The Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office No. 2 (DA-BFAR RO2), through its Intellectual Property and Technology Business Management (IPTBM) Office, participated in the PAGWADAN: Template Preparation Writeshop on IEC Materials for Farmers, Fisherfolks, and Investors and Strategic Planning held from September 1 to 3, 2026, at the Valmayor Hall, CVAARRD Building, Isabela State Universityโ€“Echague, San Fabian, Echague, Isabela.

The three-day activity aimed to enhance the knowledge and skills of participants in developing effective Information, Education, and Communication (IEC) materials and strategic plans through a series of lectures, workshops, and hands-on sessions.

The writeshop covered various topics including audience analysis, content development, IEC material preparation, mobile photography, videography, editing, and strategic planning. Participants also engaged in practical exercises to apply the concepts and skills discussed during the sessions.

As part of the activity, participants developed their respective IEC materials and strategic plan templates, with DA-BFAR RO2 focusing on Seaweed Value-Added Products and Improved Fish Stall, which were presented during the final day of the writeshop.

Representing DA-BFAR RO2 were Mr. Lolan A. Alcarion, Project Technical Assistant II, and Mr. Vea Jay Ujano, Aquaculturist II.

The knowledge and outputs gained from the writeshop are expected to strengthen the communication and strategic planning initiatives of the agency, particularly in developing audience-centered IEC materials and effectively promoting fisheries programs, technologies, and innovations across the region.

The Department of Agricultureโ€“Bureau of Fisheries and Aquatic Resources Regional Office 2 (DA-BFAR RO2), through its assisted micro, small, and medium enterprises (MSMEs), participated in the AgriEnterprise Development Training Workshop held on August 25โ€“26, 2026, at Isabela State University โ€“Echague, Isabela.

The two-day activity aimed to enhance the knowledge and skills of local agri-entrepreneurs in Agribusiness Planning, Financial Literacy, Strategic Marketing, Business Model Canvas Development, and Technology Business Incubation.

The workshop brought together MSMEs from the provinces of Quirino, Nueva Vizcaya, Cagayan, and Isabela, along with partner institutions including Cagayan State University, Quirino State University, Nueva Vizcaya State University, and DA-BFAR2.

Representing the DA-BFAR2-assisted MSMEs from Quirino were Ms. Anna Marie Prado, producer of Smoked Boneless Bangus and Tilapia Nuggets, and Ms. Alicia Salcedo, producer of Bottled-Style Bangus. Meanwhile, Ms. Jackie May Manibog represented an assisted MSME from Isabela.

The participants were accompanied by Mr. Lolan A. Alcarion, Project Technical Assistant II of the DA-BFAR RO2 IPTBM Office.

Through the training, the participating MSMEs were given an opportunity to further enhance their business knowledge, refine their enterprise models, and explore strategies for the growth and development of their fisheries-based products.

The Department of Agricultureโ€“Bureau of Fisheries and Aquatic Resources Region 02 (DA-BFAR RO2), through its Intellectual Property and Technology Business Management (IPTBM) Office, together with its cooperators from the province of Quirino, showcased locally developed fisheries innovations at the Regional Agri-Aqua Innovation System Enhancement Program in Cagayan Valley (RAISE-CV) Booth during the 3rd Agri-Aqua Innovation Pitch Fest (AIPF) held on August 11, 2026, in Los Baรฑos, Laguna.

Among the featured products were Quirino Bangus Express, developed by Acosta Fish Processing, and Bottled Spanish-Style Bangus and Burong Isda, products of Normaโ€™s Processed Food Manufacturing. These Quirino-based enterprises were assisted by DA-BFAR RO2 in developing and promoting their fisheries products, highlighting the potential of local processors to transform indigenous fisheries resources into value-added and marketable products.

Organized by the Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), the 3rd AIPF brought together promising agri-aqua innovations from different regions and provided innovators with opportunities to present their technologies and connect with potential investors, partners, and adopters.

For DA-BFAR RO2 and its Quirino cooperators, the event served as an avenue to bring local fisheries innovations to a wider audience and demonstrate how technology assistance, coupled with the commitment and creativity of local processors, can help strengthen fisheries enterprises and open opportunities for commercialization.

