DSWD FO2 Regional Director Lucia Suyu-Alan, represented by Regional Information Officer Hannah Gracielle C. Mallillin-Urata served as resource person during the Pulis-sa-Barangay seminar, providing an overview of DSWD programs and services and how these may be accessed by individuals and communities in need.

The activity aimed to strengthen the PNP personnel’s awareness of DSWD programs and services and support stronger coordination in responding to the needs of communities.

IN PHOTOS: The Department of Social Welfare and Development (DSWD) Field Office 2, in partnership with the Local Government Unit (LGU) of Villaverde, Nueva Vizcaya, conducted training for Pantawid Pamilyang Pilipino Program (4Ps) Parent Leaders on October 2, 2026, at Casa de Conferencias.

The training was attended by 21 Parent Leaders and covered the introduction of new Parent Leaders, appointment of Assistant Parent Leaders, and presentation of the new Parent Leaders groupings.

The participants also discussed various issues, concerns, and suggestions, and agreed on action points and next steps to strengthen their leadership and participation in their communities.

DSWD FO2 advances local food procurement through Negotiated Procurement - Sagip Saka

TUGUEGARAO CITY, Cagayan — The Department of Social Welfare and Development Field Office 2 (DSWD FO2), through the Enhanced Partnership Against Hunger and Poverty (EPAHP), brought together its regional partners and technical working group members to discuss the use of Negotiated Procurement–Sagip Saka (NP-SS) in government food procurement during an orientation and Regional Technical Working Group (RTWG) Meeting on October 8, 2026 at Mango Suites, Tuguegarao City, Cagayan.

The activity provided members of the EPAHP Regional Program Management Office (RPMO) and the NP-SS Technical Working Group (TWG) during the activity the EPAHP and TWG discussed in depth the Sagip Saka mechanism and how it can be applied in government procurement, particularly in sourcing products from accredited farmers’ and fisherfolk organizations.

Chief Budget and Management Specialist Ms. Ludivina T. Potot discussed Negotiated Procurement–Sagip Saka under Republic Act No. 11321, or the Sagip Saka Act. She explained the key provisions and considerations that government offices need to take into account when using negotiated procurement in support of farmers’ and fisherfolk organizations.

Meanwhile, Ms. Crysthel Escalante, Market Specialist I of the Department of Agriculture–Agricultural Marketing Assistance Division (DA-AMAD), presented the Farmers and Fisherfolk Enterprise Development Information System (FFEDIS) registration. The discussion focused on the importance of registration in profiling farmers and fisherfolk enterprises and linking them to potential markets.

The orientation was followed by the first RTWG Meeting, where the participants discussed the operationalization of NP-SS in the region, coordination among concerned offices, and the respective roles of the members in carrying out the mechanism.

The discussions served as a venue for the participating offices to identify ways to ensure the inclusions of local farmers and fisherfolk in government procurement, with the government feeding programs and dietary services as primary institutional market.

Through NP-SS as EPAHP’s strategic measure, DSWD FO2 works with its partner agencies and stakeholders in linking local producers with government institutions and opening more market opportunities for farmers and fisherfolk region 2.

PLAB Ceremonial turnover, isinagawa para sa mga partner-beneficiaries sa City of Ilagan, Isabela

PROJECT LAWA at BINHI UPDATES | Para sa ating mga partner-beneficiaries, hindi dapat magtapos sa pagtanggap ng tulong ang suporta ng pamahalaan sa halip dapat itong maging daan tungo para mas matatag na kanilang kabuhayan.

Ito ang mensaheng binigyang-diin ni DSWD Field Office 2 Regional Director Lucia Suyu-Alan sa Ceremonial Turnover and Commitment Setting para sa Project LAWA at BINHI (PLAB) sa Barangay Cabisera 3 at Barangay Sta. Isabel sa City of Ilagan, Isabela noong October 1, 2026.

Ayon kay RD Alan, layunin ng PLAB na mabigyan ang mga partner-beneficiaries ng pagkakataong mapaunlad ang kanilang kakayahan at kabuhayan, katuwang ang DSWD, local government units (LGUs) at iba pang partner agencies.

Aniya, “DSWD is not only focused on the welfare aspect. We also look at the development of our vulnerable and marginalized individuals, families, and communities.”

Nakiisa sa dalawang araw na aktibidad sina City Mayor Josemarie Diaz, Vice Mayor Jay Eveson Diaz, mga miyembro ng Sangguniang Panlungsod, kinatawan ng Bureau of Fisheries and Aquatic Resources (BFAR), Department of Agriculture, Provincial Government of Isabela, mga barangay official at PLAB partner-beneficiaries.

Lumagda rin ang mga kinatawan ng partner agencies, LGU at iba pang stakeholders sa commitment setting bilang pagpapakita ng kanilang patuloy na suporta sa mga livelihood initiative na naitatag sa ilalim ng proyekto.

Sinabi ni RD Alan na sa pamamagitan ng pagtutulungan ng iba't ibang ahensya at lokal na pamahalaan, maaaring magsilbing panimulang hakbang ang assistance tungo sa mas matatag na kabuhayan at mas magandang oportunidad para sa mga pamilya.

