Office of the City Population Officer City Population Office was initially created in 1977 as a division under the Office of the City Mayor. It was during the administration of Mayor Rodolfo T.

Ganzon in 1992 that City Population Office became one of the departments of Iloilo City Government.

LAPUZ NORTE TEENS LEARN, SHARE AND CHOOSE HEALTHIER FUTURES

Kwentuhang Pangkabataan at Barangay Lapuz Norte drew young voices today as OCPO led a focused discussion on adolescent health and development. Facilitated by a technically competent Population Program Officer, Mr. Ramon Tentia, Jr., the session brought together 22 participants ages 14 to 18 years old. Topics discussed include adolescent sexuality, reproductive health, mental health, peer relationship and responsible decision-making. Mr. Tentia used interactive methods, and clear age-appropriate information to ensure understanding and active participation throughout the activity.

Among the participants were three teen mothers who shared their experiences and reported that they are currently using modern family planning methods, providing real-life context that enriched the conversation and encouraged peer-learning. The facilitator also addressed myths and misconceptions, emphasizing consent, safety and the role of support networks, such as OCPO and the barangay, in adolescent health. In addition to health topics, he urged out-of-school youth present to consider going back to formal education emphasizing its benefits in adulthood.

Lapuz Norte Punong Barangay Ryan Tachado expressed appreciation for OCPOs endeavor in reaching out to adolescents, a vulnerable population group.

PPOs, BSPOs GATHER FOR REGULAR MONTHLY MEETING

Population Program Officers (PPOs) convene today with Barangay Service Point Officers (BSPOs) of their assigned barangays for regular monitoring, assessment and report checking. The gatherings - held across several barangays in the city - are vital for reviewing barangay-based population initiatives. Tackled were feedbacks from activities done this month, identification of barangays needing additional support to reach program targets and updated implementation timelines for upcoming activities. Monthly reports were checked and logistical gaps were identified for fp supply distribution.

The meetings closed with action plans and general schedules for upcoming spot checks. These monthly touchpoints are crucial to effective and sustained implementation of Philippine Population and Development - Plan of Action 2023-2028 in the City of Iloilo.

BARANGAY-FOCUSED FP DAY DRIVE IMPROVES ACCESS TO INFORMATION AND SERVICES

The Office of the City Population Officer (OCPO), in collaboration with Family Planning Organization of the Philippines (FPOP) - Iloilo Chapter and officials of Barangay Veterans Village, City Proper held a successful Family Planning (FP) Day today at the aforesaid barangay. The event continues as sustained partnership between OCPO and FPOP to promote responsible parenthood and accessible FP services across Iloilo City barangays. Punong Barangay Celia C. Campo of Brgy. Veterans Village along with the barangay council welcomed the initiative, noting its importance in empowering families with information and options to make reproductive health decisions.

Ms. Virgie Villanueva, PPO III - in-charge of City Proper I district, along with PPOs Florence Galanto, Arlene Boteros, Dolores Ecoy, Nolyn Fadrigo and Jose Mahinay IV facilitated the sessions tailored for different groups. OCPO administrative staff likewise assisted. Twenty-eight women of reproductive ages attended Usapan session where facilitators discussed contraception choices particularly modern family planning methods, as well as maternal, neonatal, childhealth and nutrition. Twenty-two men participated in Kalalakihang Tapat sa Responsibilidad at Obligasyon sa Pamilya (KATROPA), which focused on responsible fatherhood and male roles and responsibilities in family planning. Twenty-five adolescents joined Kwentuhang Pangkabataan, an age-appropriate forum on adolescent sexual and reproductive health, and healthy relationships.

Completing the event was FPOP's delivery of FP services to beneficiaries. One availed the DMPA injectable, twelve had subdermal implant. Four had undergone papsmearing. Five current users received boxes of oral contraceptive pills. Thus, a total of ninety-seven beneficiaries were served. Proactive BSPOs from City Proper 1 and 2 played a significant role particularly in the demand generation.

As part of their corporate social responsibility, Taisho Pharmaceutical, Inc. provided freebies - bags, ballpens, fans, plastic envelopes and water jugs - to the delight of the participants.

OCPO reiterates that this activity is part of continuous strategy to embed its programs on Population and Development Integration, Responsible Parenthood and Family Planning, and Adolescent Health and Development into the barangays, ensuring "NO ILONGGO FAMILY IS LEFT BEHIND".

YAMSIC IN ACTION: KWENTUHAN, KALUSUGAN KAG KABATAAN

Energy, laughter, and meaningful conversations filled Brgy. Guzman Jesena as more than 120 adolescents from 18 barangays of Mandurriao District gathered for a day dedicated to health and wellness, as well as learning opportunities, during the successful conduct of the Adolescent Health and Wellness Program led by Punong Barangay Roseller J. Paredes and SK Chairperson Irish Jean R. Villagracia.

