The Bureau of Local Government Finance (BLGF), Regional Office No. 02, will conduct a three (3)-day, Cagayan Valley Midyear Conference with the theme: “𝐓𝐑𝐄𝐀𝐒𝐔𝐑𝐄𝐑𝐒 𝐀𝐍𝐃 𝐀𝐒𝐒𝐄𝐒𝐒𝐎𝐑𝐒 𝐋𝐄𝐀𝐃 𝐄𝐗𝐂𝐄𝐋𝐋𝐄𝐍𝐂𝐄 𝐀𝐌𝐈𝐃 𝐓𝐇𝐄 𝐃𝐘𝐍𝐀𝐌𝐈𝐂 𝐒𝐄𝐓𝐓𝐈𝐍𝐆𝐒 𝐈𝐍 𝐋𝐆𝐔𝐬 (𝐓𝐫𝐞𝐚𝐬𝐮𝐫𝐞𝐫𝐬 𝐚𝐧𝐝 𝐀𝐬𝐬𝐞𝐬𝐬𝐨𝐫𝐬 𝐋.𝐄.𝐀.𝐃.𝐒. 𝐋𝐆𝐔𝐬)” on 𝐉𝐮𝐥𝐲 𝟐𝟐-𝟐𝟒, 𝟐𝟎𝟐𝟓 to be held in Vitalis Resort and Spa (Vitalis White Sands), Santiago, Ilocos Sur.

This conference aims to ignite the commitment of treasurers and assessors to lead excellence in local government units; empower local treasury and assessment offices to become better catalysts of development, excellence, reform, and sustainability in their respective LGUs; and resultantly perpetuate a culture of excellence in public service in the Cagayan Valley Region.

BLGF Region 2 joins DILG Rehiyon DOS in the institutional development of LGUs in the Region.

As a part of its Regional Institutional Development Support Program, the DILG Region 2, in collaboration with other Regional Offices, is implementing various capacity development programs (CapDev) geared to improve Local Government Units. Among these is the REWARDS thru RIDS CapDev (Revisiting Work Processes, Values, and Practices for Effectiveness and Development of LGUs that Shape Society through RIDS Capacity Development) held on April 1-4, 2025 in Subic, Zambales where the Blgf Region II participated as one of the resource discussants.

For this specific activity, BLGF Region 2 through its Regional Director designed the 4-hour course entitled "Bridging Financial Performance Gaps." The course focused on the the following topics: 1.) Review on LGU Locally-Sourced Revenues; 2.) Strategies to Improve LSR AGR; 3.) Strategies to Improve LDF Utilization Performance; 4.) Exploring SGLG Financial Performance Appeals; and 5.) Preparing for Additional Indicators.

Atty. Julaida T. Caddawan-Pancho, Regional Director, was the lead discussant; Atty. Vernon S. Talattag, Financial Analyst IV, prepared the materials for and discussed SGLG Financial Performance Appeals; and Christian B. Guspid, Financial Analyst III, prepared and discussed the data analytics essential to the topics as well as the practice sets for the workshops.
