PROJECT LAB UPDATES | Nagsagawa ng Cash-for-Training ang DSWD Field Office 02 para sa 250 partner-beneficiaries mula sa bayan ng Diadi, Nueva Vizcaya noong Abril 27-28, 2026.

Ito ay bilang bahagi ng paghahanda sa implementasyon ng Project LAWA at BINHI sa ilalim ng Risk Resiliency Program ng ahensya.

Layunin ng aktibidad na palawakin ang kaalaman ng mga kalahok hinggil sa climate change at mga epekto nito sa kabuhayan at komunidad. Tinalakay din sa pagsasanay ang mandato at mga programa ng DSWD, mga teknikal na aspeto kaugnay ng water at food security, gayundin ang mga kinakailangang dokumento para sa maayos na implementasyon ng Cash-for-Training at Cash-for-Work.

Kabilang sa mga dumalo ang mga magsasaka, mangingisda, at iba pang sektor na itinuturing na vulnerable sa epekto ng kalamidad at matinding pagbabago ng panahon.

Samantala, nagsagawa rin ng verification at validation ang ahensya at mga kawani ng MSWDO gamit ang Online BBM Serbisyo Web Application Platform ng DSWD upang matiyak na rehistrado sa PhilSys o National ID system ang mga benepisyaryo. Sa pamamagitan nito, mas napapadali ang proseso ng dokumentasyon at pag-access ng mga benepisyaryo sa mga serbisyong ipinagkakaloob ng pamahalaan.

DSWD FO2 conducts SWD LNet special meeting to strengthen regional collaboration

TUGUEGARAO CITY, Cagayan — The Department of Social Welfare and Development Field Office 02 (DSWD FO2) conducted a virtual special meeting of the Social Welfare and Development Learning Network (SWD LNet) on May 6, 2026, at the DSWD FO2 Conference Hall.

Regional Director Lucia Suyu-Alan delivered her message and emphasized the importance of strengthening coordination, enhancing collaboration, and sustaining the commitment of stakeholders in delivering quality and responsive social welfare services to communities. She highlighted in her message "The election of officers is not only about selecting leaders, but about entrusting individuals who will guide,represent and inspire the group" and the crafting of the CY 2026 Action Plan are vital undertakings that will guide the network’s initiatives in the coming year.

The meeting aimed to revitalize the regional learning network through the reorganization of its leadership and strengthened collaboration among partners from the academe, national government agencies, and civil society organizations.

Meanwhile, a new set of officers was elected, with Dr. Noemi T. Cabaddu of St. Paul University Philippines elected as Chairperson and Amir Aquino of the Department of Education as Vice Chairperson. The network also reorganized its specialized committees to enhance research, information sharing, and capability-building initiatives.

The meeting concluded the Calendar Year 2026 Action Plan, which focuses on collaborative research initiatives, creation of a centralized directory of resource persons, and implementation of standardized training modules to improve social protection services in the region.

DSWDFO2, PLGU Cagayan honor 4Ps graduates in provincial graduation ceremony

TUGUEGARAO CITY—The Department of Social Welfare and Development Field Office 02 (DSWDFO2), together with the Provincial Local Government Unit of Cagayan (PLGU), honored 560 graduatin households of the Pantawid Pamilyang Pilipino Program (4Ps) through a provincial graduation ceremony dubbed as "Pammadayaw na Paggradua na Pantawid Pamilya" held at Robinsons Place Tuguegarao on May 7, 2026.

The graduates form part of the 16,577 households in Cagayan that have successfully exited the program after achieving improved levels of well-being.

In her message, DSWD Regional Director (RD) Lucia Suyu-Alan emphasized that the ceremony was proof that government investments in poor families create lasting impact.

“Hindi kayo tamad. Hindi kayo umaasa lamang. Kayo ay mga magulang na nagsakripisyo para mapag-aral ang inyong mga anak. Kayo ay mga magulang na nagsakripisyo para mapag-aral ang inyong mga anak. Kayo ay mga pamilyang nagsumikap na sumunod sa mga kondisyon ng programa. Kayo ang kwento sa kwenta.,” Alan said as she addressed criticisms often directed at 4Ps beneficiaries.

