TUBOD, LANAO DEL NORTE โ€” The Sangguniang Panlalawigan (SP) of Lanao del Norte convened its 42nd Regular Session on May 18, 2026, with Vice Governor Allan J. Lim presiding, approving a series of resolutions covering education, cooperative accreditation, government personnel services, and provincial asset management.

Among the significant measures approved on third and final reading was a municipal ordinance of the Municipality of Bacolod establishing a Municipal Scholarship Program that provides financial assistance to qualified students. The Sanggunianโ€™s validation of the ordinance reflects the provinceโ€™s continuing commitment to expanding educational opportunities and investing in the future of Lanao del Norteโ€™s youth.

The Sanggunian likewise granted accreditation to the Lemoncret Small Coconut Farmers Agriculture Cooperative as a recognized non-government organization in the province pursuant to the Implementing Rules and Regulations of the Local Government Code of 1991 and DILG Memorandum Circular No. 2022-005.

The accreditation strengthens the Provincial Governmentโ€™s support for grassroots agricultural organizations and community-based economic development initiatives, particularly those benefiting the agricultural sector and rural communities.

Several resolutions authorizing Contracts of Service for Job Order personnel assigned to various provincial offices and facilities were also approved, covering service periods from January to June 2026. These approvals aim to ensure the continuous and efficient delivery of essential government services throughout the province and reinforce the provincial governmentโ€™s commitment to maintaining responsive public service operations.

In a separate action involving provincial asset management, the Sanggunian approved a resolution authorizing the ex*****on of an Affidavit of Revocation pertaining to the earlier donation of one unit Nissan Urvan 2.5 Premium MT previously turned over to the Department of the Interior and Local Government โ€“ Lanao del Norte (DILG-LDN).

Matalines, together with Committee Member SP Member Maida A. Tawantawan, convened a meeting on May 18, 2026, at the SP Conference Room, Provincial Capitol, Pigcarangan, Tubod, Lanao del Norte.

The meeting focused on the discussion and review of three significant municipal ordinances of the Municipality of Tubod, Lanao del Norte. These included the updated Gender and Development (GAD) Code, the Childrenโ€™s Code, and an ordinance prohibiting begging and soliciting in crossings and other public places within the municipality.

The proposed measures aim to strengthen local policies and programs that promote and protect the welfare of women, children, and other vulnerable sectors, while fostering peace, safety, and public order within the community.

The proposed measure outlines conservation and management strategies, including the imposition of penalties on individuals found violating environmental protection regulations within the designated protected areas.

During the deliberations, officials underscored the importance of the ordinance in advancing environmental protection, disaster risk reduction, and climate resilience initiatives at the local level. They emphasized that mangroves serve as natural barriers against storm surges, coastal erosion, and flooding, while also providing critical habitats for marine species and supporting the livelihood of coastal communities.

The committee likewise highlighted the need to strengthen community awareness and participation in preserving coastal ecosystems to ensure long-term environmental sustainability.

Once enacted, the ordinance is expected to reinforce local conservation efforts and promote greater public involvement in protecting and preserving the coastal resources of the Municipality of Tubod.

TUBOD, LANAO DEL NORTE, May 14, 2026 - The Provincial Government of Lanao del Norte (PGLDN), through the Sangguniang Panlalawigan, partnered with the Department of the Interior and Local Government Region 10 โ€“ Lanao del Norte (DILG 10-LDN) in conducting the โ€œInnovative to Elevate: Forum on Strengthening the Local Fiscal Administration of LGUs in Lanao del Norteโ€ on May 14, 2026, at Kalimudan Hall, Pigcarangan, Tubod, Lanao del Norte.

The forum aimed to help LGU officials understand the laws, rules, and regulations related to the local budget process and review, investment programming, organizational structures, staffing patterns, and other key areas of fiscal administration.

In his opening message, DILG-LDN Provincial Director Edward G. Bhagwani, JD, MNSA, CESO V emphasized the activity's significance as a valuable platform for learning, collaboration, and addressing concerns among LGU officials. โ€œEmpty your cup to absorb new knowledge so that everything we learn here today will be instilled and applied in our respective areas of responsibility,โ€ he said.

Provincial Budget Officer Ms. Chirelyn R. Leopoldo presented the local budget review process and introduced an innovative checklist system for reviewing annual and supplemental budgets. According to Leopoldo, the checklist serves as a guide for local reviewers and helps fast-track the review process of plans and budgets from the municipal down to the barangay level.

