The Commission on Human Rights (CHR) is an independent National Human Rights Institution (NHRI) created under the 1987 Philippine Constitution, established on 05 May 1987 by virtue of Executive Order No. 163.

October 27, 2026 | CHR Region 2 conducted an online lecture via Zoom for Persons Deprived of Liberty (PDLs) and personnel of the Bureau of Jail Management and Penology (BJMP) at the Santiago City District Jail – Female Dormitory in Santiago City, Isabela. The activity was held as part of the celebration of National Correctional Consciousness Week (NACOCOW) 2026, observed from October 25 to 31, 2026.

The lecture focused on the Universal Declaration of Human Rights (UDHR) and Republic Act No. 9745, or the Anti-Torture Act of 2009. The discussion highlighted fundamental human rights, the inherent dignity and equal rights of all individuals, and the prohibition of torture and other forms of cruel, inhuman, or degrading treatment or punishment.

The activity also emphasized the importance of respecting and protecting the rights of PDLs and ensuring their humane treatment while in detention.

Through this initiative, CHR RO2 continued to promote human rights awareness and strengthen understanding of the rights and protections afforded to Persons Deprived of Liberty.

On October 26, 2026 | CHR Region 2 conducted an online lecture via Zoom for Persons Deprived of Liberty (PDLs) and personnel of the Bureau of Jail Management and Penology (BJMP) at the City of Ilagan District Jail in Ilagan City, Isabela. The activity was held as part of the celebration of National Correctional Consciousness Week (NACOCOW) 2026, observed on October 25–31, 2026.

With the theme “Upholding Human Dignity: A Lecture on Human Rights and the Anti-Torture Act,” the lecture covered Human Rights 101 and Republic Act No. 9745, or the Anti-Torture Act of 2009.

The discussion focused on fundamental human rights principles, the prohibition of torture and other forms of cruel, inhuman, or degrading treatment or punishment, and the importance of respecting human dignity and protecting the rights of PDLs while in detention.

Through this activity, CHR RO2 continued its efforts to promote human rights awareness and strengthen the understanding of human rights protections among PDLs and BJMP personnel.

𝙈𝙂𝘼 𝙏𝙄𝙉𝙄𝙂 𝙎𝘼 𝙇𝙊𝙊𝘽: 𝙋𝙖𝙧𝙖 𝙨𝙖 𝘿𝙞𝙜𝙣𝙞𝙙𝙖𝙙, 𝙆𝙖𝙧𝙖𝙥𝙖𝙩𝙖𝙣 𝙖𝙩 𝙋𝙧𝙤𝙩𝙚𝙠𝙨𝙮𝙤𝙣 💙💛

Noong ika-15 ng Oktubre 2026, isinagawa ng Komisyon sa Karapatang Pantao Rehiyon II (CHR RO2), katuwang ang Provincial Jail ng Nueva Vizcaya, ang aktibidad na “Mga Tinig sa Loob” sa Nueva Vizcaya Provincial Jail, Bayombong, bilang pakikiisa sa 2026 National Correctional Consciousness Week (NACOCOW).

Ang aktibidad ay isang advocacy at konsultasyon kasama ang mga Persons Deprived of Liberty (PDL). Layunin nitong pakinggan ang kanilang mga tinig at pananaw, at ipaalala na ang dignidad at karapatan ng bawat tao ay nananatili kahit sila ay pinagkaitan ng kalayaan.

Bahagi ito ng kampanyang Bantay Bilangguan, na naglalayong itaguyod ang pagtatatag ng National Preventive Mechanism (NPM) upang maiwasan ang torture at iba pang anyo ng pang-aabuso sa mga lugar ng detensyon.

Nagsimula ang programa sa mensahe ng pagtanggap ni Provincial Jail Warden Carmelo B. Andrada, kasunod ang mensaheng inspirasyonal ni OIC-Regional Director Atty. Cecilia Melad-Lazaro, LLM.

