Malampuson nga nahuman ang SICAP BADAC (Strengthening Institutional Capacities of Barangay Anti Drug Abuse Council) activity nga nagpakita sa padayon nga paningkamot sa pagpalig-on sa kampanya batok sa ilegal nga droga.

The activity invited DILG Tuburan LGOO II Junior Technical Staff Engr. Louies Martin P. Gabutin, Philippine Drug Enforcement Agency (PDEA) IA I Romy Alcantara, and Philippine National Police (PNP) PCMS Roberto Rondina as resource speakers.

Initiated by the municipality, through MADAC Focal Christine Mae G. Borja and Epifanny Emmanuelle G. Gerona, the activity aims to strengthen the barangay’s capacity to effectively address illegal drugs through a community-based and proactive approach.

This initiative is to combat substance abuse through education and prevention. It also raises awareness, particularly among the youth, regarding the severe physical, mental, and legal consequences of drug addiction.

In support of the municipality's initiative for drug awareness, DILG Tuburan attended the Drug Symposium Activity held at Barangay Kan-an.

The activity is headed by MADAC Focal Christine Mae G. Borja, and staff Epifanny Emmanuelle G. Gerona. PSMS Dexter Arapoc also discussed key information on the effects in using the illicit substances.

The municipality aims to conduct this activity on all 54 barangays.

Today marks a significant milestone with the successful Inauguration Ceremony of the Indoor LED Wall Project under the Seal of Good Local Governance Incentive Fund (SGLGIF).

The Department of the Interior and Local Government (DILG) on Tuesday reminded all local government units (LGUs) that regular and special sanggunian sessions cannot be conducted outside their territorial jurisdiction, stressing that local legislation must remain accessible to the people it serves.
The Department said sanggunian sessions are official legislative proceedings of the LGU and, as a general rule, must be held within the locality, as provided under the Local Government Code. Conducting sessions elsewhere undermines public access to deliberations and decisions that directly affect residents.
The Department added that sessions held beyond an LGU’s jurisdiction may be questioned before the proper courts and could expose responsible officials to appropriate administrative liability.
The DILG, however, recognized limited exceptions in extraordinary and compelling circumstances, including force majeure, natural or human-induced calamities, public emergencies, and serious threats to safety or security within the LGU.
In such cases, any temporary alternative venue must remain open and reasonably accessible to the public and all sanggunian members. Proceedings must also be properly recorded, documented, and reflected in the official minutes.
In a separate reminder, the DILG emphasized that the vice governor or vice mayor, as presiding officers of their respective sanggunian bodies, must be counted in determining quorum to avoid legal questions on the validity of deliberations and enacted measures.
At the barangay level, the punong barangay, as presiding officer of the Sangguniang Barangay, must likewise be included in determining quorum.
The Department said these rules uphold transparency, legal order, and the people’s right to witness how local decisions are made.

Day 2 of the site validation together with the Municipal Engineering Office and barangay officials at Barangay Kabangkalan, Barangay Mag-alwa, and Barangay Gimama-a for their proposed project under Local Government Support Funds - Support to the Barangay Development Program (LGSF-SBDP) FY 2026.

LGSF-SBDP is a national initiative delivering funds for critical development projects to conflict-affected barangays. It provides cleared barangay to build infrastructure (roads, water systems, school buildings, health stations) and fund community livelihoods, aiming to reduce poverty and end local communist.
