Atty. Ramse A. Tumamao, Acting Provincial Officer of Nueva Vizcaya, attended the 2nd Quarter CY 2026 Joint Meeting of the Provincial Peace and Order Council (PPOC), Provincial Anti-Drug Abuse Council (PADAC), and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) held on May 26, 2026 at the Ammungan Hall, Capitol Compound, Bayombong, Nueva Vizcaya.

The meeting served as an important venue for collaboration and coordination among provincial government agencies, law enforcement authorities, and other stakeholders in addressing peace and order concerns, anti-illegal drug initiatives, and programs aimed at sustaining peace and development in the province.

During the activity, participating agencies discussed updates, accomplishments, and strategic initiatives related to public safety, anti-criminality efforts, anti-illegal drug campaigns, and the implementation of programs under the ELCAC framework. On May 28, 2026, Engr. Rey Arvin P. Serrano, Acting Assistant Regional Director of NAPOLCOM Regional Office 2/Co-Chairperson, attended the Convening of the Police Regional Office 2 (PRO2) Police Commissioned Officers (PCO) Promotion Committee for the CY 2026 2nd Level Uniformed Personnel Regular Promotion Program (PLT–PMAJ) held at the Transformation Lounge, PRO2, Camp Marcelo A. Adduru, Tuguegarao City, Cagayan.

The activity brought together members of the Promotion Committee to deliberate on matters pertaining to the regular promotion of qualified Police Commissioned Officers from the rank of Police Lieutenant (PLT) to Police Major (PMAJ). The committee reviewed and evaluated the qualifications, eligibility requirements, performance records, and other pertinent documents of promotion candidates in accordance with existing laws, rules, regulations, and policies governing the Philippine National Police promotion system.

In addition, the conduct of interview of applicants for personnel formed part of the assessment process, ensuring a more thorough validation of competencies, character, and readiness for higher responsibilities.

The convening of the Promotion Committee underscores the commitment of both NAPOLCOM and PRO2 to strengthening human resource management and recognizing deserving personnel whose competence, dedication, and exemplary service contribute to the attainment of organizational goals and the effective delivery of public safety services. On May 28, 2026, Mr. Joseph F. Tamacay, Planning Officer III attended the Planning Meeting on the 2026 Excellence Award for Governance and Leadership (EAGLE) Implementation and Updates on Local Government Monitoring and Evaluation Division (LGMED) Programs, Projects, and Activities (PPAs) at Conference Hall, DILG Regional Office 2, Tuguegarao City, Cagayan.

This program continues to serve as a platform for recognizing exemplary performance and showcasing best practices in local governance. It forms as part of collective commitment to empower local government officials and functionaries in delivering responsive, transparent and effective public service.

Rañeses, MNSA, CESO IV, at the National Police Commission Regional Office 2.

The courtesy visit served as an avenue to strengthen inter-agency coordination, foster collaborative partnerships, and discuss matters of mutual concern relative to public safety, community engagement, and law enforcement initiatives. The meeting was attended by key officials and concerned personnel of the Regional Office to discuss the audit requirements, assess the status of compliance with established quality management standards, and identify areas requiring further improvement.

On May 26, 2026, under the leadership of Director Ramon M. Rañeses, MNSA, CESO IV, together with Acting Assistant Regional Director Engr. Rey Arvin P. Serrano, an Entrance Briefing for the NAPOLCOM Inspection and Assessment & Monitoring and Evaluation Activities for CY 2026 was successfully conducted at the Isabela Police Provincial Office (IPPO), City of Ilagan, Isabela, in coordination with the Inspection and Monitoring Team.

The activity aimed to formally commence the comprehensive inspection and evaluation process designed to assess the operational efficiency, administrative compliance, and overall performance of the provincial police office in accordance with established NAPOLCOM policies, standards, and guidelines.

The briefing gathered key officials, personnel, and members of the Inspection and Monitoring Team to discuss the objectives, scope, and procedures of the assessment activities. It also served as a venue to strengthen collaboration and ensure transparency, accountability, and adherence to organizational standards in the delivery of police services.

Engr. Rey Arvin P. Serrano, Acting Assistant Regional Director of NAPOLCOM Region 2/Vice Chairperson, attended the Regional Recruitment Screening Committee (RRSC) Meeting for the CY 2026 Patrolman/Patrolwoman Regular and Attrition Recruitment Program, particularly on the Selection and Deliberation of the 50% Standby Reserve Psychiatric and Psychological Examination (PPE) Takers, held on May 26, 2026 at the Transformational Lounge, Police Regional Office 2 (PRO2), Camp Marcelo A. Adduru, Tuguegarao City, Cagayan.

The meeting gathered members of the Regional Recruitment Screening Committee to thoroughly evaluate, assess, and deliberate on the qualifications and eligibility of applicants in accordance with the standards and guidelines set by the Philippine National Police recruitment system. The activity aimed to ensure a fair, transparent, and merit-based selection process for aspiring Patrolmen and Patrolwomen who seek to serve the country with integrity, discipline, and professionalism.

During the deliberation, committee members carefully reviewed the results of the PPE and other documentary requirements of the applicants to determine the most qualified candidates for inclusion in the standby reserve list.

On May 26, 2026, the National Police Commission (NAPOLCOM) Regional Office 2, under the dynamic leadership of Regional Director Ramon M. Rañeses, MNSA, CESO IV, proudly conducted the “Salamat Mabuhay Program” Retirement Tribute in honor of Ms. Gemma L. Sales, Law Enforcement Evaluation Officer III/Chief of the Monitoring Section, and Mr. Barry P. Lasam, Administrative Officer V/Chief of the Budget and Accounting Section.

The heartfelt tribute recognized and celebrated their remarkable dedication, invaluable contributions, and unwavering commitment to public service throughout their distinguished careers in government service spanning 37 years for Ms. Sales and 30 years for Mr. Lasam.
