READ | DILG: MLGOOs STRENGTHEN RULE OF LAW, SUPPORT FAIR BARANGAY JUSTICE

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

“Ang papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,” the Department said.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

READ | Remulla flags alcohol-related drownings, urges safer swimming this Holy Week

As many of our kababayans head to beaches and resorts this Holy Week to spend time with family and loved ones, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla reminded the public to put safety first and avoid swimming under the influence of alcohol.

Speaking at a press conference in Camp Crame, Quezon City, Remulla emphasized that many Holy Week tragedies are preventable, noting that alcohol-related incidents remain a major risk in beach areas.

“Dagdag paalala sa lahat ng mga babiyahe, ang number one cause of fatalities during Holy Week is public intoxication in beach areas,” he said, citing eight drowning incidents recorded last year.

The DILG Chief clarified that authorities will not be punitive, but will instead focus on guidance and prevention.

“Papaalalahanan lang sila na kung makitang nag-iinuman doon, huwag na kayong lumangoy. Hindi naman huhulihin,” Remulla said.

To ensure public safety, uniformed personnel from the Philippine National Police (PNP) and the Philippine Coast Guard (PCG) will be deployed across beaches nationwide to assist and safeguard tourists.

PNP Chief Police General Jose Melencio Nartatez, Jr. said the police organization will deploy 98,636 personnel, supported by 37,050 force multipliers and 12,507 augmentation units, while the PCG remains on full alert status.

Remulla added that under the directive of President Ferdinand R. Marcos Jr., a whole-of-government approach is in place to ensure that Semana Santa 2026 remains safe, orderly, and peaceful for all Filipinos.

In line with President Ferdinand R. Marcos Jr.’s directive to ensure a safe and meaningful observance of Holy Week, Department of the Interior and Local Government (DILG) Secretary Jonvic Remulla urged the public to stay alert, especially in coastal and high-traffic areas, and assured that the unified 911 hotline is fully ready to respond to emergencies nationwide.

“I cannot emphasize this enough. Sa lahat ng manlalakbay, kung may emergency, tumawag kayo sa 911. Handa ang ating kapulisan at ang lahat ng ahensya ng gobyerno na rumesponde. Mula health, fire, public safety, handa po ang 911,” Remulla said during a press conference in Camp Crame, Quezon City.

He emphasized that as millions of Filipinos travel this Holy Week, what matters most is that help is immediate and accessible. The unified 911 hotline handles an average of 60,000 to 80,000 calls daily and maintains a response time of five minutes or less.

To ensure public safety on the ground, the Philippine National Police (PNP) has been placed under Full Alert Status from March 31 to April 5, 2026, deploying 98,636 personnel, supported by 12,507 augmentation units and 37,050 force multipliers nationwide.

The Philippine Coast Guard is also on full alert, with around 17,000 personnel deployed to secure airports, seaports, and transport terminals. Coast Guard vessels are strategically positioned to assist stranded passengers and respond to maritime emergencies.

“Kung may makita kayong emergency, napinsala o nakakasagabal sa byahe, tumawag kayo sa 911. Siguradong reresponde ang PNP at Coast Guard sa inyo,” the DILG Chief said.

Remulla stressed that strong coordination among national agencies, LGUs, and community responders is in place to ensure that Filipinos can travel, reflect, and return home safely this Semana Santa.
