The Department of Migrant Workers (DMW) Regional Office II, led by 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗔𝘁𝘁𝘆. 𝗥𝗼𝗴𝗲𝗹𝗶𝗼 𝗧. The meeting brings together key government agencies to strengthen coordinated strategies that address the potential economic impacts of the ongoing Middle East situation, ensuring the protection of Overseas Filipino Workers (OFWs) and safeguarding regional stability.

DMW Region II reaffirms its commitment to proactive engagement and whole-of-government efforts in advancing responsive programs and timely interventions for the welfare of OFWs and their families.

Sa ilalim ng pamumuno ni 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗔𝘁𝘁𝘆. 𝗥𝗼𝗴𝗲𝗹𝗶𝗼 𝗧. 𝗕𝗲𝗻𝗶𝘁𝗲𝘇, 𝗗𝗣𝗔, 𝗠𝗡𝗦𝗔, 𝗖𝗘𝗦𝗘, kasama si 𝗔𝘁𝘁𝘆. 𝗣𝗲𝘁𝗲𝗿 𝗟𝗲𝗼𝗻𝗶𝗲 𝗦. 𝗖𝗮𝗿𝗶𝗮𝘇𝗼 (Attorney III, Migrant Workers Protection Division), tinalakay ang mga konkretong hakbang ng pamahalaan upang matiyak ang kaligtasan at kapakanan ng ating mga Overseas Filipino Workers (OFWs) sa Middle East.

Sa gitna ng umiigting na tensyon sa nasabing rehiyon, muling tiniyak ng DMW Region 2 na nananatiling pangunahing prayoridad ng administrasyong Marcos ang proteksyon ng bawat Pilipino sa ibayong dagat.

✅ 𝗥𝗲𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 — Tinitiyak ng DMW ang tuloy-tuloy na suporta sa mga umuwing OFWs, kabilang ang tulong pinansyal, serbisyong medikal, at mga programang pangkabuhayan para sa kanilang muling pagbangon.

Nanatiling nakaantabay ang DMW Region 2 sa pagbibigay ng serbisyong may “Gold Standard” at hinihikayat ang mga OFW at kanilang pamilya na makipag-ugnayan sa kanilang Help Desk para sa agarang tulong at impormasyon.

𝐋𝐎𝐎𝐊 || Mainit na sinalubong ng Department of Migrant Workers Regional Office II (DMW RO2), katuwang ang Overseas Workers Welfare Administration (OWWA), si 𝐎𝐅𝐖 𝐑𝐨𝐯𝐞𝐥𝐲𝐧 𝐁𝐚𝐬𝐢𝐥𝐢𝐨 𝐂𝐚𝐬𝐞𝐬 sa Cauayan Airport, Isabela, mula sa kanyang pagdating galing Singapore.

Siya ay agarang nabigyan ng airport assistance matapos makaranas ng aksidente habang nasa ibang bansa. Sa tulong ng DMW at OWWA, siya ay ligtas na nasamahan at natulungan, kasama ang kanyang mga kaanak, sa kanyang maayos na pag-uwi sa kanilang tahanan sa Isabela.

Sa nasabing pagkakataon, naipaliwanag din ng DMW at OWWA ang mga serbisyong maaaring maibigay upang masuportahan ang kanyang paggaling at patuloy na kapakanan bilang isang Overseas Filipino Worker.

𝗝𝘂𝘃𝘆 𝗗𝗮𝗴𝗼𝗻𝗱𝗼𝗻 𝗣𝗮𝗴𝗮𝘆, who emerged as the 𝙍𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙒𝙞𝙣𝙣𝙚𝙧 𝙛𝙤𝙧 𝙍𝙚𝙜𝙞𝙤𝙣 2 in the prestigious 𝟐𝟎𝟐𝟔 𝐋𝐈𝐊𝐇𝐀𝐧𝐠 𝐊𝐚𝐛𝐚𝐛𝐚𝐢𝐡𝐚𝐧 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐏𝐥𝐚𝐧 𝐂𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐢𝐨𝐧. Out of 21 competitive business proposals submitted by Overseas Filipino Workers (OFWs), her entry—GJ’s Couture Collection: Tailored with a Heart—captured the judges' attention and secured the top spot in the Cagayan Valley.

Ms. Pagay’s journey serves as a powerful testament to the resilience and creativity of the Filipino worker. Following her regional victory, she and her mentor, Ms. Rhea M. Quintos, participated in an intensive National Bootcamp designed to sharpen her business plan and scale her vision for her dressmaking business. This rigorous preparation fortified her entrepreneurial skills, proving that her passion for fashion is matched only by her determination to succeed as a businesswoman in her home province.

During the National Awarding ceremony held on March 26, 2026, 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗿𝗲𝗰𝘁𝗼𝗿 𝗔𝘁𝘁𝘆. 𝗥𝗼𝗴𝗲𝗹𝗶𝗼 𝗧. 𝗕𝗲𝗻𝗶𝘁𝗲𝘇, 𝗗𝗣𝗔, 𝗠𝗡𝗦𝗔, 𝗖𝗘𝗦𝗘, personally attended the event to show his full support for our regional champion. His presence underscored the DMW's unwavering commitment to uplifting and empowering OFWs as they transition from migrant workers into successful local entrepreneurs. Director Benitez emphasized that the agency continues to champion the dreams of every OFW, ensuring they have the tools and the backing to build a stable future.

