TUBOD, LANAO DEL NORTE — The Sangguniang Panlalawigan (SP) of Lanao del Norte convened its 42nd Regular Session on May 18, 2026, with Vice Governor Allan J. Lim presiding, approving a series of resolutions covering education, cooperative accreditation, government personnel services, and provincial asset management.

Among the significant measures approved on third and final reading was a municipal ordinance of the Municipality of Bacolod establishing a Municipal Scholarship Program that provides financial assistance to qualified students. The Sanggunian’s validation of the ordinance reflects the province’s continuing commitment to expanding educational opportunities and investing in the future of Lanao del Norte’s youth.

The Sanggunian likewise granted accreditation to the Lemoncret Small Coconut Farmers Agriculture Cooperative as a recognized non-government organization in the province pursuant to the Implementing Rules and Regulations of the Local Government Code of 1991 and DILG Memorandum Circular No. 2022-005.

The accreditation strengthens the Provincial Government’s support for grassroots agricultural organizations and community-based economic development initiatives, particularly those benefiting the agricultural sector and rural communities.

Several resolutions authorizing Contracts of Service for Job Order personnel assigned to various provincial offices and facilities were also approved, covering service periods from January to June 2026. These approvals aim to ensure the continuous and efficient delivery of essential government services throughout the province and reinforce the provincial government’s commitment to maintaining responsive public service operations.

In a separate action involving provincial asset management, the Sanggunian approved a resolution authorizing the ex*****on of an Affidavit of Revocation pertaining to the earlier donation of one unit Nissan Urvan 2.5 Premium MT previously turned over to the Department of the Interior and Local Government – Lanao del Norte (DILG-LDN).

The measures approved during the session underscore the Sangguniang Panlalawigan’s continuing commitment to responsive governance, strengthened public service delivery, educational advancement, and programs that promote the welfare and development of the people of Lanao del Norte.

𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | TUBOD, LANAO DEL NORTE — The Committee on Social Services of the Sangguniang Panlalawigan (SP), chaired by SP Member Grecille I. Matalines, together with Committee Member SP Member Maida A. Tawantawan, convened a meeting on May 18, 2026, at the SP Conference Room, Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte.

The meeting focused on the discussion and review of three significant municipal ordinances of the Municipality of Tubod, Lanao del Norte. These included the updated Gender and Development (GAD) Code, the Children’s Code, and an ordinance prohibiting begging and soliciting in crossings and other public places within the municipality.

The proposed measures aim to strengthen local policies and programs that promote and protect the welfare of women, children, and other vulnerable sectors, while fostering peace, safety, and public order within the community.

During the deliberations, the committee emphasized the importance of localizing the implementation of programs anchored on national laws and policies to ensure that measures on gender equality, child protection, and social welfare effectively address the specific needs and realities of the constituents of Tubod.

Present during the meeting were Atty. Aljalil E. Diego and Atty. Hemima O. Doromal of the Provincial Legal Office; Ms. Felsone Gazelle P. Francisco of the Provincial Social Welfare and Development Office; Ms. Hazel Mae D. The meeting concluded with productive discussions as participating offices and representatives shared legal inputs, recommendations, and policy considerations to further improve and strengthen the proposed ordinances prior to final action.

The committee reaffirmed its commitment to supporting responsive and inclusive legislation that upholds the rights, welfare, and protection of women, children, and marginalized sectors in the Province of Lanao del Norte.

𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | TUBOD, LANAO DEL NORTE — The Committee on Environmental Protection, Solid Waste Management, and Climate Change of the Sangguniang Panlalawigan (SP), chaired by SP Member Abdany C. Buanding, convened on May 11, 2026, at the SP Conference Room, Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte, to deliberate on measures aimed at strengthening environmental conservation and coastal protection initiatives in the province.

Present during the meeting were SP Member Lemuel B. Tadura; Atty. Aljalil E. Diego and Atty. Hemima O. Doromal of the Provincial Legal Office; Abner M. Columnas, Acting Environment and Natural Resources Officer; representatives from the Provincial Environment and Natural Resources Office (PENRO); and officials from the concerned municipalities.