The activity highlighted health services and interactive discussions that encouraged active participation among adolescents.

Participants received free vitamins and medicines, dental check-ups, fluoride application, and free voluntary HIV screening and counselling provided by partner health teams, including the Medical and Dental Team of Mandurriao District Health Center, Office of the City Health Officer.

A lively “Kwentuhang Pangkabataan” facilitated by YAMSIC Officers provided a space for open sharing and connection among adolescents.

A mental health session under the RAISE Mental Health Program and Psychosocial Support emphasized the importance of emotional well-being, self-care, and accessible psychosocial support services for adolescents.

The program was made possible through the support of Hon. Mayor Raisa Treñas, the Association of Barangay Captains of Mandurriao District, BSPOs of Mandurriao District, FPOP, Taisho Pharmaceutical Co., Ltd., and other committed partners.

This initiative reflects a shared commitment to advancing adolescent health and wellness, and strengthening adolescent empowerment through collaboration.

REAL TALK: Youth Engagement Activity

A meaningful and empowering “Real Talk” session unfolded at the Uswag Gym of Brgy. Tacas during the successful conduct of “Kwentuhang Pangkabataan and Healthy Young Ones,” held today despite it being a holiday. The activity was conducted by the AHD Team and brought together 77 young people from Brgy. Tabuc Suba, Brgy. Quintin Salas, and Brgy. Tacas through the collaborative efforts of the barangays and the BSPOs of Jaro II District.

The activity was made possible through the support and leadership of Brgy. Captain Rizaline Delmo of Brgy. Quintin Salas, Brgy. Captain Joel Jabonillo of Brgy. Tabuc Suba, and Brgy. Captain Joseph Poral of Brgy. Tacas, whose shared commitment to adolescent health and youth development contributed greatly to its success.

Participants actively engaged in interactive and age-appropriate sessions. Youth aged 10–13 joined the Healthy Young Ones sessions where they learned about puberty, self-care, and healthy living. Meanwhile, adolescents aged 14–19 participated in the Kwentuhang Pangkabataan sessions focusing on True Love Waits, teenage pregnancy prevention, and HIV/AIDS awareness, guiding them toward informed and responsible choices.

Through meaningful conversations and active participation, the activity created a safe and welcoming space where the youth felt heard, valued, and empowered.

More than the food, games, and prizes, the participants went home with valuable knowledge and insights that can help them protect themselves, build self-worth, and promote positive development. Indeed, when communities come
together for the welfare of the youth, we help shape a generation that is informed, empowered, and hopeful for the future.

BRIDGING HEARTS: PARENT-TEEN TALK REBUILDS BONDS AT BALAY DALAYUNAN

Thirty two young residents of Balay Dalayunan: A Home for Boys and their respective parents gathered earlier today for a warm, restorative Parent-Teen Talk. This is a joint initiative of the Office of the City Population Officer under the stewardship of Ms. Ma. Cecilia Guillergan, City Population Officer, and Balay Dalayunan with Ms. Zadi Belesario, RSW as the Center Head.

The session which was facilitated by trained Population Program Officers Ramon Tentia, Jr., Arlene Boteros, Ray Domingo and Nolyn Fadrigo created a safe space for open coversations about challenges, responsibilities, and shared hopes that bind families. Facilitators led guided reflection to help participants express frustrations and hopes in a non-judgemental space. Participants shared moving moments as parents expressed relief on being able to say what they have kept inside, while the boys - many of whom are in complex circumstances - responded with openness and gratitude to rebuild trust.

This endeavor is part of OCPO's ongoing STRATEGIC ACTION LINKING POPULATION AND SOCIAL WELFARE FOR HOLISTIC AND INCLUSIVE DEVELOPMENT.

Fresh set of BSPO Federation Officers experienced a fun-filled learning and synergistic Team Building at Cabas-an Cold Spring, San Enrique, Iloilo on May 23-24, 2026.

Ini nga initiative ginpatigayon to celebrate achievements and prepare for the 50th Founding Anniversary of the Office of the City Population Officer nga pagahiwaton sini nga tuig.

Maduagon kag masadya nga activities ang ginaplano to mark this golden milestone sang OCPO with the support from the community volunteers who were instrumental nga makakuha ang dakbanwa sing all-time high Contraceptive Prevalence Rate(CPR) nga 45.51% as of December 2025.

"Keep your spirits up and continue to work with excellence, kay ang amon accomplishment bangud man sa inyo kapisan sa pag-implent sang Population qprograms sa kabaranggayan. Congratulations sa inyo tanan", according to Ms. Ma. Cecilia A. Guillergan, City Population Officer thru her message to the officers.

The Team Building was participated by representatives from the 7 districts of Iloilo City and facilitated by their advisers Ms. Virgie G. Villanueva, PPO III and Ms. Pearl P. Parangan, PPO II.
