Curious about cybersecurity, hacking, or digital defense? Want to try your hand at solving puzzles and finding hidden vulnerabilities? This is your sign to get started!
The Department of Information and Communications Technology (DICT) Regional Office 3, together with Holy Angel University (HAU), invites you to the inaugural Central Luzon Capture The Flag (CLCTF) 2026.

If you have never joined a hacking competition before, don't worry! Our tagline is "Your First Flag Starts Here." We designed this event to help beginners dive into the world of cybersecurity, learn new skills, and have fun working as a team.

WHAT IS A CTF?
Think of it as a digital scavenger hunt. You and your team will get a list of computer and web challenges. When you solve a puzzle, you find a hidden piece of text called a "flag" (it looks like this: CLCTF{example_text}). You paste that flag into the platform to get points. The more puzzles you solve, the higher your score! There are no eliminations, so you can play and learn for the full 4 hours.

👥 WHO CAN JOIN? (ELIGIBILITY)
Students: You just need to be officially enrolled for school year 2025–2026 or 2026–2027. This is open to Senior High School (SHS), College (HEI), or Tech-Voc (TVI) students in Region 3 (Central Luzon).
Team Size: You need a team of exactly four (4) members from the same school. Choose one member to be your Team Captain to handle registration.
School Limit: Each school can send up to two (2) teams. Extra teams go on a waiting list.

📋 WHAT YOU NEED TO REGISTER
Your Team Captain will sign up the group and upload:
The completed Team Registration Form.
Proof of school enrollment for all 4 members (Student ID, Certificate of Enrollment / Enrollment Form, Certificate of Registration / Registration Form, Notice of Admission).

💻 WHAT TO PREPARE (TECHNICAL REQUIREMENTS)
Each team member needs their own basic setup from home or school:
Computer: A working laptop or desktop that can run a standard web browser (like Chrome or Firefox).
Camera & Audio: A working we**am and microphone/headset. Webcams must stay turned on during the event so organizers can keep things fair.
Internet: A stable internet connection. It is highly recommended to have your phone's mobile data ready as a backup hotspot just in case your main internet drops.

⚠️ RULES TO REMEMBER
Play Fair: This is a test of honesty. You cannot use AI tools, chatGPT, automated automated solvers, or ask outside coaches/teachers for help during the game. Sharing answers with other teams will get your team disqualified.
Show Up Early: The video call opens at 8:00 AM PHT on June 23 for a tech check. The actual event starts with a guide and walkthrough at 9:30 AM to show you exactly how to use the platform before the game begins.
Don't be intimidated—every expert started as a beginner. Gather three of your classmates, sign up, and find your very first flag!

Sa Agus Elementary School sa Sitio Agus, San Jose, Tarlac, isang geographically isolated and disadvantaged area (GIDA), ang kawalan ng internet noon ang madalas na hamon ng mga g**o, mag-aaral at residente sa kanilang pagtuturo, pag-aaral, pagkuha ng impormasyon, at pakikipag-ugnayan sa kanilang mga mahal sa buhay.
Ngayon, sa tulong ng Free Public Internet Access Program ng Department of Information and Communications Technology (DICT), nagkaroon ang komunidad ng maaasahang koneksyon para sa pag-access sa online learning materials, educational resources, at mas mabilis na komunikasyon sa kanilang mga pamilya. Bahagi ito ng patuloy na pagtupad ng DICT sa utos ni Pangulong Ferdinand Marcos Jr. na palawakin ang digital connectivity sa mga liblib na paaralan at komunidad.
Sa Sitio Agus, ang internet ay hindi lamang teknolohiya. Ito ay daan upang mas mapalapit ang mga bata sa kanilang mga pangarap, mas mapadali ang trabaho ng mga g**o, at mas mapalakas ang ugnayan ng mga pamilyang magkakalayo. Patunay ito na kapag naabot ng koneksyon ang mga liblib na komunidad, mas maraming Pilipino ang nabibigyan ng pagkakataong umunlad.

Members of the media joined DICT Region III for Kapihan 2026, a dialogue highlighting the Department’s accomplishments and ongoing initiatives in support of digital transformation across Central Luzon.
Held at the Bulacan State University e-Library in Malolos, Bulacan, the activity was conducted in celebration of National ICT Month 2026 with the theme “Isang Dekadang Digital: Konektado sa Puso at Serbisyo.” The forum featured discussions on digital government programs, connectivity initiatives, cybersecurity awareness, and citizen-centered innovations aimed at improving public service delivery.
The event was attended by representatives from the Philippine Information Agency (PIA), as well as local and national media outlets. The question-and-answer segment was moderated by Mr. Shane Velasco of PIA.
Representing DICT Region III were Atty. James Francis Villanueva, Assistant Regional Director, and Engr. Mario Antonio V. Aya-ay, Chief of the Technical Operations Division.
The program concluded with closing remarks from Engr. Nimir Calupitan, Chief of the Administrative and Finance Division, who emphasized the importance of collaboration in advancing digital inclusion and bringing government services closer to every Filipino.

Huwag palampasin ang mga kwentong digital na konektado sa puso at serbisyo mula sa Luzon, Visayas, at Mindanao.