Among the matters discussed was a proposed ordinance seeking to declare identified mangrove areas as protected zones to safeguard them from destructive and illegal activities that threaten marine biodiversity and the ecological balance of coastal communities.

The proposed measure outlines conservation and management strategies, including the imposition of penalties on individuals found violating environmental protection regulations within the designated protected areas.

During the deliberations, officials underscored the importance of the ordinance in advancing environmental protection, disaster risk reduction, and climate resilience initiatives at the local level. They emphasized that mangroves serve as natural barriers against storm surges, coastal erosion, and flooding, while also providing critical habitats for marine species and supporting the livelihood of coastal communities.

The committee likewise highlighted the need to strengthen community awareness and participation in preserving coastal ecosystems to ensure long-term environmental sustainability.

Once enacted, the ordinance is expected to reinforce local conservation efforts and promote greater public involvement in protecting and preserving the coastal resources of the Municipality of Tubod.

TUBOD, LANAO DEL NORTE, May 14, 2026 - The Provincial Government of Lanao del Norte (PGLDN), through the Sangguniang Panlalawigan, partnered with the Department of the Interior and Local Government Region 10 – Lanao del Norte (DILG 10-LDN) in conducting the “Innovative to Elevate: Forum on Strengthening the Local Fiscal Administration of LGUs in Lanao del Norte” on May 14, 2026, at Kalimudan Hall, Pigcarangan, Tubod, Lanao del Norte.

The forum aimed to help LGU officials understand the laws, rules, and regulations related to the local budget process and review, investment programming, organizational structures, staffing patterns, and other key areas of fiscal administration.

In his opening message, DILG-LDN Provincial Director Edward G. Bhagwani, JD, MNSA, CESO V emphasized the activity's significance as a valuable platform for learning, collaboration, and addressing concerns among LGU officials. “Empty your cup to absorb new knowledge so that everything we learn here today will be instilled and applied in our respective areas of responsibility,” he said.

Representatives from the Provincial Planning and Development Office (PPDO) discussed Local Development Planning and Investment Programming in relation to local budgeting. They underscored the importance of timely submission of plans to avoid delays and minimize turnaround time for revisions.

Meanwhile, Provincial Human Resource Management Officer Ms. Eugenie P. Pusing discussed the guidelines and standards in establishing organizational structures and staffing patterns in LGUs. She highlighted mandatory positions that must be filled within local government offices and outlined the requirements for creating positions and offices in compliance with existing policies.

Provincial Budget Officer Ms. Chirelyn R. Leopoldo presented the local budget review process and introduced an innovative checklist system for reviewing annual and supplemental budgets. According to Leopoldo, the checklist serves as a guide for local reviewers and helps fast-track the review process of plans and budgets from the municipal down to the barangay level.

An open forum followed the series of discussions, providing participants the opportunity to raise concerns, clarify issues, and exchange insights with resource speakers and partner offices.

“I would like to extend my gratitude to the Provincial Government, headed by Governor Hon. Mohamad Khalid Q. Dimaporo and Vice Governor Allan J. Lim, as well as to our partners from the DILG Lanao del Norte, for making this activity possible. May this forum serve not only as a venue for learning, but also as a reminder of our shared responsibility to uphold excellence, integrity, and efficiency in public service,” Hon. Atay stated in her closing message.

The activity was spearheaded by Hon. Ma. Cristina N. Atay, Chairperson on Finance and Appropriations of the Sangguniang Panlalawigan of Lanao del Norte; Hon. Setty Deamila C. Macarambon, Vice-Chairperson on Finance and Appropriations; and Hon. Maida A. Tawantawan, Committee Member on Finance and Appropriations of the Sangguniang Panlalawigan.