Among the graduating households are 327 college graduates, including 30 latin honor awardees and 66 board passers.

RD Alan also urged local government units, national government agencies, civil society organizations, and the private sector to prioritize employment opportunities for qualified 4Ps graduates and beneficiaries, in line with Regional Development Council Resolution No. 02-64, Series of 2025, which encourages government agencies and partner institutions to consider 4Ps beneficiaries for internship, Job Order, and Contract of Service positions.

One of the highlighted testimonies came from Joeann C. Menor, former 4Ps Parent Leader from Tamban, Alcala, whose family became the 2025 Regional Champion for Huwarang Pamilya and secured 2nd place in the national Salaysay ng Buhay competition.

Menor shared, “Nalubog kami dati sa utang. Makangkangngeg nak ti naglalaad nga sasau (Nakarinig kami ng masasakit na salita).” Menor also stated that the program served as a guiding light for them: “Napagtapos ko ang aming mga anak na ngayon ay Registered Agriculturist at Professional Teacher na, at ngayon ay staff na ng DSWD.”

A ceremonial turnover of cases was conducted by the agency to the PLGU and LGUs of Cagayan Province, led by Retired General Governor Edgar “Egay” Aglipay, represented by Chief of Staff Felipe H. Buena Jr. (Ret. Gen.). This signifies the LGU’s commitment to carry forward implementation and ensure continuity, with PLGUs and LGUs likewise expected to continue assisting beneficiaries toward sustaining self-sufficiency.

In his message, Governor Aglipay, through COS Buena, said, “Ang Pamahalaang Panlalawigan ng Cagayan ay nananatiling katuwang ninyo sa susunod na yugto ng inyong paglalakbay. Patuloy kaming lilikha ng mga oportunidad, magpapatibay ng mga sistema ng suporta, at sisiguraduhin ang pagpapatuloy ng inyong pag-unlad.”

“Gusto ni Governor na maging independent tayo dahil ito ang simula ng pagiging lider ninyo,” He said.

Also present during the ceremony were local chief executives (LCEs) and representatives from various local government units, Municipal Social Welfare and Development Officers (MSWDOs), and partners from national government agencies (NGAs) and civil society organizations (CSOs).

BINHI NEWS I Sa patuloy na pagpapalakas ng kakayahan ng mga benepisyaryo ng Sustainable Livelihood Program (SLP), nagsagawa ang Department of Agriculture–Agricultural Training Institute (DA-ATI) ng tatlong araw na pagsasanay sa Chicken Layer Production mula Abril 28 hanggang 30, 2026 sa DA-ATI Regional Training Center sa Cabagan, Isabela.

Dinaluhan ito ng mga miyembro ng limang naorganisang SLP Associations mula sa mga bayan ng Cabagan, San Pablo, at Delfin Albano. Tinalakay sa pagsasanay ang wastong pamamahala sa pagpapalaki ng layer chicken, kabilang ang production management, feeding practices, at mga paraan upang mapalago ang kabuhayang nakabatay sa poultry production.

Bilang bahagi ng pagsasanay, nagsagawa rin ng farm visit sa DA-ATI Ilagan upang magkaroon ng aktuwal na pagkatuto at mas mapalalim ang kaalaman ng mga kalahok sa operasyon ng poultry enterprise.

Maliban rito, sinagot din ng nasabing kaagapay ang mga resource person, training kits, tokens, certificates, pagkain, at accommodation ng mga kalahok sa buong pagsasanay.

Ang aktibidad ay bunga ng patuloy na pakikipag-ugnayan at pakikipagtulungan ng ahensya sa iba’t ibang stakeholders upang higit pang mapalakas ang kapasidad at oportunidad sa kabuhayan ng mga program participants.

