𝐋𝐎𝐎𝐊: The Economic Development Committee of the RDC2 convened its Third Quarter Virtual Meeting on September 3, 2026.

During the meeting, Mr. Jeff Factora presented updates on the DA's El Niño Action Plan, highlighting government interventions and preparedness measures to address the anticipated impacts of the phenomenon. Meanwhile, Private Sector Representative Mr. Cloyd Velasco presented the National Innovation Apprenticeship Program (NIAP), a private sector-led convergence initiative that fosters collaboration among youth, higher education institutions (HEIs), startups, and industry stakeholders to promote innovation and technology commercialization. The 2026 Second Quarter Regional Economic Situationer was also presented, which provided an assessment of the region's socioeconomic performance through a comparative analysis of key economic and development indicators by Mr. Bryan Rumusud of DEPDev Region 2.

The meeting was presided over by Nueva Vizcaya Governor Jose V. Gambito, Chairperson of the RDC2-Economic Development Committee.

𝐋𝐎𝐎𝐊: The Environment Committee (EnC) of the RDC2 discussed the updating of the Integrated River Basin Management and Development Master Plan for Apayao-Abulug River Basin (AARB) during its third quarter meeting at the DEPDev Regional Office, Tuguegarao City on September 1, 2026. The updated plan provides greater emphasis on climate resilience, incorporating climate mitigation and adaptation measures across several sectors.

The Committee was also apprised of the status of compilation of the Cagayan Valley Regional Environmental Accounts and the common bottlenecks in the issuance of Environmental Compliance Certificates during the meeting.

𝗖𝗮𝗴𝗮𝘆𝗮𝗻 𝗩𝗮𝗹𝗹𝗲𝘆 𝗥𝗗𝗖-𝗖𝗢𝗗𝗔𝗖 𝗽𝘂𝘀𝗵𝗲𝘀 𝗳𝗼𝗿 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗿𝗲𝗳𝗼𝗿𝗺𝘀, 𝘀𝗼𝗰𝗶𝗮𝗹 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻
The Committee on Development Administration and Communication (CODAC) of the Cagayan Valley Regional Development Council convened for its Third Quarter Meeting on September 1, 2026, here in Tuguegarao City to deliberate on key policies and programs to strengthen development administration and public service delivery in the region.
During the meeting, the DepEd proposed the implementation of the Comprehensive School Safety and Security Framework currently being rolled out across the region. The initiative reinforces safety and proactive measures for learners and school communities in response to the recent incidents involving students. This was endorsed to the RDC full council for endorsement and approval.
The committee also endorsed the inclusion of the Community-Based Monitoring System (CBMS) under the RDC's Calendar Year 2028 Investment Program. The CBMS provides detailed household-level data that will guide policymaking and poverty reduction efforts.
Members likewise discussed the proposed MOA among the LTFRB, AFP, PNP, and PCG on increasing the transportation fare discount for active uniformed personnel from 20 to 30 percent for areas declared as State of Stable Internal Peace and Security (SSIPS). The proposal also seeks to extend the same benefit to the personnel of BFP and BJMP.
The DBM also presented the Government Optimization Program under Republic Act No. 12231, authorizing the President to reorganize and streamline government agencies to improve efficiency and public service delivery.
To improve the country's business environment, the committee also discussed the Policy Note prepared by the DEPDev Innovation Staff on streamlining business registration, renewal, and exit processes. The study identified challenges such as fragmented requirements, repeated document submissions, limited system integration, and capacity constraints.
PhilHealth shared their program on Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) under the Yaman ng Kalusugan Program or YAKAP. Members were informed that qualified beneficiaries can now avail of up to PHP20,000 worth of free medicines annually through accredited government healthcare facilities and partner pharmacies in the region.
The CODAC Chairperson and Batanes Governor Ronald P. Aguto, Jr. presided over the meeting.

𝐀𝐓𝐌: DEPDev2 Strengthens NIA2 Capacity on Logical Framework Preparation

Today, the Department of Economy, Planning, and Development Regional Office 2 (DEPDev2) is providing technical assistance to personnel of the National Irrigation Administration Regional Office 2 (NIA2) and its Irrigation Management Offices (IMOs) to develop logical frameworks for irrigation projects.

The activity will strengthen the capacity of NIA2 technical personnel to develop clear and results-oriented project frameworks that can guide the planning, development, implementation, monitoring, and evaluation of irrigation projects.

This initiative underscores the continuing collaboration between DEPDev2 and NIA2 to develop high impact projects and ensure that public investments contribute effectively to the region’s development priorities.
