To strengthen organizational coordination, reinforce strategic alignment, and foster a culture of collective accountability in the implementation of programs and priority undertakings, the Department of the Interior and Local Government (DILG) Lanao del Norte Provincial Office conducted its CY 2026 DILG LDN Team Conference on September 3, 2026, at the DILG Lanao del Norte Provincial Office.

The conference served as a vital mechanism for aligning the Provincial Officeโ€™s priorities, reviewing accomplishments and pending action points, sharing program developments, and addressing administrative and operational concerns. It provided personnel with an opportunity to collectively assess current undertakings and establish a clear and unified direction toward the effective and timely delivery of the Departmentโ€™s mandates.

In his opening message, Provincial Director Jay Niel C. Aรฑasco, CESE, emphasized that organizational success is anchored on a team that works with a shared direction, clear responsibilities, and a strong sense of commitment. He underscored the importance of remaining aligned with the upcoming activities and priority undertakings of the Provincial Office, stressing that their successful implementation depends on the active participation, cooperation, and commitment of every member of the DILG Lanao del Norte team. He further highlighted that each personnel has a significant role in translating plans into meaningful results, emphasizing that individual efforts, when united through teamwork and collective accountability, become instrumental in achieving the Officeโ€™s goals and organizational objectives.

Building on this direction, the conference featured updates on LGMES reports and issuances, including the status of action points raised during previous meetings, upcoming activities, and developments on the Seal of Good Local Governance (SGLG). The updates were presented by LGOO V/Section Chief Emmanuel A. Talandron and MLGOO Princess Mae L. Monteron, providing personnel with relevant information and guidance on program implementation and forthcoming commitments.

The Local Government Capacity Development Section (LGCDS) also presented its reports and upcoming activities through LGOO III/Section Chief Justine Mae M. Acierto, highlighting current and forthcoming capacity development initiatives and reinforcing the need for coordinated action in advancing local government capacity-building efforts.

Meanwhile, PEO II Abdul Fatah M. Macabantog, together with the PDMU Team, presented updates on locally funded projects, focusing on upcoming activities and implementation concerns. The discussion emphasized the importance of proper coordination, timely action, and sustained monitoring in ensuring that project-related commitments are effectively carried out.

The Finance and Administrative Team and PM Abdullah M. Alip also presented updates on finance and administrative matters, and other key deliverables. The discussion provided personnel with guidance on relevant policies, and procedures.

The conference likewise provided an avenue to strengthen the Officeโ€™s commitment to gender-responsive and child-sensitive local governance through the presentation of the CY 2026 LCAT-VAWC Assessment Results by Randell Ivan A. Caรฑete. The presentation offered valuable insights into the assessment outcomes and identified areas requiring sustained attention and appropriate interventions to further strengthen local mechanisms for the protection and welfare of women and children.

An open forum followed the presentations, allowing personnel to openly raise concerns, clarify matters, exchange insights, and provide recommendations. The dialogue underscored the importance of open communication in addressing operational challenges and improving the overall effectiveness of the Provincial Office.

The activity concluded with the closing remarks of Program Manager Abdullah M. Alip, who emphasized the importance of sustaining the momentum generated by the conference and translating the discussions into concrete actions and results.

As part of the Departmentโ€™s commitment to environmental sustainability, paperless operations, and digital transformation, the Department of the Interior and Local Government (DILG) - Lanao del Norte successfully conducted the pilot implementation of the Regional Event and Attendance Management System (REAMS) during the DILG Lanao del Norte Provincial Team Conference held on September 3, 2026 at the DILG Lanao del Norte LGPRC Conference Room, Pigcarangan, Tubod, Lanao del Norte.

REAMS, a QR code-based platform developed by the Regional Information and Communication Technology Unit (RICTU), was utilized for attendance monitoring and participant registration, showcasing a more efficient, accurate, and convenient approach to event management.

Through its real-time attendance tracking and automated processes, the system demonstrated its capability to minimize manual documentation, improve data accuracy, and support faster report generation while promoting a more sustainable and technology-driven workplace.