An open forum followed the series of discussions, providing participants the opportunity to raise concerns, clarify issues, and exchange insights with resource speakers and partner offices.

TUBOD, LANAO DEL NORTE โ€” The Sangguniang Panlalawigan (SP) of Lanao del Norte convened its 41st Regular Session on May 11, 2026, at the SP Session Hall, Provincial Capitol, Pigcarangan, Tubod, with Vice Governor Allan J. Lim presiding over the proceedings.

One of the highlights of the session was the presentation of the National Meat Inspection Service (NMIS) โ€“ Regional Technical Operation Center X, represented by Dr. Geravil R. Mendoza, regarding the operational status of the provinceโ€™s seven slaughterhouses. During the discussion, Dr. Mendoza emphasized the importance of maintaining compliant slaughterhouse facilities to ensure food safety, protect public health, and uphold sanitation standards.

She likewise appealed for continued legislative support to strengthen regulatory measures and improve coordination between the Provincial Government and local government units in implementing meat inspection and food safety programs.

During the session, the Sanggunian approved several significant measures, including Contracts of Affiliation between the Provincial Government of Lanao del Norte and various colleges to support the clinical and hands-on training of medical students in provincial hospitals. Memoranda of Agreement aimed at enhancing healthcare programs and services were likewise approved.

The Body also approved the Supplemental Budget of the Province of Lanao del Norte, along with several deeds of donation for road right-of-way purposes to support infrastructure development and improve accessibility in various communities across the province.

In addition, the Sanggunian acted on several municipal ordinances involving annual budget augmentations and provisional fare adjustments, reinforcing fiscal management and responsive public transportation policies at the local level.

TUBOD, LANAO DEL NORTE โ€” The Sangguniang Panlalawigan (SP) of Lanao del Norte, presided over by Vice Governor Allan J. Lim, convened its 40th Regular Session on May 4, 2026, approving several key measures aimed at strengthening healthcare services, local governance, youth development, and provincial operations.

Among the resolutions approved on third and final reading was a Memorandum of Agreement between the Provincial Government of Lanao del Norte and the Northern Mindanao Medical Center for the residency training of Dr. Abigail Mariae C. Carbonera under the Department of Anesthesiology. The partnership is expected to further enhance medical specialization and healthcare services in the province.

The Sanggunian likewise approved several resolutions authorizing Contracts of Service for Job Order personnel assigned to the Provincial Civil Security Unit (PCSU), Provincial Information Office (PIO), Provincial Governorโ€™s Office, and Lanao del Norte Provincial Hospital, ensuring the continuity of essential government services.

Also approved were resolutions accrediting the Balili Multi-Purpose Cooperative and the Nonongun Poona Piagapo ISF Farmers Multi-Purpose Cooperative as recognized non-government organizations in the province pursuant to the Local Government Code of 1991 and relevant DILG guidelines, reinforcing the provinceโ€™s support for grassroots participation and community-based development initiatives.

During the session, the Sanggunian declared valid a municipal ordinance of the Municipality of Bacolod prohibiting local government officials from placing personal branding, names, logos, or images on publicly funded projects and programs โ€” a measure aimed at promoting accountability and preventing the politicization of government-funded initiatives.

Partnership agreements for the establishment of School-Based Teen Centers in the municipalities of Sapad and Magsaysay, in collaboration with the Commission on Population and Development Region 10, were likewise approved to strengthen adolescent health education, guidance, and youth support services in local communities.

The Body also tackled several urgent matters, including proposed agreements for the conduct of the LaNorte MTB Circuit Race 2026 in Maigo and the LaNorte Kalilintad Trail Run Series Leg 1 in Sultan Naga Dimaporo, both expected to promote tourism, sports development, and local economic activity.

In addition, the Sanggunian received the proposed implementation of the Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP) Program for Kapatagan Provincial Hospital, funded through a โ‚ฑ15-million allocation from the Department of Health, as well as Proposed Supplemental Budget No. 2 for Fiscal Year 2026 of the Provincial Government of Lanao del Norte.

The measures deliberated and approved during the session reflect the Sangguniang Panlalawiganโ€™s continued commitment to responsive governance, quality healthcare, youth empowerment, and sustainable provincial development.
