Attended the Mandatory Onboarding for the Newly Elected Vice Governors and Vice Mayor which was organized by the Ministry of Interior and Local Government, with the theme “Bangsamoro Local Leaders at the Helm: Embodying Moral Governance, Transforming Communities.”

Isang makabuluhang pagkakataon para mas maunawaan ang ating tungkulin bilang mga lingkod-bayan, at kung paano natin maisasabuhay ang moral governance, ang pamumunong tapat, makatao, at may malasakit sa kapwa.

Isa sa pinaka-highlight ng orientation ay ang panawagan sa mga Vice Leaders na maging peacebuilders, hindi lang basta policy makers o lawmakers. Sa panahon ngayon, higit kailanman, kailangan ng ating mga komunidad ang katahimikan, pagkakaisa, at pag-asa.

Kasama natin ang mga leaders from different provinces and municipalities ng BARMM. Kaya’t naging magandang pagkakataon ito para makapag-ugnayan, magbahagi ng kaalaman, at magsimula ng sama-samang layunin para sa mas progresibong Bangsamoro.

Inaasahan nating mas lumalim pa ang ating kaalaman sa mga responsibilidad natin bilang lingkod-bayan, to be an effective leader, at matutunan ang mga tamang hakbang tungo sa isang mas maayos, mas matapat, at mas makataong pamahalaan para sa ating mga nasasakupan.

𝗦𝘁𝗮𝘁𝗲𝗺𝗲𝗻𝘁 𝗼𝗳 𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗠𝘂𝗷𝗶𝘃 𝗛𝗮𝘁𝗮𝗺𝗮𝗻
𝗢𝗻 𝘁𝗵𝗲 𝗖𝗿𝗲𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗛𝗼𝘀𝗽𝗶𝘁𝗮𝗹𝘀 𝗶𝗻 𝗧𝗶𝗽𝗼-𝗧𝗶𝗽𝗼 𝗮𝗻𝗱 𝗠𝗮𝗹𝘂𝘀𝗼, 𝗕𝗮𝘀𝗶𝗹𝗮𝗻

We welcome and commend the approval at the committee level of the two bills seeking to establish hospitals in the municipalities of Tipo-Tipo and Maluso. This is a significant step forward for the province of Basilan and will bring much-needed healthcare services closer to our people, especially those in far-flung and underserved areas.

These hospitals, once established, will not only improve access to medical care but will also strengthen our overall healthcare system in the province. We thank the authors of the bills and the regional government for recognizing this urgent need.

However, while we fully support the spirit and objective of these measures, the Provincial Government of Basilan would like to respectfully register our concern regarding the sunset provision in the current version of the bills, a provision that would eventually turn over the management and operations of these hospitals to the local government units (LGUs).

We understand and support the principle of devolution as a cornerstone of local governance. However, we caution that prematurely shifting the burden of hospital operations to LGUs, particularly without clear and sustained funding mechanisms, may hamper the effective delivery of services. Many LGUs, especially in the island provinces, face fiscal and logistical limitations that may make the assumption of hospital management unsustainable in the long term.

While there was consultation on these bills under the previous administration, we believe that the original versions filed by former Member of Parliament Amir Mawallil reflect a more realistic and supportive framework for our local health systems. We therefore express our full support for the original text of these two bills and respectfully urge the Bangsamoro Parliament to consider the long-term implications of the sunset provision.

We appeal to the Bangsamoro Transition Authority to conduct a thorough dialogue and consultation with the Provincial Government of Basilan before the proposed measures reach plenary deliberation, as this may help address any concerns from the ground.

Ultimately, we share a common goal: to ensure that every Basileño has access to quality healthcare. We look forward to working closely with the regional government to ensure that these new hospitals will be sustainable, effective, and truly responsive to the needs of our people.

Maligayang pagbati sa ating bagong Gobernador ng Basilan!

Lubos po ang aking kagalakan na maging saksi sa inyong makasaysayang inauguration at pag-upo bilang ama ng ating lalawigan. Isang napakalaking karangalan na makita ang unang araw ninyo bilang gobernador—simula ng isang panibagong yugto ng pag-asa at pagbabago para sa buong Basilan.

Ako po ay umaasa at handang makipagtulungan sa inyo sa mga darating na mga araw para sa mas maunlad, mas mapayapa, at mas progresibong Basilan. Buo rin ang aking paniniwala na sa inyong pamumuno, ang mga mamamayan ng Ungkaya Pukan ay hinding-hindi mapag-iiwanan, dahil alam ko pong sigurado ninyong maiaabot ang nararapat para sa bawat isa sa ating komunidad.

Isang karangalan at pribilehiyo po para sa akin ang maging bahagi ng inyong administrasyon at makatrabaho ang isang lider na may malinaw na direksyon, tunay na may malasakit, may paninindigan, at may pangarap para sa kapakanan ng lahat. Muli, maligayang pagbati at mabuhay po kayo, Governor Mujiv S. Hataman!