The pilot implementation marks a significant step toward the modernization of administrative processes within the Department, reaffirming DILG Lanao del Norteโ€™s commitment to innovation, operational excellence, and responsive public service. IN PHOTOS | To strengthen the preparedness of schools and communities in responding to active attack incidents and promote safe, secure, and resilient learning environments, the Local Government Units (LGUs) of Lanao del Norte, in close coordination with the Department of the Interior and Local Government (DILG) and the Department of Education (DepEd), together with local peace and security partners, disaster responders, and other stakeholders, facilitated the Nationwide Simultaneous School Safety Drill for Incidents on September 03, 2026.

The LGUs, Bureau of Fire Protection (BFP), Philippine National Police (PNP), and Department of the Interior and Local Government (DILG), together with the Department of Education (DepEd) and other local counterparts, worked alongside school personnel, learners, responders, and local stakeholders to reinforce emergency protocols, coordination mechanisms, evacuation procedures, and rapid response actionsโ€”all essential to ensuring the safety and protection of the school community.

To ensure proper coordination and harmonization of efforts,
concerned agencies and stakeholders conducted a special coordination meeting prior to the drill to discuss the activity, clarify roles and responsibilities, and align response and safety measures for its effective implementation.

Beyond the drill, the activity emphasized the importance of constant preparedness, strong inter-agency coordination, and community participation in creating safer learning environments.

Through its LGUs and partner agencies, Lanao del Norte continues to promote a culture of preparedness and resilience, ensuring that schools and communities are better equipped to respond, protect, and recover during emergencies. TUBOD, Lanao del Norte | September 2, 2026 โ€” The Department of the Interior and Local Government (DILG) Lanao del Norte convened a Consultative Meeting on Media Security and Coordination for the Presidential Task Force on Media Security (PTFOMS) Monitoring Team for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) 2026 Elections at the LGPRC Conference Room, DILG Provincial Office, Pigcarangan, Tubod.

The hybrid consultation, conducted through a combination of face-to-face and virtual participation via Zoom, brought together key stakeholders from the Office of the Provincial Prosecutor โ€“ Department of Justice Lanao del Norte, Police Provincial Office of Lanao del Norte, 2nd Mechanized Infantry Brigade of the Philippine Army, Philippine Information Agency, MLGOO Charity Care N. Lavandero, media organizations and outlets, partner civil society organizations, and DILG Lanao del Norte. The hybrid arrangement enabled wider stakeholder participation and ensured the involvement of partners who were unable to attend in person.

In his message, Regional Director Bruce A. Colao, CESO V emphasized the importance of establishing strong and reliable communication and coordination among security partners, government agencies, local government units, media organizations, and other stakeholders to help ensure the safety and security of media practitioners covering the upcoming BARMM Elections. He underscored the need to establish direct lines of communication, strengthen partnerships, and draw insights and concerns from stakeholders to facilitate timely and appropriate action in addressing potential threats or incidents involving media workers.

Meanwhile, Provincial Director Jay Niel C. Aรฑasco, CESE, explained the rationale for the consultation, noting that Lanao del Norte has been identified as one of the strategic areas under the PTFOMS Monitoring Team. While the province is not directly part of the BARMM Elections, several areas of Lanao del Norte are geographically adjacent to BARMM areas, underscoring the need for heightened awareness, preparedness, and coordination on media security concerns.

PD Aรฑasco further emphasized the need to establish a streamlined and harmonized local coordination mechanism that can be utilized by the PTFOMS Monitoring Team and its partners in addressing concerns involving media practitioners. The consultation provided an avenue for stakeholders to discuss and agree on reporting, communication, coordination, validation, and response protocols and strategies to ensure that media-related security concerns are addressed through a clear, organized, and coordinated approach.

The consultation also served as a platform for stakeholders to share emerging concerns, identify potential security issues, clarify roles and responsibilities, and establish action points and commitments for sustained coordination and monitoring.

The activity reaffirmed the collective commitment of government agencies, security forces, media organizations, civil society, and other stakeholders to foster a safe, secure, and enabling environment for journalists and media workers as the country prepares for the 2026 BARMM Elections. In line with its commitment to quality management and exemplary public service, the Department of the Interior and Local Government (DILG) Lanao del Norte Provincial Office convened its personnel to align office priorities, strengthen administrative compliance, and prepare for major deliverables for the second semester of CY 2026.

