Cagayan Valley abounds with natural resources and exudes with development potentials that consist of rich agricultural areas, forestland and grasslands, inland and marine resources. Geographically, the valley is located at the northeastern part of mainland Luzon covering an area of about 26,858.79 square kilometers making it the 2nd largest region in the country. Bounded with the Pacific Ocean in the east and the protective mountain range of Cordillera on the west and Caraballo Mountain, the provinces of Nueva Ecija and Aurora on the south. Between the ranges is the valley where most of the population live and is criss-crossed by the mighty Cagayan River, the longest and widest in the country and its tributaries, which flow into the Babuyan Channel in Aparri. The Pacific Ocean on the east cost and the Babuyan Channel on the north also skirt the mainland.The Batanes group of island is located at the northernmost tip of the Philippine Archipelago surrounded by Bashi Channel on the north, Pacific Ocean on the east, Balintang Channel on the south and China Sea on the west. It has more than 890 kilometers of coastline and rich fishing grounds, particularly with the Babuyan and Balintang Channels on the north and the Palanan and Divilacan Bays on the east including its territorial seas within the 200 kilometer Exclusive Economic Zone (EEZ). The climate in the valley falls under Type 3 characterized by not very pronounced seasons - relatively dry from November to June and wet during the rest of the year. Cagayan Valley Region is composed of five provinces - Batanes, Cagayan, Isabela, Nueva Vizcaya and Quirino and three cities - Cauayan, Santiago and Tuguegarao. The region's population based on the year 2000 census of the population was 2,813,159.

Please be informed that flight 5J509 (Tuguegarao to Manila), 19 August 2026 has been cancelled due to unfavorable weather conditions in MNL (low visibility and heavy rain).

For cancelled flights, CEB offers the following flexible options with the Philippine Air Passenger Bill of Rights:
1. Free Rebooking. Rebook without fare difference for travel up to thirty (30) days from original flight date. The fare difference will apply if the travel period is beyond thirty (30) days from the original flight date. Guest can select their preferred option via website/mobile app.
2. Travel Fund. Store the amount in a virtual CEB wallet with NON- EXPIRY and use this to either book a new flight or pay for add-ons (example: baggage allowance, seat selection, etc.)
3. Refund. The processed within 15 calendar days by CEB. (Actual crediting of refund to guests account is still dependent on issuing bank).

The Department of Tourism (DOT) Region 2, in partnership with the Provincial Government of Batanes through the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and Provincial Heritage and Tourism Office (PHTO), successfully conducted a two-day Capacity-Building Seminar on Disaster Risk Reduction and Management (DRRM) for tourism stakeholders on August 13โ€“14, 2026, at the 3rd Floor Conference Hall of the Bureau of Fisheries and Aquatic Resources (BFAR) Building.

The initiative brought together local tour guides and tourism establishment personnel to strengthen disaster preparedness, emergency response, and frontline safety in one of the country's most geographically unique island destinations. Designed specifically for the Batanes tourism setting, the seminar equipped participants with practical knowledge on the fundamentals of DRRM and the Incident Command System (ICS), emphasizing coordinated response during emergencies affecting visitors and communities.

Throughout the first day, participants enhanced their understanding of incident command protocols, situational awareness, and effective crisis communication. The sessions emphasized the importance of delivering accurate and timely advisories while ensuring the safety and confidence of guests during high-stress situations.

The second day featured hands-on emergency response training in collaboration with the Bureau of Fire Protection (BFP). Participants engaged in fire prevention and suppression exercises using portable fire extinguishers, learned essential knot-tying techniques for rescue operations, and practiced basic emergency rescue skills applicable to trail, roadside, and coastal tourism incidents.

The training culminated in scenario-based simulation drills facilitated by the PDRRMO, where participants developed and executed coordinated emergency action plans, demonstrating their readiness to respond swiftly and effectively to real-life disaster situations.

The activity forms part of DOT Region 2's continuing commitment to building a resilient tourism industry by enhancing the capacities of local tourism frontliners. Through sustained collaboration with local government partners, the Department reinforces Batanes' position as a safe, prepared, and resilient destination where the welfare of both residents and visitors remains a top priority.

The Department of Tourism (DOT) Region 2 informs the public, tourism stakeholders, partner agencies, and clients that regular office operations at the DOT Region 2 Office in Tuguegarao City will be suspended on Monday, 17 August 2026, pursuant to Proclamation No. 1368 issued by the Office of the President, declaring the date a Special (Non-Working) Day in the City of Tuguegarao, Province of Cagayan.

The declaration is in connection with the celebration of the Pav-vurulun Afi Festival on 16 August 2026.

Accordingly, clients and stakeholders are advised to plan their transactions and office visits accordingly.

Regular office operations will resume on Tuesday, 18 August 2026.

For urgent concerns requiring immediate attention, concerned stakeholders may coordinate with the appropriate DOT Region 2 personnel through the established communication channels.

The DOT Region 2 wishes everyone a safe and meaningful celebration of the Pav-vurulun Afi Festival.
