The RCMB II team continues the enhancement seminar for the Charles W. Selby Memorial Hospital Inc. today, August 20, 2026 with topics on Work Values and Ethics and Republic Act 11313 better known as Safe Spaces Act.

Simultaneously with the said enhancement seminar is the conduct of meeting with the officers of the Partnership of Workers and Employers in Region 2 (POWER2).

The discussion focused on plans for Organizational Restructuring, plans for Regional Convention and other essential matters deemed necessary to for the growth and development of the Organization.

The Regional Conciliation and Mediation Branch II (RCMB II) team, headed by Regional Branch Director Feliciano R. Orihuela, Jr., together with Supervising Labor and Employment Officer (LEO) Olisen L. Dizon and Senior LEO Kelvin Mark O. Evangelista is recently conducting an enhancement seminar for the management and staff of Charles W. Selby Memorial Hospital, Inc. today, August 19, 2026.

The activity forms part of RCMB IIโ€™s continuing advocacy and capacity-building initiatives aimed at strengthening workplace relations, promoting awareness of labor standards and workplace policies, and fostering a culture of professionalism, respect, and harmonious relationships between management and employees.

The seminar commenced with the welcome remarks of Supervising LEO Olisen L. Dizon, who warmly acknowledged the participation of the hospitalโ€™s management and staff and emphasized the importance of continuous learning in maintaining a healthy and productive workplace. He likewise formally introduced the RCMB II resource speakers, Director Feliciano R. Orihuela, Jr. and Senior LEO Kelvin Mark O. Evangelista, and highlighted the Branchโ€™s commitment to providing relevant and practical guidance to establishments through its enhancement and advocacy activities.

Director Orihuela discussed Republic Act No. 11313, or the Safe Spaces Act, providing the participants with a deeper understanding of the law and its relevance in the workplace. The discussion emphasized the importance of maintaining a safe, respectful, and inclusive working environment free from gender-based sexual harassment and other prohibited acts covered by the law.

The participants were guided on the responsibilities of both management and employees in preventing and addressing acts that may compromise the dignity, safety, and well-being of workers. The discussion also underscored the importance of appropriate workplace mechanisms and organizational policies in ensuring that concerns are properly addressed and that employees are afforded a safe avenue for reporting and resolving workplace-related incidents.

Senior LEO Kelvin Mark O. Evangelista, meanwhile, facilitated the discussion on Work Values and Ethics, emphasizing the importance of integrity, accountability, professionalism, respect, commitment, and responsibility in the performance of oneโ€™s duties. The discussion highlighted that technical competence must be complemented by positive work values and ethical behavior to achieve effective service delivery and maintain trust within the organization. Participants were encouraged to reflect on how their individual attitudes, decisions, and conduct contribute to the overall working environment and to the achievement of the hospitalโ€™s organizational goals.

Beyond the technical discussions, the enhancement seminar also served as a meaningful occasion for RCMB II to reaffirm its partnership with Charles W. Selby Memorial Hospital, Inc. in promoting harmonious workplace relations. The exchange of knowledge and experiences during the activity provided management and staff with practical insights that can be applied in their day-to-day interactions and responsibilities.

The seminar, which will be conducted until tomorrow, held particular significance for RCMB II as it also marked the final rendition of Director Feliciano R. Orihuela, Jr.โ€™s technical expertise and professional services in Region II after years of providing leadership, technical guidance, conciliation and mediation expertise, and labor-management advocacy in the region.

RCMB2 Honors Outgoing Director Orihuela, Welcomes Dizon as In-Charge of the Office

The Regional Conciliation and Mediation Branch II (RCMB2) held a formal turnover ceremony on August 11, 2026, at its office in Carig Sur, Tuguegarao City. Outgoing Director Feliciano R. Orihuela, Jr. officially transferred administrative leadership to Supervising Labor and Employment Officer Olisen L. Dizon, who now serves as In-Charge of the Office.

The Regional Conciliation and Mediation Board No. 2 (RCMB 2) headed by newly appointed Office-in-Charge Supervising Labor Employment Officer Olisen L. Dizon and accompanied by Senior Labor and Employment Officer Kelvin Mark O. Evangelista reaffirmed its commitment to promoting industrial peace, meaningful social dialogue, and harmonious labor relations in Cagayan Valley during the DOLE Regional Coordinating Council (RCC) Meeting held on August 13, 2026, in Tuguegarao City.

Led by newly installed DOLE Regional Director Ms. Imelda E. Romanillos, the meeting brought together DOLE and its attached agencies to showcase accomplishments, strengthen convergence initiatives, and align programs for better labor and employment services.

RCMB 2 Highlights:
โ€ข Sustained efforts in labor-management cooperation and effective conciliation and mediation
โ€ข No strikes and lockouts recorded in the region, reflecting a peaceful labor climate
โ€ข Accomplished targets for Labor Management Cooperation and Grievance Machinery Programs despite having only two technical personnel
โ€ข Continued partnerships and convergence initiatives with DOLE and other attached agencies

Director Romanillos commended RCMB 2 for its accomplishments and recognized its vital role in maintaining industrial peace through dialogue, cooperation, and mutually acceptable solutions.

Moving forward, RCMB 2 remains committed to working hand in hand with government, workers, employers, and other stakeholders toward a more peaceful, resilient, and productive labor environment in Region 2.

[๐€๐“ ๐“๐‡๐„ ๐Œ๐Ž๐Œ๐„๐๐“]

The Regional Conciliation and Mediation Branch II (RCMB II), led by Regional Branch Director Feliciano R. Orihuela, Jr., conducted a plant level enhancement activity at Casa Del Nino Montessori School of Roxas in Roxas, Isabela, on August 5, 2026, forming part of the Branch's continuing efforts to strengthen workplace cooperation and promote harmonious labor-management relations through the sustained implementation of its bipartite and preventive mechanism programs.

During the enhancement, the RCMB II team assessed the establishment's existing labor-management and grievance machinery mechanisms and provided technical guidance to further enhance workplace communication, grievance handling, and collaborative problem-solving.

Moreover, the team facilitated the reconstitution of LMC and GM, serving as an essential Branch intervention to sustain and maintain functionality of the programs in the institution.

The enhancement activity further served as an opportunity to reinforce the importance of maintaining effective labor-management cooperation in fostering a productive, peaceful, and compliant work environment.

With the collective efforts of the Branch personnel under the leadership of Director Orihuela, RCMB II continues to accomplish and surpass its remaining performance targets for the year while strengthening partnerships that contribute to industrial peace and sustainable workplace productivity.
