𝐍𝐂𝐈𝐏, 𝐃𝐀𝐑 𝐅𝐨𝐫𝐠𝐞 𝐏𝐨𝐥𝐢𝐜𝐲 𝐀𝐥𝐢𝐠𝐧𝐦𝐞𝐧𝐭 𝐨𝐧 𝐂𝐂𝐋𝐎𝐀𝐬 𝐚𝐧𝐝 𝐀𝐧𝐜𝐞𝐬𝐭𝐫𝐚𝐥 𝐃𝐨𝐦𝐚𝐢𝐧𝐬 𝐮𝐧𝐝𝐞𝐫 𝐒𝐏𝐋𝐈𝐓 𝐏𝐫𝐨𝐣𝐞𝐜𝐭

The National Commission on Indigenous Peoples (NCIP), led by Secretary Nancy A. Catamco, and the Department of Agrarian Reform (DAR) concluded a high-level dialogue on 28 April 2026 that clarified policy frameworks governing the treatment of pre-IPRA Collective Certificates of Land Ownership Award (CCLOAs) and ancestral domain instruments under the SPLIT Project.

During the discussion, the NCIP and DAR reached key agreements, including the recognition of pre-IPRA CCLOAs within agrarian reform implementation, subject to existing laws, and the strict exclusion of ancestral domain instruments — such as CADTs, CADCs, CALTs, and CALCs — from parcelization activities under the SPLIT Project.

The NCIP underscored that ancestral domains, as communal private property rights protected under IPRA, cannot be fragmented or reclassified. The Commission also noted that the issuance of CADTs involves a rigorous process of delineation, validation, and recognition of ICC/IP rights.

Both agencies acknowledged that the agreement resolves a critical policy intersection and strengthens inter-agency coordination. Moving forward, the NCIP and DAR are committed to issuing joint technical guidelines and enhancing field-level collaboration to ensure consistent, rights-based implementation nationwide.

𝗡𝗖𝗜𝗣, 𝗟𝗥𝗔 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻 𝗖𝗼𝗹𝗹𝗮𝗯𝗼𝗿𝗮𝘁𝗶𝗼𝗻 𝘁𝗼 𝗔𝗱𝘃𝗮𝗻𝗰𝗲 𝗔𝗻𝗰𝗲𝘀𝘁𝗿𝗮𝗹 𝗗𝗼𝗺𝗮𝗶𝗻 𝗣𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻

On 27 April 2026, key officials from the National Commission on Indigenous Peoples (NCIP), led by Secretary Nancy A. Catamco, convened with the Land Registration Authority (LRA), headed by Administrator Gerardo P. Sirios, to address land-related issues affecting Indigenous Cultural Communities and Indigenous Peoples (ICCs/IPs).

The discussion focused on improving the registration of Certificates of Ancestral Domain Title (CADTs), strengthening data integration between land and ancestral domain systems, and enhancing coordination between the two agencies.

As a way forward, both agencies expressed support for the development of a Memorandum of Agreement (MOA) on data sharing which aims to promote transparency, improve efficiency in land administration, and further safeguard the rights of ICCs/IPs over their ancestral domains.