Implementasyon ng 2026 Project LAWA at BINHI, sinimulan na ng LGU-Delfin Albano

PROJECT LAB UPDATES | Pormal nang sinimulan ng pamahalaang lokal ng Delfin Albano, Isabela ang implementasyon ng Project LAWA at BINHI bilang bahagi ng programa ng DSWD para sa pagpapalakas ng kahandaan at katatagan ng mga komunidad laban sa epekto ng kalamidad at tagtuyot.

Bilang paghahanda, sumailalim muna sa tatlong araw na Cash-for-Training (CFT) ang nasa 250 partner-beneficiaries mula sa mga barangay ng Sto. Rosario, Aneg, Andarayan, Bayabo, at Maui noong Abril 28 hanggang 30, 2026.

Tinalakay sa isinagawang pagsasanay ang kahalagahan ng kahandaan sa sakuna, wastong pamamahala ng tubig, at pagpapatatag ng seguridad sa pagkain upang matulungan ang mga komunidad na maging mas matatag sa gitna ng epekto ng climate change at matinding tagtuyot.

Binigyang-diin din sa mga module ang mga praktikal na kaalaman at malinaw na tungkulin ng bawat partner-beneficiary upang matiyak ang maayos at pangmatagalang implementasyon ng proyekto sa kanilang mga komunidad.

Nagbigay ng buong suporta si Municipal Mayor Thomas Pua Jr. at hinikayat ang mga benepisyaryo na aktibong makiisa sa proyekto at palakasin ang diwa ng pagkakaisa.

Katuwang din ng DSWD ang Municipal Social Welfare and Development Office (MSWDO) sa pag-organisa at paggabay sa mga kalahok upang masiguro ang kanilang aktibong partisipasyon sa buong implementasyon ng proyekto.

Nagbahagi rin ng kaalaman ang Municipal Agriculture Office (MAO) hinggil sa climate-resilient agriculture upang mapalakas ang produksyon at mapanatili ang sustenableng pagsasaka. Pinalawak naman ng Municipal Environment and Natural Resources Office (MENRO) ang kamalayan ng mga kalahok sa pangangalaga ng likas na yaman at kapaligiran.

Nagbigay din ng orientation ang Municipal Disaster Risk Reduction and Management Office (MDRRMO) ukol sa kahandaan at kaligtasan sa panahon ng sakuna, habang naglaan naman ng teknikal na suporta ang Municipal Engineering Office kaugnay sa water management at mga imprastrakturang kailangan sa implementasyon ng proyekto.

BINHI NEWS | Umaabot sa 55 miyembro mula sa tatlong Sustainable Livelihood Program Associations (SLPAs) sa Bambang, Nueva Vizcaya ang sumailalim sa Supplementary Training on Swine Husbandry and Feed Management na isinagawa noong Mayo 5, 2026.

Pinangunahan ng Department of Social Welfare and Development Field Office 02 (DSWD2 FO2) Sustainable Livelihood Program ang aktibidad sa pakikipagtulungan ng Local Government Unit ng Bambang sa pamamagitan ng Municipal Social Welfare and Development Office (MSWDO), Municipal Agriculture Office (MAO), at mga Barangay Local Government Units (BLGUs) ng Manamtam at Abian, na nagbigay ng suporta sa venue, transportasyon, pagkain, at iba pang logistical requirements.

Nagbahagi naman ng teknikal na kaalaman ang mga kinatawan mula sa San Miguel Corporation Inc. katuwang ang BDCA Grains Trading and General Merchandise, kabilang ang wastong pagpapalaki ng baboy, tamang pagpapakain, at feed management upang mapataas ang produksyon at kita ng mga kalahok.

Bilang karagdagang suporta, namahagi rin ng raffle prizes ang San Miguel Corporation Inc. na kinabibilangan ng 12 kahon ng bitamin at medisina, 24 packs ng Booster Milk, at limang sako ng hog feeds na may tig-50 kilo bawat isa.

Binibigyang diin ng DSWD FO2-SLP na ang mga ganitong pagsasanay ay sinisigurong maisakatuparan upang mapalawak ang mga oportunidad sa kabuhayan ng mga miyembro ng SLPAs at mapatatag ang kanilang kakayahan sa pagpapatakbo ng kanilang nasimulang negosyo.