✅ BANTAYAN – Bakit Kailangan ang NPM? Ipinaliwanag ni Chief Carlito A. Agustin, JD ng Investigation Division kung bakit mahalaga ang NPM sa pag-iwas sa torture at iba pang pang-aabuso sa mga lugar ng detensyon.

Ipinakilala rin ni Atty. Marie Grace Divina R. Marcos, Attorney IV ng CHR RO2, ang Legal Clinic Caravan ng Komisyon. Layunin ng inisyatibong ito na ilapit sa mga PDL ang legal na impormasyon at tulong, upang mas maunawaan nila ang kanilang mga karapatan at ang mga hakbang na maaari nilang gawin kaugnay ng kanilang kalagayan.

✅ PAKINGGAN – Tinig ng PDL. Pinangunahan ni Special Investigator II Josephine Leah A. Bulauan, JD ang talakayan hinggil sa mga mabubuting gawain, mga kondisyong kailangang pagbutihin, at mga rekomendasyon upang higit na maprotektahan ang karapatan at dignidad ng mga PDL.

✅ MAKILAHOK – Pirma para sa Preso. Inilahad ni Special Investigator I Ferdinand T. Almazan ang kampanya, at nilinaw na boluntaryo ang pakikilahok.

Ipinakilala rin ni Atty. Marie Grace Divina R. Marcos, Attorney IV ng CHR RO2, ang Legal Clinic Caravan ng Komisyon. Pinasalamatan ng CHR RO2 si Provincial Jail Warden Carmelo B. Andrada at ang buong pamunuan at kawani ng Nueva Vizcaya Provincial Jail, gayundin ang lahat ng PDL na nakilahok at nagbahagi ng kanilang mga pananaw.

Ang pagprotekta sa dignidad ng mga PDL ay sama-samang pananagutan ng lahat.

Bantayan ang karapatan. Pakinggan ang boses. Pigilan ang pang-aabuso.
Sa tanglaw ng dignidad, walang anino ng pang-aabuso.

CHR R2 attended the pre-demolition conference (PDC) in Aurora, Isabela, on October 15, 2026, to ensure that the rights of affected residents are observed ahead of the planned demolition.

The conference served as a venue for local officials, implementing offices, and affected residents to clarify the scope of the demolition, the schedule, and the support available to those affected. CHR R2 emphasized that adequate notice, genuine consultation, and the protection of the dignity and welfare of residents, especially vulnerable groups such as children, the elderly, persons with disabilities, and pregnant women, must be ensured.

CHR R2 monitored the Violence Against Women and Their Children (VAWC) Desk in Barangay Harana, Luna, Isabela on October 15, 2026. The team checked whether the desk is established and staffed by a designated person, and reviewed the logbook to see how complaints are recorded. They also looked into how cases are referred to the police, the social welfare office, and other agencies that assist victims, and whether victims are given immediate help and information on their rights.

On October 15, 2026, CHR Region 2 monitored the Barangay Violence Against Women and Their Children (VAWC) Desk in Barangay Mambabanga, Luna, Isabela. The monitoring included a check on the desk’s setup and designated personnel, a review of its logbook and records of reported cases, and an assessment of how complaints are received and referred to the proper authorities. The VAWC Desk was also checked for the availability of referral contacts and information materials on assistance for victims.

Noong October 15, 2026, nagsagawa ang Komisyon sa Karapatang Pantao Rehiyon 2 (CHR R2) ng jail visit sa Luna Municipal Police Station sa Luna, Isabela. Kasama sa pagbisita ang pag-inspeksyon sa detention facility at kalagayan ng mga selda, pag-verify sa mga record at dokumento ng mga detainee, at pag-check sa kanilang kalusugan, kalinisan, at access sa pagkain at tubig. Sinuri rin ang jail logbook at ang mga patakaran sa pagdalaw. Ang aktibidad na ito ay bahagi ng regular na monitoring upang matiyak na iginagalang ang karapatang pantao ng mga detainee at na sila ay nakakulong alinsunod sa batas.