The participation of the Quirino cooperators also reflects DA-BFAR RO2โ€™s continuing efforts to support local fisheries stakeholders-not only in improving their products, but also in helping bring their innovations closer to the market.

DA-BFAR RO2 IPTBM Office Joins PAKAAMMO: Communication Plan Training-Writeshop

BURGOS, Isabela โ€“ The Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office No. 2 (DA-BFAR RO2) through its Intellectual Property and Technology Business Management (IPTBM) Office participated in the PAKAAMMO: Communication Plan Training-Writeshop held from August 4 to 6, 2026, at the Amianan Escape Function Hall in Burgos, Isabela.

The three-day activity aimed to enhance the knowledge and skills of participants in developing strategic communication plans for research, innovation, and technology initiatives through a series of lectures, workshops, and writeshop sessions.

As part of the writeshop, participating Consortium Member Institutions and other invited institutions and agencies developed communication plans for their respective technologies, programs, and projects. These were presented on the final day of the activity, highlighting strategies to effectively engage target stakeholders and promote innovation outputs.

The Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office 2 (DA-BFAR RO2) Intellectual Property and Technology Business Management (IPTBM) Office conducted its Mid-Year Review under the Regional Agri-Aqua Innovation System Enhancement in Cagayan Valley (RAISE-CV) Phase 2 on July 29, 2026, at the BFAR Conference Hall in Tuguegarao City, Cagayan.

Led by Dr. Emma L. Ballad, Project Leader, the meeting focused on the presentation of the project's first-semester accomplishments, the review of target deliverables, and the discussion of plans and strategies for the remaining implementation period.

The activity was attended by members of the IPTBM Technical Working Group, including Mr. Lolan Alcarion, Project Technical Assistant II; Ms. Ma. Visitacion Llanto, Ms. Michelle Gines, Ms. Leila Cauilan, and Ms. Cheyserr Perucho, Project Support Staff Level II; and Ms. Sophia Ortezze Gudao, Project Staff, along with representatives from the different units involved in the implementation of the project.

The Mid-Year Review provided an opportunity for the team to assess project progress, align priorities, and strengthen collaboration to ensure the successful implementation of RAISE-CV Phase 2.

ECHAGUE, Isabela โ€“ Selected personnel from the Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office 2 (DA-BFAR RO2) participated in the two-day capacity-building training titled "Mainstreaming Gender and Development (GAD) in the Cagayan Valley Regional Agri-Aqua Innovation System: A Capacity Building for RAISE-CV Implementers," held on July 23 to 24, 2026, at the Innovation Hub of the Isabela State University Cagayan Valley Small Ruminants Research Center.

Organized under the Regional Agri-Aqua Innovation System Enhancement in Cagayan Valley (RAISE-CV) Program, the activity brought together its Consortium Member Institutions to strengthen collaboration, enhance institutional capacities, and integrate GAD principles into agri-aqua research and innovation initiatives across the region.

The training covered various topics on GAD, such as legal and policy foundations of GAD, gender sensitivity, dismantling gender stereotypes, and the application of the Harmonized Gender and Development Guidelines in advancing gender equality and women's empowerment.

Participants also engaged in workshops and output presentations focusing on gender analysis tools and their application in monitoring and evaluation to ensure that programs and projects are inclusive, evidence-based, and gender-responsive.

ECHAGUE, Isabela โ€“ In line with its commitment to advancing data-driven research and innovation, the Department of Agriculture โ€“ Bureau of Fisheries and Aquatic Resources Regional Office 2 (DA-BFAR RO2) participated in the Training-Workshop on โ€œApplying Orange Data Mining for Data Science Analytics in CVAARRD CMIs: Enhancing AANR Research and Decision-Makingโ€ on July 21, 2026 at the CVAARRD Vallmayor Hall, Isabela State University (ISU), Echague, Isabela.

The training-workshop, organized by the Cagayan Valley Agriculture, Aquatic and Natural Resources Research and Development Consortium (CVAARRD), brought together representatives from Consortium Member Institutions (CMIs) to enhance their competencies in data science and analytics. The activity aimed to equip participants with practical tools and techniques for transforming research data into meaningful information that can support evidence-based planning, research, and decision-making in the agriculture, aquatic, and natural resources (AANR) sector.