As part of the office's preparations, the DILG Regional Office is set to visit the Provincial Office on September 8, 2026, to provide technical assistance, guide process owners, and assess existing quality management standards in preparation for the upcoming External ISO Audit scheduled on September 22, 2026.

During the meeting, OIC Provincial Director Jay Niel Aรฑasco underscored the importance of organizational compliance and timely administrative reporting. He reminded all personnel of the prompt submission of Individual Performance Commitment and Review (IPCR) targets and Strategic Performance Management System (SPMS) monthly reports. He likewise emphasized strict adherence to protocols governing incoming and outgoing communications, directing personnel to act on official correspondence promptly to prevent unnecessary delays and ensure timely delivery to recipients.

The session also provided an opportunity to discuss internal administrative updates, including preparations for upcoming teambuilding activities aimed at boosting morale, strengthening camaraderie, and fostering a more cohesive work environment. Personnel reviewed ongoing preparations and coordinated logistics to ensure that staff wellness and team-building initiatives remain aligned with the office's organizational goals and operational priorities.

Closing the session, OIC Provincial Director Aรฑasco reminded the team that every employee's dedication contributes to the integrity, image, and reputation of the Department. He encouraged everyone to continue working both hard and smart as dedicated public servants, emphasizing that individual accountability and shared responsibility are essential to sustaining the high standards of public service expected by the community. This week, the Department of the Interior and Local Government joins the Philippine Councilors League and all local legislators in the observance of Philippine Councilors League Week, pursuant to Proclamation No. 212, s. 1993.

DILG 10 Regional Director Bruce A. Colao, CESO V, recognizes the vital role of councilors in advancing good local governance, strengthening checks and balances, improving the delivery of basic services, and promoting community and national development.

A PCL member since 1995 and currently an associate member of the League, RD Colao extends his warmest greetings and highest respect to all councilors serving the cities and municipalities of Northern Mindanao.

Demonstrating strong support for local development initiatives, the Department of the Interior and Local Government (DILG) Lanao del Norte, led by OIC-Provincial Director Jay Niel C. Aรฑasco, CESE, represented by Cluster Head Mary Jean Y. Quibranza, joined the inauguration and turnover of the Solar Street Lighting Project along the National Highway in Barangays Mukas and Libertad, Municipality of Kolambugan, Lanao del Norte, on September 1, 2026.

The project, amounting to โ‚ฑ1,153,000.00, was funded through the 2024 Seal of Good Local Governance Incentive Fund (SGLG-IF), which supports local development projects aligned with the priorities identified in the Local Development Investment Program (LDIP) of recipient local government units (LGUs).

In her message, Cluster Head Quibranza emphasized that the solar street lights are not merely intended to provide illumination at night but also serve an important role in promoting the safety and security of the community.

โ€œOur streetlights are not only intended to provide illumination at night but also play an important role in ensuring the safety and security of our community. Therefore, we strongly encourage everyone to take good care of these facilities,โ€ Quibranza said.

She likewise extended her highest commendation to the Local Government Unit of Kolambugan, under the distinguished leadership of Municipal Mayor Hon. Lorenzo V. Maรฑigos, for its exemplary governance practices and steadfast commitment to the efficient, transparent, and timely implementation of the project.

For his part, Mayor Maรฑigos emphasized that the inauguration and turnover of the Solar Street Lighting Project is more than an infrastructure upgradeโ€”it is a concrete manifestation of the municipalityโ€™s commitment to good governance and a meaningful benefit resulting from its compliance with the standards of the Seal of Good Local Governance (SGLG).

The SGLG Incentive Fund is a financial grant intended to support local development initiatives that contribute to improved public service delivery, infrastructure development, social welfare, and other priority programs identified by recipient LGUs.

The completion of the solar street lighting project underscores the Municipality of Kolambuganโ€™s commitment to strengthening community safety and promoting environmental sustainability. By improving visibility along the national highway and surrounding communities, the project contributes to safer, more convenient, and more secure daily living for residents while reflecting the local governmentโ€™s dedication to people-centered and environmentally responsible development initiatives.

The inauguration was attended by DILG Lanao del Norte Cluster Head Mary Jean Y. Quibranza, MLGOO Alelie B. Palao, Kolambugan Municipal Mayor Hon. Lorenzo V. Maรฑigos, Municipal Vice Mayor Hon.
