On election day in May 2001, 𝗠𝗮𝘂𝘆𝗮𝗴 "𝗝𝘂𝗻" 𝗕𝗮𝗹𝘁 𝗣𝗮𝗽𝗮𝗻𝗱𝗮𝘆𝗮𝗻 𝗝𝗿. was already disqualified. COMELEC had pulled him off the race just days before the polls opened, ruling he wasn't a legal resident of Tubaran, Lanao del Sur.

The people of Tubaran didn't care. They went to the polls and gave him the most votes anyway.

That act of collective defiance sparked one of the most consequential election law cases in Philippine history. Papandayan brought the fight to the Supreme Court, and on April 16, 2002, the En Banc ruled in his favor. Papandayan, Jr. v. COMELEC (G.R. No. 147909) is now standard reading in Philippine law schools — a landmark that reinforced a deceptively simple principle: when a candidate's roots in a community are real, the will of the voters must be upheld.

It was the beginning of a career defined by fighting for what his constituents needed.

As Mayor of Tubaran, he built that trust across multiple terms. When he moved to the national stage as 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲 𝗼𝗳 𝗟𝗮𝗻𝗮𝗼 𝗱𝗲𝗹 𝗦𝘂𝗿'𝘀 𝟮𝗻𝗱 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝘀𝘁𝗿𝗶𝗰𝘁 𝗱𝘂𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝟭𝟳𝘁𝗵 𝗖𝗼𝗻𝗴𝗿𝗲𝘀𝘀 (𝟮𝟬𝟭𝟲–𝟮𝟬𝟭𝟵), he brought the same sense of urgency. He authored a bill to give Lake Lanao — one of Mindanao's most vital natural treasures — its own dedicated regulatory authority. He co-authored early reparation legislation for families whose homes were destroyed in the 2017 Marawi Siege, a conflict that took his own residence in Marawi City. And he was a consistent, vocal advocate for the Bangsamoro Basic Law, arguing that peace in Mindanao had only one real foundation: justice.

The Local Government Unit of Tubaran, under the leadership of 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗠𝗮𝘆𝗼𝗿 𝗛𝗼𝗻. Raida D. Papandayan, through the Office of the Municipal Assessor, hereby informs all residents, property owners, stakeholders, and concerned constituents of the following:

𝗦𝘂𝗯𝗷𝗲𝗰𝘁: “Proposed 2026 Schedule of Market Value for Real Properties in the Province of Lanao del Sur”

𝗟𝗲𝗴𝗮𝗹 𝗕𝗮𝘀𝗶𝘀: “Section 15 of Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act, and its Implementing Rules and Regulations, in relation to Republic Act No. 7160, the Local Government Code of 1991.”

Pursuant to the above provisions, the 𝟭𝘀𝘁 𝗮𝗻𝗱 𝟮𝗻𝗱 𝗣𝘂𝗯𝗹𝗶𝗰 𝗖𝗼𝗻𝘀𝘂𝗹𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝗣𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝟮𝟬𝟮𝟲 𝗦𝗰𝗵𝗲𝗱𝘂𝗹𝗲 𝗼𝗳 𝗠𝗮𝗿𝗸𝗲𝘁 𝗩𝗮𝗹𝘂𝗲 shall be conducted by the Office of the Provincial Assessor with the following details:

The consultation served as an avenue for the identification of key issues and concerns affecting local communities, including governance challenges, service delivery gaps, and sectoral needs. It also facilitated the formulation of recommendations and policy inputs to address these concerns effectively.

Furthermore, the activity highlighted priority development needs and program interventions, ensuring alignment between regional initiatives and local government priorities. Discussions emphasized strengthening collaboration, enhancing community participation, and promoting inclusive and sustainable development across mainland provinces.

We extend our sincere gratitude to the Municipality of Tubaran, led by 𝙃𝙤𝙣. 𝙍𝙖𝙞𝙙𝙖 𝘿𝙞𝙢𝙖𝙥𝙤𝙧𝙤 𝙋𝙖𝙥𝙖𝙣𝙙𝙖𝙮𝙖𝙣,together with LGU officials, department heads, barangay officials, security personnel,community leaders, and CSOs, for their active participation and support in the activity.