While the national grand prize remains a goal for the future, Ms. Pagay’s achievement is a resounding victory. She received ₱100,000 in seed capital, providing a significant financial boost to turn her couture dreams into a thriving reality. More than the funding, her journey to the national stage symbolizes courage and hope for all OFWs. As she sews every thread with heart, Ms. Pagay proves that the ultimate victory lies in the impact created and the dreams pursued with integrity.

- Ang legit repatriation ay pinoproseso ng Philippine government (DMW-MWO-OWWA, DFA, embassy/consulate) — LIBRE and repatriation, hindi ito binebenta ng kung sino lang
- Huwag basta magtiwala sa random messages sa Facebook, WhatsApp, o text

𝗛𝗼𝗻. 𝗩𝗶𝗰𝗲 𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗝𝗼𝗻𝗮𝘁𝗵𝗮𝗻 𝗘𝗻𝗿𝗶𝗾𝘂𝗲 𝗩. 𝗡𝗮𝗻𝘂𝗱 𝗝𝗿. represented the Province and expressed gratitude and commitment on supporting programs, creating and facilitating more employment opportunities for aspiring and returning OFWs.

𝗗𝗠𝗪 𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗳𝗼𝗿 𝗥𝗲𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗔𝘁𝘁𝘆. 𝗙𝗿𝗮𝗻𝗰𝗶𝘀 𝗥𝗼𝗻 𝗗𝗲 𝗚𝘂𝘇𝗺𝗮𝗻 further reinforced this, highlighting the Department’s unwavering commitment to enhancing skills, promoting protection, and empowering the community by strengthening the DMW's physical presence in the northernmost province.

Following the historic signing, the DMW immediately rolled out its core protective services:
⚖️ Protection & Advocacy: The Migrant Workers Protection Division (MWPTD) conducted a Pre-Employment Orientation Seminar (PEOS) and an Anti-Illegal Recruitment and Trafficking in Persons (AIRTIP) advocacy campaign. Director Benitez personally encouraged attendees to remain vigilant against abuse and illegal recruitment while pursuing their career goals. 💼 Global Opportunities: The Migrant Workers Processing Division (MWPSD) promoted Government-to-Government (G2G) hiring for Nurses and Care Workers in Japan, Germany, and Saudi Arabia, alongside providing on-site E-Registration assistance.

The event transformed the Basco Gymnasium into a one-stop-shop as national government agencies, including SSS, PAG-IBIG, LTO, DA, TESDA, DICT, and PSA, delivered their vital services during the caravan. This massive convergence of agencies underscores the DMW's "Gold Standard" of service—bringing the government closer to the people to ensure that no OFW is left behind, even in the most remote islands of the Philippines. 🏠🌊🤝⚖️

The caravan, guided by the Ivatan spirit of “𝗠𝗮𝗸𝗮𝗵𝗻𝗶” (resilience) and adaptability, kicked off with intensive 𝗕𝗿𝗲𝗮𝗱 𝗮𝗻𝗱 𝗣𝗮𝘀𝘁𝗿𝗶𝗲𝘀 𝗦𝗸𝗶𝗹𝗹𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴. Facilitated by 𝗠𝗿. 𝗝𝗲𝗿𝗼𝗺𝗲 𝗖𝗮𝗯𝘂𝗴𝗮𝗼, the sessions provided hands-on experience in baking techniques and food safety, while integrating market strategies to help participants transform their new skills into resourceful small ventures. Simultaneously, a second batch of OFWs delved into 𝗢𝗿𝗴𝗮𝗻𝗶𝗰 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗮𝗹 𝗦𝗸𝗶𝗹𝗹𝘀 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 in partnership with the 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗼𝗳 𝗔𝗴𝗿𝗶𝗰𝘂𝗹𝘁𝘂𝗿𝗲 (𝗗𝗔) – 𝗕𝗮𝘁𝗮𝗻𝗲𝘀 𝗘𝘅𝗽𝗲𝗿𝗶𝗺𝗲𝗻𝘁 𝗦𝘁𝗮𝘁𝗶𝗼𝗻. Led by 𝗠𝗿. 𝗔𝗻𝗮𝘀𝘁𝗮𝗰𝗶𝗼 𝗠𝗲𝗿𝗰𝗮𝗱𝗼, 𝗠𝘀. 𝗠𝗮. 𝗠𝗮𝗿𝗷𝗶𝗲 𝗤𝘂𝗶𝗻𝗱𝗮𝗼, 𝗮𝗻𝗱 𝗠𝘀. 𝗝𝗼𝗮𝗻 𝗕𝗹𝗮𝗻𝗰𝗮, the training emphasized climate-resilient farming—a principle deeply rooted in the Ivatan culture of living in harmony with nature.

