Diffun, Quirino Hosts National Evaluation of Outstanding Municipal Nutrition Program Coordinator

DIFFUN, QUIRINO — The municipality of Diffun, Quirino, hosted the National Nutrition Evaluation of the National Outstanding Municipal Nutrition Program Coordinator (MNPC) on October 13–15, 2026, featuring Ms. Editha Sambrano, MNPC, as the contender representing the municipality in the national-level assessment.

The three-day evaluation aimed to assess the implementation of the municipal nutrition program, highlighting the initiatives, strategies, and accomplishments led by the Municipal Nutrition Program Coordinator in advancing nutrition programs and services in the community.

The first day began with a courtesy meeting with Hon. May Garnace Calaunan, Municipal Mayor of Diffun, together with members of the Municipal Nutrition Committee (MNC). The meeting provided an opportunity to reaffirm the local government’s commitment to nutrition and recognize the collaborative efforts of the municipal nutrition stakeholders.

Following the courtesy meeting, the evaluation team conducted a desk review to examine relevant documents, reports, and other supporting records showcasing the municipality’s nutrition programs, accomplishments, and implementation strategies.

On the second day, the evaluators proceeded with site visits to validate the documented accomplishments and observe the implementation of nutrition-related initiatives at the community level. The activity was followed by a feedbacking and learning session, where observations, insights, and recommendations were shared to further strengthen the municipality’s nutrition program.

The national evaluation team was composed of Kathleen Anne S. Amolo, Nutrition Officer II of the Nutrition Surveillance Division (NSD), who served as team leader; Irish Liezl R. Fuentes, Nutrition Officer II of the Nutrition Policy and Planning Division (NPPD); and Rolando T. Yu, Board Secretary of the Nutritionist-Dietitians’ Association of the Philippines, Inc. (PAN, Inc.).

Representing the National Nutrition Council (NNC) Regional Office II were Regional Nutrition Program Coordinator Mr. Rommel Teofilo Aguilar, Nutrition Officer III Mr. Edzell Arcinue, and Nutrition Officer II Mr. John Nestor Ballad. The evaluation activities were also facilitated with the assistance of Ms. Tina Ramilloza, Municipal Nutrition Action Officer (MNAO) of Diffun.

The national evaluation underscored the importance of effective local leadership, strong inter-agency collaboration, evidence-based planning, and sustained community engagement in achieving better nutrition outcomes. It also served as an opportunity for knowledge exchange and continuous improvement among nutrition program implementers.

Through the collective efforts of the local government, the Municipal Nutrition Committee, and nutrition partners, Diffun continues to demonstrate the value of a coordinated and community-driven approach to nutrition governance, with the goal of ensuring better nutrition and improved quality of life for its constituents.

​The Lifesavers—composed of Batanes General Hospital, Provincial DOH Office of Batanes, and PhilHealth Office Batanes proudly hosted the Provincial Government of Batanes Friday Wellness Program last October 16, 2026.

Under the leadership, guidance and exceptional support of Dr. Jeffrey Antony Canceran, Medical Center Chief of BGH and Team Leader of the Lifesavers, employees actively participated in this initiative fostering inter-agency unity and holistic health among public servants of the province.

The National Nutrition Council (NNC), together with the World Bank, UNICEF, and the Philippine Multisectoral Nutrition Project (PMNP), convened an alignment meeting on 20 October 2026 at the World Bank Office.

The meeting focused on the recalibration of GFPP activities under PMNP-CONNECT to ensure alignment with project priorities and implementation directions. It also provided an opportunity for the World Bank to present its assessment of existing nutrition surveillance systems, offering insights to inform ongoing efforts to strengthen nutrition data generation, management, and utilization for evidence-informed decision-making.

Through continued collaboration among development partners and key nutrition stakeholders, the meeting reaffirmed the importance of coordinated efforts to enhance nutrition surveillance systems and support more responsive, data-driven nutrition programs in the Philippines.

More than a hundred lactating mothers from various barangays across Gattaran, Cagayan, collectively donated 16,148 milliliters (16.1 liters) of breastmilk during the Milk-Letting and Health Education Drive held on October 20, 2026.

The donation marked the highest volume recorded in an LGU-based Milk-Letting and Health Education Drive, highlighting the generosity of breastfeeding mothers and the growing community support for human milk donation.

The activity was the fourth Milk-Letting and Health Education Drive conducted this year under Project AHON (Action for Health and One Nutrition), spearheaded by the Cagayan Valley Medical Center (CVMC) through the collaborative efforts of the Public Health Unit–Health Education and Promotion Office and the Human Milk Bank, in partnership with the LGU Gattaran through its Rural Health Unit and the Rotary Club of Tuguegarao.

Said initiative aims to promote breastfeeding, encourage human milk donation, and strengthen maternal and child health at the community level. It also highlights the spirit of breastfeeding mothers helping fellow breastfeeding mothers and raises awareness of the vital role of human milk donation in supporting optimal infant nutrition and health during the First 1,000 Days of Life.

The Philippines continues to face the triple burden of malnutrition, highlighting the need for multisectoral action to promote healthier food environments and improve access to nutritious foods.

In an interview with Atty. Migs Nograles on Public Matters, aired on October 16, 2026, National Nutrition Council (NNC) Executive Director IV Rodley Desmond Daniel M. Carza encouraged Filipinos to follow the Pinggang Pinoy® food guide and register with their primary care providers to access government health and nutrition services. He also recognized Barangay Nutrition Scholars (BNSs) as heroes of public health nutrition and called on local government units (LGUs) to champion nutrition, with the NNC ready to provide technical assistance and support.
