Tinglayan proudly brought home top honors during the Indigenous Games held on September 3, 2026, as part of the 126th Philippine Civil Service Anniversary (PCSA) celebration. The activity showcased the strength, skills, and sportsmanship of participating public servants.

🥇 Chris John Balag-oy secured 1st Place in Sanggol (Arm Wrestling – Male), while Wanda D. Amog earned 1st Place (Tie) in Leg Wrestling – Female. 🥈 Segundo B. Giwao and Joan B. Saggob also claimed 2nd Place in Bayo, with a score of 87.25.

The Indigenous Games served not only as a venue for competition but also as an opportunity to promote friendship, unity, and camaraderie among public servants while preserving the traditional games that form part of Kalinga’s rich cultural heritage.

The activity was facilitated by the Office of the Provincial Indigenous Peoples Mandatory Representative (PIPMR) in coordination with the National Commission on Indigenous Peoples (NCIP), with cash prizes sponsored by the PIPMR. The winners and top performers will receive their awards during the 126th PCSA Culmination Program on September 30, 2026.

The Municipal Government of Tinglayan proudly joined fellow public servants across Kalinga in the Kick-Off Ceremony of the 126th Philippine Civil Service Anniversary, held at the Kalinga Sports Center in Bulanao, Tabuk City.

Spearheaded by the Provincial Government of Kalinga, in partnership with the Civil Service Commission and participating national government agencies and institutions, the celebration brought together government employees and officials through the Walk for Health and the opening of the 2026 Governor’s Cup.

More than a celebration, the activities highlighted the importance of health and wellness, teamwork, discipline, sportsmanship, and camaraderie in strengthening a productive and resilient public workforce. It also provided an opportunity for government institutions to come together, build stronger relationships, and foster greater unity among the iKalingas.

The active participation of Tinglayan LGU officials and employees reflects our continuing commitment to the ideals of public service—to serve with heart, integrity, competence, and dedication, while working collectively for the welfare of our constituents.

As we celebrate the legacy of the Philippine Civil Service, may we be reminded that every government employee has a vital role in nation-building. Our work, no matter how big or small, contributes to making government more responsive, accountable, accessible, and truly people-centered.

PUBLIC ADVISORY | 01 SEPTEMBER 2026

In accordance with Malacañang Memorandum Circular No. 133 dated 31 August 2026, the Municipal Government of Tinglayan shall implement appropriate Alternative Work Arrangements (AWA) on Tuesday, 01 September 2026, in view of the anticipated continued heavy rainfall associated with the enhanced Southwest Monsoon (Habagat).

🔴 Alternative Work Arrangements shall be implemented in all offices of the Municipal Government of Tinglayan, as determined by the respective Heads of Offices.

🟢 Essential and emergency services shall continue to operate, particularly the MDRRMO, RHU/Municipal Health Office, PNP, BFP, rescue and emergency response teams, Engineering/Public Works, Social Welfare, and other personnel performing vital services.

🔴 Face-to-face classes in all levels, both public and private, are suspended on 01 September 2026. Schools shall implement appropriate alternative learning modalities in accordance with DepEd policies.

🌧️ The MDRRMO is on heightened preparedness and continuous monitoring of weather and disaster conditions, especially in areas vulnerable to flooding, landslides, rockslides and flash floods.

We strongly encourage everyone to stay alert, avoid unnecessary travel in hazardous areas, and closely monitor official advisories from the Municipal Government, MDRRMO, PAGASA, and other authorized government agencies.

Today, August 31, 2026, we join the nation in commemorating National Heroes Day—a day to honor the courage, patriotism, sacrifice, and selfless service of the Filipinos who fought and gave much for the freedom and dignity we enjoy today.

Their heroism reminds us that love of country is not measured only by great acts of bravery. It is also expressed through honest service, compassion for others, respect for our communities, and the commitment to build a peaceful and progressive nation.

As we remember our heroes, may we also ask ourselves: What can we do today to become worthy of the freedom they fought for?

For us in Tinglayan, may their legacy inspire us to remain united, protect our community, serve with integrity, and work together for a better future for every Tinglayan.

May we honor our heroes not only with words, but through lives dedicated to service and nation-building.

“God is our refuge and strength, an ever-present help in trouble.”
— Psalm 46:1

Life does not always go according to plan. There are moments when we face uncertainty, challenges, conflicts, and situations beyond our control. In those moments, we may feel weak, afraid, or overwhelmed.

But Psalm 46:1 reminds us of a powerful truth: we do not face our troubles alone.

God is our refuge—our safe place when the storms of life come. He is our strength when our own strength is no longer enough. And He is our ever-present help, meaning that He is never distant or absent when we need Him most.

This Sunday, let us remember that having faith does not mean we will never encounter difficulties. Rather, faith means knowing where to turn when difficulties come.

When the road becomes difficult, pray.
When the burden becomes heavy, surrender it to God.
When fear begins to take over, trust His presence.
And when you feel weak, remember that His strength is greater than our own.

May we also become a source of refuge and strength to others—offering compassion, understanding, encouragement, and peace to those who are going through difficult seasons.
Whatever challenges we may face, let us remain steadfast in faith. God is with us, He is our refuge, and He will never leave us.

TINGLAYAN, Kalinga — While fire incidents surged across Kalinga in the first half of 2026, Tinglayan stood out with zero recorded fire cases. Local officials credited this achievement to fire-safety awareness, prevention efforts, and cooperation from residents.

The Bureau of Fire Protection (BFP)-Kalinga reported 64 fire incidents from January to June, a sharp increase from 22 cases during the same period in 2025. Of these, 41 were grassfires, highlighting the risks of uncontrolled burning during the dry season.

Despite the province-wide rise, Tinglayan maintained its fire-free record for the second consecutive year. Mayor Charlie Abay thanked the BFP for its IEC activities and residents for following fire-safety reminders, stressing that community participation is key to prevention.

The BFP-Tinglayan continues to urge vigilance, advising residents to avoid uncontrolled burning, keep flammable materials away from open flames, and report smoke or fire immediately. For emergencies, residents may contact the Tinglayan Fire Station at 0945-326-1123.

With six months already fire-free, Tinglayan now faces the challenge of keeping the record intact for the rest of 2026. For Mayor Abay, the formula remains simple: cooperation, responsible behavior, and heeding the advice of authorities.