Participants included Sangguniang Bayan (SB) Chairpersons on Appropriations, Municipal Planning and Development Coordinators (MPDCs), Municipal Budget Officers (MBOs), Municipal Human Resource Management Officers (MHRMOs), Liga ng mga Barangay (LnB) Presidents, and SK Federation Presidents.

Through this collaborative initiative, PGLDN and DILG-LDN reaffirm their commitment to empowering LGUs with the knowledge, tools, and innovative practices necessary to promote effective fiscal management, transparency, and responsive local governance for the people of Lanao del Norte. TUBOD, LANAO DEL NORTE — The Sangguniang Panlalawigan (SP) of Lanao del Norte convened its 41st Regular Session on May 11, 2026, at the SP Session Hall, Provincial Capitol, Pigcarangan, Tubod, with Vice Governor Allan J. Lim presiding over the proceedings.

One of the highlights of the session was the presentation of the National Meat Inspection Service (NMIS) – Regional Technical Operation Center X, represented by Dr. Geravil R. Mendoza, regarding the operational status of the province’s seven slaughterhouses. During the discussion, Dr. Mendoza emphasized the importance of maintaining compliant slaughterhouse facilities to ensure food safety, protect public health, and uphold sanitation standards.

She likewise appealed for continued legislative support to strengthen regulatory measures and improve coordination between the Provincial Government and local government units in implementing meat inspection and food safety programs.

During the session, the Sanggunian approved several significant measures, including Contracts of Affiliation between the Provincial Government of Lanao del Norte and various colleges to support the clinical and hands-on training of medical students in provincial hospitals. Memoranda of Agreement aimed at enhancing healthcare programs and services were likewise approved.

The Body also approved the Supplemental Budget of the Province of Lanao del Norte, along with several deeds of donation for road right-of-way purposes to support infrastructure development and improve accessibility in various communities across the province.

In addition, the Sanggunian acted on several municipal ordinances involving annual budget augmentations and provisional fare adjustments, reinforcing fiscal management and responsive public transportation policies at the local level.

The session reaffirmed the commitment of the Provincial Government and the Sangguniang Panlalawigan of Lanao del Norte to promoting public welfare, strengthening health and safety standards, advancing medical education, and addressing the growing needs of communities throughout the province.

Atay, convened on April 27, 2026, at the SP Conference Room, Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte, to deliberate on measures aimed at strengthening agricultural development and fisheries regulation in the province.

Present during the meeting were SP Members Setty Deamila C. Macarambon, Abdany C. Buanding, and Superman B. Usop Jr., together with Atty. Aljalil E. Diego of the Provincial Legal Office, representatives from the Provincial Agriculture Office, and officials from the concerned municipalities.

Among the matters discussed was a proposed Memorandum of Agreement (MOA) between the Provincial Government of Lanao del Norte and two farmers’ cooperatives — the Batolacongan Agri Farming Cooperative of Baloi and the Dalama Munai Alliance Agricultural Cooperative of Munai — for the provision of farm tractors aimed at improving agricultural productivity and farm efficiency.

The committee emphasized the importance of agricultural mechanization in enhancing crop production, reducing labor costs, and supporting sustainable farming practices across the province.

The committee also deliberated on a proposed municipal ordinance of the Municipality of Magsaysay prohibiting illegal fishing activities. Discussions focused on ensuring the ordinance’s alignment with existing national fisheries laws while strengthening local enforcement mechanisms and balancing regulatory measures with the livelihood concerns of fisherfolk communities.

The deliberations reflect the province’s continuing commitment to agricultural modernization, environmental protection, and sustainable livelihood development for farmers and fisherfolk in Lanao del Norte.

𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | TUBOD, LANAO DEL NORTE — The Committee on Finance and Appropriations of the Sangguniang Panlalawigan (SP), chaired by SP Member Maria Cristina N. Atay, convened a committee meeting on April 23, 2026, at the SP Conference Hall, Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte.

Present during the meeting were SP Member Maida A. Tawantawan, Provincial Budget Officer Chirelyn R. Leopoldo, and representatives from the concerned municipalities.

