POSMO AND TTMO ASSISTED USEC MMDA GENERAL MANAGER NICOLAS TORRE III IN VISITING ICARE CENTER

June 3, 2026 @ 3:25 P.M. Ret. Col. Uldarico Garbanzos Dept. Head, Public Order and Safety Mngt. Office (POSMO) and Vice-Chairperson, Traffic and Transportation Mngt. Office (TTMO), together with Cyril Octavio (Chief Opn.,POSMO), assisted USEC MMDA Gen. Manager Nicolas Torre III, together with Leny Ledesma (MICE Center) and Lea Victoria Lara (Dept. Head, MICE Center), with Donna P. Magno (Dept. Head, ICDRRMO) and Darwin Papa (Division Chief, ICDRRMO) in checking ICARE Center, Gaisano ICC, Mandurriao, Iloilo City.

USEC Torre checked the center and it's functions, he also shared his initiatives in swift emergency response and the hotline number used in coordinating action in times of crisis.

ICARE Center strategically positioned accross the metro, each serving as a command hub for emergency personnel-housing police, traffic, fire, and medical responders in one facility for a quick response in times of crisis. These centers are symbols of a proactive, resilient, and community-driven government that prioritizes the welfare of its people.

We, in POSMO and TTMO, are always ready to respond and are prioritizing the welfare and safety of everyone in Iloilo City.

June 6, 2026 @ 1:30 P.M. Public Order and Safety Mngt. Office (POSMO) and Traffic and Transportation Mngt. Office (TTMO) headed by Ret. Col. Uldarico Garbanzos with (POSMO Chief) Cyril Octavio assisted USEC MMDA Gen. Manager Nicolas Torre III, in his courtesy call to Mayor Raisa Treñas, with Ma. Mathilde Treñas (Asst. Dept. Head/TIIC School Administrator, ICG), Leny Ledesma (MICE Center), and Lea Victoria Lara (Dept. Head, MICE Center) in CMO Conference Hall, 7th Floor, Iloilo City Hall.

USEC Torre was the Plenary Speaker during the Active Mobility Conference earlier today. He will participate in the Bike To Work Day on June 5, 2026. During his meeting with Mayor Raisa, they discussed, about active mobility initiatives, hotline numbers, road safety, walkable, and bike-friendly Iloilo City.

The Active Mobility Conference and Bike To Work Day are among the highlights in celebration of The 12th Iloilo Bike Festival 2026.

ACTIVE MOBILITY CONFERENCE

June 3, 2026 @ 8:00 A.M. - 5:00 P.M. Public Order and Safety Mngt. Office (POSMO) and Traffic and Transportation Mngt. Office (TTMO) headed by Ret. Col. Uldarico Garbanzos, together with (POSMO Chief Opn.) Cyril Octavio, Hannah Gonzales (Public Community Relation) and Dannica Diane Pendon (PCR Staff), (TTMO Chiefs Opn.) Rico Sta. Ana and Victor Legaspi, Dante Sison (Investigation), Von Sajonia and Francis Pueda (Assts. Opn.), POSMO-RRU, and Traffic Enforcers District Supervisors attended Active Mobility Conference with other national and local government involved held at District 21 Hotel, Atria Park, Mandurriao, Iloilo City.

(Exec. Asst. to the Mayor) Jay Treñas gave his opening message. Dir. Crisanta Marlene Rodriguez (Regional Director, Dept. of Tourism 6) gave her message of support. USEC Nicolas Deloso Torre III, MMDA Gen. Manager) as Plenary Speaker. Guests Speakers were Engr. Erris Sancianco (Safe Travel PH), Fravis Troy Caiga (Planning Officer, DOTR), Mr. Eldon Joshua Dionisio (Active Transport Office DOTR), Dr. Candice Magdalene Tupas (Executive Assistant for Medical Tourism, ICG), Mr. Raymund Jarobilla (Executive Assistant for Transport, ICG), Mr. Premnath Prabarakan (President, KAVI Software Technologies Phils. Corp.), and Mr. Mark Alloso (Project Dev't. Officer I, Office of the City Planning and Dev't Coordinator, ICG).

