NVPPO STATEMENT ON THE KASIBU POLICE RESPONSE

Bayombong, Nueva Vizcaya — The Nueva Vizcaya Police Provincial Office (NVPPO), under the leadership of PCOL PAUL T BOMETIVO, Provincial Director, issues this statement regarding the police response conducted in Barangay Paquet, Kasibu, Nueva Vizcaya on August 28, 2026.

The Kasibu Municipal Police Station (MPS) responded to an emergency call received through 911, the national emergency reporting system. The call was made by a Barangay Chairman reporting that three (3) vehicles carrying fuel and supplies were being blocked at an anti-mining barricade along a public road in Barangay Paquet.

The call through the national 911 emergency system immediately alerted the police organization, particularly the NVPPO, and required an immediate and appropriate response. The situation was also closely monitored due to the presence of several persons at the barricade and the potential for further escalation.

Upon arrival of the Kasibu MPS personnel at the area, peaceful dialogue was immediately initiated and police intervention was undertaken as necessary. As the situation involved an increasing number of persons at the barricade and a human barricade of about 400 persons thereby preventing the passage of the vehicles, additional PNP personnel, including Civil Disturbance Management (CDM) contingents, were deployed to reinforce the local police force.

Police personnel made repeated efforts to peacefully dialogue with the group and requested the voluntary clearing of the public road, as certified by the Municipal Mayor. Despite these efforts, the group refused to comply and continued to obstruct the passage of vehicles.

The police intervention resulted in the arrest of eleven (11) individuals for violations of Article 151 Resistance and Disobedience to Agent of Person in Authority.

During the operation, five (5) PNP personnel sustained minor injuries while performing their sworn duties.

The NVPPO emphasizes that the police response was prompted by an emergency call through 911 and was undertaken to maintain peace and order, protect public safety, and ensure the lawful passage along public roads, while respecting the rights of all concerned. The arrested individuals were brought to the Kasibu MPS for proper documentation and appropriate legal proceedings. # # #

ALLEGED ₱1M “SALISI” THEFT LANDS TENANT IN POLICE CUSTODY

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a 34-year-old female tenant in connection with an alleged “salisi” theft involving high-value jewelry in South Triangle, Quezon City, on August 27, 2026.

Operatives of the Kamuning Police Station (PS-10) under the Quezon City Police District (QCPD) responded after the victim discovered that three pouches containing jewelry worth approximately ₱1,007,000.00 were missing from her pink sling bag.

Initial investigation showed that the victim had earlier found the suspect inside her bedroom applying makeup, despite the suspect’s designated sleeping area being in the unit’s sala. The suspect later left the condominium.

The victim subsequently inspected the suspect’s sleeping area and recovered two bracelet chains inside a small transparent zip-lock bag. The victim’s bedroom key was likewise found near the suspect’s bed. A Buddha pendant valued at ₱250,000.00 was left behind, while its matching necklace was missing.

When the victim learned that the suspect had returned to the condominium lobby, she immediately alerted PS-10 personnel. Responding officers proceeded to the location and arrested the suspect, bringing both parties to the police station for investigation and proper disposition.

The suspect is set to be referred to the Prosecutor’s Office for the filing of a complaint for Theft (Salisi). The allegations remain subject to investigation and the appropriate judicial process, with the suspect entitled to due process under the law.

“Police response must be timely and grounded on facts, especially in cases where evidence may be crucial in establishing what happened. We will ensure that every complaint is properly acted upon and that the law is applied fairly,” said PNP Chief PGEN Jose Melencio C. Nartatez Jr.

“Maging mapagmatyag tayo sa ating mga gamit at agad humingi ng tulong sa pulis kapag may nawawala o may kahina-hinalang pangyayari,” he added.

The incident reflects the PNP Focused Agenda, a strategic framework for strengthening police service and public safety. Its priority on Enhanced Managing Police Operations is evident in the prompt response and proper handling of the case.

As the PNP strengthens its response to property-related offenses under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