The committee deliberated on the proposed Annual Budgets for Calendar Year 2026 of the municipalities of Kolambugan and Matungao, as well as the Supplemental Budget for Calendar Year 2025 of the Municipality of Kapatagan.

Following a thorough review and evaluation, the committee endorsed the approval of the said municipal budgets, citing their compliance with existing budgeting guidelines and alignment with local development priorities.

The endorsement reflects the committee’s continued commitment to fiscal responsibility, transparency, and ensuring that public funds are efficiently allocated to support programs and services that benefit communities across Lanao del Norte.

𝙎𝙋 𝙐𝙋𝘿𝘼𝙏𝙀 | TUBOD, LANAO DEL NORTE — A Joint Committee Meeting between the Committee on Trade and Industry and the Committee on Ways and Means of the Sangguniang Panlalawigan (SP) was convened on May 4, 2026, at 1:30 p.m. at the SP Conference Room, Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte.

The meeting focused on the review of Municipal Ordinance No. 02-2026 of the Municipality of Bacolod, Lanao del Norte, which seeks to enact the Market Code of the municipality.

The proposed ordinance aims to establish policies governing the administration, operation, and maintenance of public markets in Bacolod to ensure orderly market management, proper regulation of market activities, and improved delivery of services to vendors and consumers.

During the deliberation, the joint committees examined the provisions of the ordinance to ensure compliance with existing laws, local government policies, and regulatory standards concerning public market operations and revenue administration.

The review forms part of the Sangguniang Panlalawigan’s continuing mandate to ensure that municipal ordinances are consistent with applicable laws and responsive to the needs of local communities.

TUBOD, LANAO DEL NORTE — The Sangguniang Panlalawigan (SP) of Lanao del Norte, presided over by Vice Governor Allan J. Lim, convened its 40th Regular Session on May 4, 2026, approving several key measures aimed at strengthening healthcare services, local governance, youth development, and provincial operations.

Among the resolutions approved on third and final reading was a Memorandum of Agreement between the Provincial Government of Lanao del Norte and the Northern Mindanao Medical Center for the residency training of Dr. Abigail Mariae C. Carbonera under the Department of Anesthesiology. The partnership is expected to further enhance medical specialization and healthcare services in the province.

The Sanggunian likewise approved several resolutions authorizing Contracts of Service for Job Order personnel assigned to the Provincial Civil Security Unit (PCSU), Provincial Information Office (PIO), Provincial Governor’s Office, and Lanao del Norte Provincial Hospital, ensuring the continuity of essential government services.

Also approved were resolutions accrediting the Balili Multi-Purpose Cooperative and the Nonongun Poona Piagapo ISF Farmers Multi-Purpose Cooperative as recognized non-government organizations in the province pursuant to the Local Government Code of 1991 and relevant DILG guidelines, reinforcing the province’s support for grassroots participation and community-based development initiatives.

During the session, the Sanggunian declared valid a municipal ordinance of the Municipality of Bacolod prohibiting local government officials from placing personal branding, names, logos, or images on publicly funded projects and programs — a measure aimed at promoting accountability and preventing the politicization of government-funded initiatives.

Partnership agreements for the establishment of School-Based Teen Centers in the municipalities of Sapad and Magsaysay, in collaboration with the Commission on Population and Development Region 10, were likewise approved to strengthen adolescent health education, guidance, and youth support services in local communities.

The Body also tackled several urgent matters, including proposed agreements for the conduct of the LaNorte MTB Circuit Race 2026 in Maigo and the LaNorte Kalilintad Trail Run Series Leg 1 in Sultan Naga Dimaporo, both expected to promote tourism, sports development, and local economic activity.

In addition, the Sanggunian received the proposed implementation of the Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP) Program for Kapatagan Provincial Hospital, funded through a ₱15-million allocation from the Department of Health, as well as Proposed Supplemental Budget No. 2 for Fiscal Year 2026 of the Provincial Government of Lanao del Norte.
