ๐ฎ๐ฉ (๐“๐–๐†) to further strengthen ๐‹๐š๐›๐จ๐ซ-๐Œ๐š๐ง๐š๐ ๐ž๐ฆ๐ž๐ง๐ญ ๐‚๐จ๐จ๐ฉ๐ž๐ซ๐š๐ญ๐ข๐จ๐ง (๐‹๐Œ๐‚) and ๐†๐ซ๐ข๐ž๐ฏ๐š๐ง๐œ๐ž ๐Œ๐š๐œ๐ก๐ข๐ง๐ž๐ซ๐ฒ (๐†๐Œ) as key mechanisms for dialogue, dispute prevention, and improved workplace productivity.

As of May 15, 2026, 41 cooperatives have established LMC and 40 cooperatives have institutionalized GM. These figures sustained progress in promoting industrial peace and cooperative development in Region II.

Together, CDA and NCMB remain committed to fostering industrial peace, productivity, and sustainable cooperative development.

ADVISORY ON THE UTILIZATION OF THE OPTIONAL FUND FOR MEMBER SUPPORT PROGRAMS IN RESPONSE TO ENERGY CONSERVATION MEASURES

This Advisory is in response to numerous inquiries seeking clarity on the use of the optional fund for membersโ€™ benefit during this crisis. All cooperatives are hereby reminded that the utilization of the Optional Fund for the benefit of members is already authorized under existing guidelines and issuances of the Authority.

Accordingly, cooperatives may utilize their available Optional Fund to implement programs, projects, and activities that directly support their members in addressing the economic and operational impacts of increased energy costs and conservation measures, subject to the approval and/or confirmation of the General Assembly, and in accordance with their approved policies.

Such utilization may include provision of financial or subsidy assistance to affected members and livelihood support or adjustment measures responsive to energy-related challenges.

Cooperatives are reminded to ensure that all fund utilizations are properly documented, supported by appropriate internal guidelines and compliant with existing accounting, auditing, and reporting standards.