The mission reached its peak on March 19 with a 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗔𝘄𝗮𝗿𝗲𝗻𝗲𝘀𝘀 𝗦𝗲𝗺𝗶𝗻𝗮𝗿 𝗮𝗻𝗱 𝗦𝗺𝗮𝗹𝗹 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴, conducted in collaboration with 𝗗𝗧𝗜 𝗕𝗮𝘁𝗮𝗻𝗲𝘀 experts 𝗠𝗿. 𝗦𝗶𝗹𝘃𝗲𝘀𝘁𝗲𝗿 𝗠𝗶𝗴𝘂𝗲𝗹 and 𝗠𝘀. 𝗟𝗶𝘇 𝗠𝗶𝗻𝗲𝗿𝘃𝗮 𝗥𝗮𝘁𝗲𝗿𝘁𝗮. The session underscored the importance of financial discipline and responsible entrepreneurship as the foundation for a stable future. To turn these lessons into reality, the DMW awarded ₱𝟏𝟓,𝟎𝟎𝟎 each in livelihood assistance under the 𝗘𝗻𝗵𝗮𝗻𝗰𝗲𝗱 𝗟𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗳𝗼𝗿 𝗢𝗙𝗪𝘀 𝗥𝗲𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 (𝗘𝗟𝗣𝗢𝗥) to 𝟰𝟱 𝗱𝗲𝘀𝗲𝗿𝘃𝗶𝗻𝗴 𝗢𝗙𝗪𝘀.

The awarding ceremony was personally witnessed and supported by the𝗔𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝘁 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗳𝗼𝗿 𝗥𝗲𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻, 𝗔𝘁𝘁𝘆. 𝗙𝗿𝗮𝗻𝗰𝗶𝘀 𝗥𝗼𝗻 𝗗𝗲 𝗚𝘂𝘇𝗺𝗮𝗻, whose inspiring message urged the beneficiaries to pursue their entrepreneurial goals with confidence. Beyond livelihood capital, the DMW also extended critical 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗮𝗻𝗱 𝗺𝗲𝗱𝗶𝗰𝗮𝗹 𝗮𝘀𝘀𝗶𝘀𝘁𝗮𝗻𝗰𝗲 to 𝟭𝟬 𝗯𝗲𝗻𝗲𝗳𝗶𝗰𝗶𝗮𝗿𝗶𝗲𝘀, reinforcing the government's unwavering commitment to the holistic well-being of OFW families.

As the Reintegration Caravan 2026 concludes, it leaves behind a legacy of renewed hope and strengthened resolve across the islands of Batanes. The DMW Region 2 continues to prove that no distance is too far when it comes to delivering the "Gold Standard" of service to our modern-day heroes. 🏠🌊🥯🚜

The event was personally graced by 𝗗𝗠𝗪 𝗨𝗻𝗱𝗲𝗿𝘀𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗔𝘁𝘁𝘆. 𝗕𝗲𝗿𝗻𝗮𝗿𝗱 𝗣. 𝗢𝗹𝗮𝗹𝗶𝗮, representing the national leadership's dedication to providing a "Gold Standard" of service to every OFW family in the province.

In a powerful and heartfelt address, Undersecretary Olalia highlighted the agency's ultimate goal: transforming the OFW journey from a narrative of sacrifice into one of triumph. 🏥 𝗔𝗞𝗦𝗬𝗢𝗡 𝗙𝘂𝗻𝗱 (𝗠𝗲𝗱𝗶𝗰𝗮𝗹): Eleven (11) beneficiaries with serious medical conditions each received ₱75,000 in cash assistance to support their treatment and recovery.
🕊️ 𝗔𝗞𝗦𝗬𝗢𝗡 𝗙𝘂𝗻𝗱 (𝗕𝘂𝗿𝗶𝗮𝗹): Eleven (11) families were granted burial assistance amounting to ₱100,000 each, providing a crucial safety net during times of bereavement.
🌱𝗘𝗻𝗵𝗮𝗻𝗰𝗲𝗱 𝗟𝗶𝘃𝗲𝗹𝗶𝗵𝗼𝗼𝗱 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗳𝗼𝗿 𝗢𝗙𝗪 𝗥𝗲𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 (𝗘𝗟𝗣𝗢𝗥): Four (4) beneficiaries received ₱15,000 each as start-up capital for their chosen entrepreneurial ventures.

Throughout the meeting, regional leaders and agency heads are discussing several high-impact initiatives for the region's growth. These vital topics include the formulation and endorsement of the FY 2027 Budget Proposals for regional line agencies and state universities. The council is also reviewing major infrastructure and agricultural efforts like the Cagayan Valley Integrated Strategic Infrastructure Plan (CV ISIP) and the Development of Rural Industries through Value Chain Enhancement and Sustainability (DRIVES) Program.

Through the strong representation of Usec. Olalia and RD Benitez, DMW Region 2 remains fully committed to working hand-in-hand with the Regional Development Council. By engaging in these crucial, real-time discussions, the department continues to champion a more progressive and inclusive Cagayan Valley for every migrant worker and their family.