Serving as the resource speaker was Dr. Edward B. Panganiban, CVAARRD ICT Cluster Coordinator and faculty member of the College of Computing Studies, Information and Communication Technology (CCSICT) of ISU. Through a series of lectures and hands-on exercises, participants gained practical experience in using Orange Data Mining, an open-source platform for data visualization, machine learning, and predictive analytics. The workshop highlighted the software's applications in data exploration, pattern recognition, and knowledge discovery to improve research outputs and institutional decision-making.

The activity further strengthened the participants' capacity to harness digital tools for data analysis, enabling them to generate more accurate, reliable, and actionable information in support of research and development initiatives.

The two-day mentoring session aimed to enhance participants' knowledge in preparing standardized pre-commercialization reports and financial analyses for market-ready technologies. It also served as a venue to review reports developed during Phase 1 and align them with the program's standardized framework.

Representing the DA-BFAR RO2 IPTBM Office were Mr. Lolan Alcarion, Project Technical Assistant II; Ms. Sophia Ortezze Gudao, Project Staff; Mr. Drixler Rivera, Accountant I; and Mr. Jaidrien Bryce Tangonan, Accounting Staff.

During the mentoring session, the DA-BFAR RO2 team refined the Seaweed Noodles Pre-Commercialization Report by strengthening its technical, financial, and commercialization components. The mentoring also equipped the team with the knowledge and tools needed to prepare the pre-commercialization reports of the Office's succeeding priority technologies, namely Seaweed Crackers, Seaweed Chips, Tilapia Value-Added Products, and Bottled Flying Fish Spanish Style, as part of its continuing technology commercialization initiatives.

The activity forms part of RAISE-CV's continuing efforts to strengthen technology commercialization and support Consortium Member Institutions in transforming research-based innovations into market-ready technologies that contribute to the sustainable growth of the agri-aqua sector.

TUGUEGARAO CITY, CAGAYAN โ€“ The Regional Agri-Aqua Innovation System Enhancement for Cagayan Valley (RAISE-CV) Project showcased locally developed agri-aqua innovations and value-added products during the Seal the Deal: DA-BFAR RO2 Bazaar, one of the activities during the DA- Bureau of Fisheries and Aquatic Resources Regional Office 2 (DA-BFAR RO2) 79th Anniversary Celebration held on July 6, 2026, at the DA-BFAR RO2 Gymnasium in Tuguegarao City, Cagayan.

The bazaar provided a venue for DA-BFAR RO2 personnel, partner institutions, and project teams to exhibit locally developed products and technologies while promoting entrepreneurship, innovation, and stronger collaboration among participating organizations.

Through its Agri-Aqua Technology Business Incubator, the RAISE-CV Project featured a diverse lineup of value-added products developed by its incubatees and partners. These included Mango Ember, Mango Pickles, Salabat Tea, Turmeric Tea, Paragis Tea, Guyabano Tea, Serpentina Tea, HepatoProtek, Corned Chicken, Chicken Adobo, Chicken Afritada, Kangkong Kropeck, Malunggay Kropeck, Carrot Kropeck, Squash Kropeck, Banana Chips, Chevon Kilawin, Chevon Adobo, Mushroom Crisps (Cheese, Original, BBQ, and Sour Cream), and Pineapple Jam.

The DA-BFAR RO2 likewise showcased its technology-developed Seaweed Chips, highlighting one of the bureau's value-added fisheries products developed through research and innovation.

Meanwhile, Quirino State University exhibited its food technology innovations, including Pan de Soya, Soya Spanish Bread, Butterscotch Chewy Caramel Bars, and Guyabano W**e.

To further promote the project's initiatives, the RAISE-CV Project also distributed Information, Education, and Communication materials to visitors, providing information on its programs, technologies, and partner institutions.

The participation of the RAISE-CV Project in the Seal the Deal: DA-BFAR RO2 Bazaar underscores its commitment to advancing innovation and entrepreneurship by promoting locally developed agri-aqua technologies and value-added products. The event also strengthened partnerships among government agencies, higher education institutions, and industry stakeholders, contributing to sustainable regional development in Cagayan Valley.