Iloilo continues to champion in road safety, active transport, environmental sustainability, and inclusive mobility as it is a bike-friendly city and is celebrating its 12th Iloilo Bike Festival with the theme :Flow City, Iloilo City always on the move."

TECHNICAL WORKING GROUP ON SUSTAINABLE DEVELOPMENT GOALS

June 2, 2026 @ 9:00 A.M. - 4:00 P.M. POSMO Chief Opn. Cyril Octavio and Rhey Mar Quitain (POSMO Staff) attended 7th Meeting of the Technical Working Group on Sustainable Development Goals for Public Safety with other local and national government agencies involved held at Jalaur Conference Room DEPDev Region VI Office, Fort San Pedro Drive, Iloilo City.

Ms. Joyalita B. Tigres (Chief EDS, PFPD, DEPDev-VI Secretary, DAC-VI) presented Western Visayas Road Safety Action Plan (WVRSAP) and discussed the Finalization of the WVRSAP 2026-2028 Performance Indicators. Atty. Raimer Gel G. Caspillo (Sr. EDS, PFPD DEPDev-VI) discussed the TWG SDG Work Program 2026-2028 and then informed the Agreement and Ways Forward. Regional Line Agencies and Local Government Units discussed the Update on Policy Recommendations endorsed by the TWG SDG (Road Safety). Land Transportation Office VI and Philippine National Police-Police Regional Office VI discussed Updates on the Memorandum of Understanding and Data Sharing Agreement between PNP PRO VI and LTO VI in Transportation Law Violations in Western Visayas. Land Transportation on Regulatory Board VI discussed on Policies on the Adoption on Electronic Ticketing Fare Collector For Modernized Jeepneys, and further announcements were informed by RLA's, LGU's and DAC-VI Secretariat.

The objectives of this meeting includes delivering expert guidance, fostering cross-sector collaboration, and reduced death due to road crash.

POSMO NAG ENGAGED SA SECURITY GUARDS ALONG IZNART ST.

June 1 2026 @ 11:04 A.M. Cyril Octavio (Chief Opn.) and Richard Tupas (Asst. Chief Opn.), together with Rolando Hollero (ECT Chief Opn.) with POSMO-RRU nag engaged sa Security Guards of the buiding regarding sa naga parked nga vehicles sa front of their business firm wherein naga obstruct sa sidewalk kag naga occupy sang road shoulder hampering the passing of pedestrian. They were advised about the obstruction caused by the vehicles parking perpendicularly sa ila parking area, and that our team will implement clearing and clamping operation.

POSMO and TTMO gabuligay para sa matawhay kag safety nga dalan sa Syudad sang Iloilo.

ROAD MAPPING SA MOLO KAG CITY PROPER

June 1, 2026 @ 10:20 A.M. Cyril Octavio (Chief Opn.) and Richard Tupas (Asst. Chief Opn.), together with Rolando Hollero (ECT Chief Opn.) with POSMO-RRU, conducted road mapping in Molo and City Proper, Iloilo City.

As a result, 1 taxi, 1 private vehicle, and 1 tricycle were issued citation tickets for violation of obstruction.

The main purpose of operation is to clear the roads from all obstructions that caused slow traffic flow in the said areas.

POSMO initiatives in clearing the road give way for an accessible movement of motorists and pedestrians in Iloilo City.

POSMO CONDUCTED INVESTIGATION IN THE AREA AND VERIFIED THE DAMAGED DEMETER STATUE IN MOLO PLAZA

June 1, 2026 @ 10:03 A.M. Cyril Octavio (Chief Opn.) and Richard Tupas (Asst. Chief Opn.) POSMO, together with POSMO-RRU nag inspeksyon sa ginguba nga Demeter Statue sa Molo, Plaza. POSMO Chief and Asst. Chief Opn. conducted, follow-up investigation and verified the blotter report regarding the incident to PLt. Romelo Tabuyoc and PCpl. Jiory Piñafiel of Molo Police Station.

The responding personnel is still conducting follow up operation to identify the suspect/s.

Prioridad sang POSMO ang pag-amlig sang mga plaza, edifices, and government buildings of the city.

Kami sa POSMO padayon sa pagbulig para mapreserbar ang safety sang tanan nga mga pagkabutang sang Syudad sang Iloilo.
