The Department of Agrarian Reform (DAR) Region 02 conducted the Second Regionwide Summit of Project SPLIT, the Legal Division, and the DAR Adjudication Board (DARAB) on March 3โ5, 2026, in Sta. Ana, Cagayan.
The summit featured discussions on key legal and policy developments affecting agrarian reform. Atty. Erickson Balmes, Deputy Insurance Commissioner of the Insurance Commission, delivered a lecture on โPublic Service in the Age of the Internet and the Realm of AI,โ underscoring responsible digital governance and the ethical use of artificial intelligence in public service. Atty. Ronald S. Cua, Former Deputy Insurance Commissioner, discussed Leasehold and Exemption under DOJ Opinion No. 44, while Atty. Jim G. Coleto, also DARAB Board Member III, presented updates on jurisdiction, referral of cases to DAR, and recent jurisprudence.
Inter-agency coordination was likewise highlighted during the activity. Director Eugene Follante of the Bureau of Agrarian Legal Assistance (BALA) presented JAO DAR-LRA (A.O. 1, s. 2024), emphasizing strengthened coordination between DAR and the Land Registration Authority (LRA) to streamline processes.
Regional Director Primo C. Lara graced the activity, and OIC-Regional Agrarian Reform Adjudicator Atty. Catherine Eclar delivered a message on behalf of Region 02. Provincial representatives also shared their key takeaways, and an open forum was conducted to clarify operational and legal concerns.
The summit was attended by representatives from Project SPLIT-Legal, the Legal Division, and DARAB of Region 02, along with officials from the DAR Central Office, who concluded the activity by identifying ways forward to support the smooth and consistent implementation of Project SPLIT and related legal and adjudication services in the region.