Bilang pagpapatibay sa pangmatagalang suporta sa mga partner-beneficiaries, bahagi rin ng programa ang Tripartite Memorandum of Agreement (MOA) sa pagitan ng DSWD, PLGU Isabela sa pamumuno ni Gov. Rodito Albano III at City Government of Ilagan. Sa ilalim ng kasunduan, pinagtitibay ang pagtutulungan para sa pagpapatuloy, pangangalaga at pagpapaunlad ng mga community-based interventions sa ilalim ng PLAB.

Sa ilalim ng PLAB, layunin ng DSWD at mga partner agencies nito na matulungan ang mga komunidad na makaagapay sa epekto ng El Niño at iba pang climate-related challenges, habang binibigyan sila ng pagkakataong mapalakas ang kanilang kabuhayan, kakayahan at kahandaan sa mga susunod pang hamon.

May kabuuang 600 partner-beneficiaries ang City Government of Ilagan sa ilalim ng PLAB. Sa lungsod, nasa anim na project sites ang naitatag kung saan isinasagawa ang mga livelihood, water, at food security intervention ng Project LAWA at BINHI.

Ang mga lupang ginagamit sa mga project site ay ipinagamit ng mga may-ari sa pamamagitan ng usufruct agreement, na nagbibigay-daan para maisagawa ang mga intervention para sa mga partner-beneficiaries.

National Indigenous Peoples Month

Sa paggunita ng National Indigenous Peoples Month, kinikilala ng DSWD ang mahalagang papel at ambag ng Indigenous Peoples (IPs) sa ating lipunan, habang isinusulong ang kanilang karapatan, dignidad, kultura at kapakanan.

Bilang bahagi ng mandato ng DSWD sa social protection, patuloy nating sinisikap na mailapit sa Indigenous Peoples ang mga programa at serbisyong tumutugon sa kanilang pangangailangan, habang tinitiyak na naririnig ang kanilang boses at kinikilala ang kanilang sariling pagkakakilanlan at kultura.

Sa DSWD, patuloy nating itataguyod ang isang lipunang may pagkakapantay-pantay, paggalang at malasakit sa bawat Indigenous community.

IN PHOTOS | A total of 20 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries participated in the Community-Based Training on Computer Systems Servicing NC II, conducted in partnership with Saint Mary’s University (SMU) Bayombong under Project TECH-AGTUTUBO Program on October 3, 2026.

A comprehensive training session, covering computer hardware assembly, Occupational Health and Safety (OHS) compliance, and the preparation of installers, operating systems, and drivers, was conducted by Trainer Mr. Dennis Aboseijo in partnership with SMU’s CICT and ETVAO teams.

The initiative aims to enhance the digital competency of 4Ps household members, boost their employability, and contribute to creating sustainable livelihood opportunities within the community.

Beyond the List: More than just their Names

A name on a list can tell the simplest details, such as where a person lives; but for Angels in Red Vests, it's something more that meets the eye.

Across the barangays of Cagayan Valley, DSWD Field Office 02 (DSWD FO2) personnel have been going from one community to another to meet senior citizens identified as potential beneficiaries of the Social Pension Program for Indigent Senior Citizens (SPISC).

The validation is an important step in determining whether a senior citizen meets the program’s eligibility requirements. More than checking names and documents, the process allows the team to see the actual circumstances of the older persons they are assessing.

The names of potential beneficiaries for validation are identified through the Community-Based Monitoring System (CBMS) of the Philippine Statistics Authority (PSA). These are senior citizens whose information was captured through the census, providing the basis for further assessment.

During the validation, DSWD personnel look into the senior citizen’s circumstances, including whether they have another pension or regular source of income and whether they are frail, sickly, or living with a disability, among other indicators of indigency.

For some senior citizens, reaching a validation venue is not easy.

Those who are unable to travel because of their age or physical condition may be visited by the validation team at home. Instead of asking them to make the journey, DSWD personnel go to their barangays and, when necessary, to their doorsteps.

There, the team conducts the same process of assessment while seeing firsthand the conditions of the senior citizen and their household.

This work is carried out with the support of local government units (LGUs), whose personnel help DSWD teams coordinate with barangays, locate potential beneficiaries, and facilitate the conduct of validation activities.

For the teams, every visit is an opportunity to look beyond the information recorded in a database.

Behind every name is an older person with a different story, living condition, and set of needs. Validation helps ensure that these circumstances are considered before determining eligibility for the program.

Through this process, DSWD FO2 and its LGU partners continue to strengthen the delivery of the Social Pension Program by making sure that potential beneficiaries are properly assessed and that those who meet the program’s criteria are given due consideration for assistance.

LOOK | The Department of Social Welfare and Development Field Office 2 (DSWD FO2) convened the 3rd Quarter Regional Committee on Disability Affairs (RCDA) Meeting on September 7, 2026, bringing together concerned agencies and stakeholders to address accessibility concerns affecting persons with disabilities (PWDs).

The RCDA is a regional mechanism that facilitates coordination among agencies and stakeholders in addressing concerns and advancing programs and policies for PWDs.

Among the key issues discussed were the accessibility of banking services for blind persons with disabilities and the issuance of driver’s licenses to Deaf persons with disabilities, covering relevant policies, guidelines, requirements, and procedures on accessing these essential services.

The Committee also presented and adopted three (3) NCDA Resolutions, reinforcing continuing efforts to advance the rights, participation, and empowerment of PWDs in Region 2.
