๐๐๐ ๐๐๐๐๐๐๐, ๐๐๐๐๐๐๐ โ Director II Elpidio S. Bunagan Jr. of the Civil Service Commission Field Office Isabela awarded the Plaque for the PRIME-HRM Bronze Award to the Municipal Government of San Agustin, Isabela on 03 August 2026.
The Bronze Award conferred to LGU San Agustin is pursuant to CSC Resolution No. 2401151, for having managed and implemented its human resource management systems according to documented processes, thereby achieving a process-defined HRM in the four core HRM systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
In his message, Director Bunagan shared that the PRIME-HRM milestone followed a rigorous, document-supported online evaluation conducted by the CSC Regional Office II, after series of technical assistance rendered by the CSC FO Isabela. He added that MGO San Agustin met the PRIME-HRM Level 2-Maturity Indicators in the Systems, Practices, and Competencies of the following four (4) core HRM areas: RSP, PM, L&D, and R&R.
Hence, CSC RO II recommended the conferment of PRIME-HRM Bronze Award to the MGO San Agustin. Fittingly, the agency is confirmed to have met the PRIME-HRM Level 2-Maturity Indicators of all the four (4) core HRM areas and was found to have observed civil service laws, rules, and regulations on the issuance of appointments and other HR programs, and has maintained its HR records management as validated by the Human Resource Policies and Standards Office.
Honorable Raden A. Mondala, MPA, Municipal Mayor of LGU San Agustin proudly received the award from the Commission. In his SOMA, the Honorable mayor shared about the PRIME-HRM journey and experience of the municipal government, with the Human Resource Management Office as the lead team. The Bronze Award serves as a manifestation of their collective HR efforts.
The SOMA was a very fitting occasion as the Local Chief Executive presented the accomplishments of the Municipal Government of San Agustin, with which the awarding of the Bronze Award for the PRIME-HRM was among the highlights.
Heads of National Government Agencies (NGAs) like the Department of Agrarian Reform (DAR), Department of Education, Philippine National Police (PNP), Bureau of Fire Protection (PNP), Commission on Election (COMELEC) and those from other agencies witnessed the awarding of PRIME-HRM Bronze Award during the SOMA.
Stakeholders such as School Coordinators and students from different schools and institutions, officers and members of the Rural Improvement Club (RIC) of the Womenโs Sector, religious leaders of the San Agustin Ministers Ecumenical Association (SAMEA), senior citizens and other members of the community were also in attendance.
With all employees of San Agustin present, including heads of offices and invited guests from various government agencies and institutions, stakeholders and members of the community, the occasion which primed the Bronze Award, served as an avenue of recognizing the shared commitments and efforts of the human resources of San Agustin.
