𝐀𝐭𝐭𝐞𝐧𝐝𝐚𝐧𝐜𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐒𝐈𝐂𝐀𝐏-𝐁𝐀𝐃𝐀𝐂 𝟐.𝟎 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 𝐨𝐟 𝐃𝐈𝐋𝐆 𝐂𝐚𝐩𝐢𝐳

On September 30, 2025, representatives from identified barangays in the Municipality of Tapaz participated in the “Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Council (SICAP-BADAC) 2.0” activity held at Nesta’s Hilltop, Roxas City. Organized by the DILG Capiz Provincial Office in partnership with the Capiz Provincial Anti-Drug Abuse Council, the initiative aimed to fast-track the submission of required ADAC reports, update color-coded folders, and support barangays in attaining drug-cleared status—reinforcing the shared commitment to safer, drug-free communities.

𝗧𝗮𝗽𝗮𝘇 𝗖𝗦𝗢 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 𝟮𝟬𝟮𝟱

The Civil Society Organization (CSO) Conference conducted on August 7, 2025 brought together local leaders and development partners to strengthen participatory governance and ensure inclusive representation in Local Special Bodies (LSBs). The activity primarily aimed to orient CSOs on the accreditation process, clarify documentary requirements, and emphasize their vital role in local planning, and program implementation.

The event was attended by members of the Sangguniang Bayan—Hon. Hernalyn Pastrana, Hon. Nicholas Gevero, and Hon. Liezel Aldea—alongside MLGOO Vito K. Navarra and LGOO II Mary Jecyle Luda of DILG Tapaz, who served as resource persons. Special guests included DILG Capiz Provincial Director Cherryl P. Tacda, CESO V, and LGOO V Rozel Langurayan from the Provincial Office.

The conference formally opened with remarks from Municipal Administrator Atty. Vicente Atlas Catalan, emphasizing the LGU’s commitment to inclusive and accountable governance. The activity was organized by CSO Desk Officer Cherry Lyn Facto.

Together, we build a stronger Tapaz through active citizen engagement and collaborative leadership.

The DILG Regional Office VI, through its Project Development and Management Unit (PDMU), conducted a site inspection of the Farm-to-Market Road projects in Tapaz under the FY 2023 LGSF-SBDP on August 11–13, 2025.

The PDMU inspection team was composed of Engr. Phrea Ann Kryzyll S. Camasis, Mr. Jed P. Delgado, and Ms. Eleanor A. Sta. Ana, with the DILG Capiz Provincial Office composed of Engr. Emman Phil G. Gicana, and Engr. Lou Amiel V. Alsagon. Local coordination was led by Municipal Engineer Victorio Jimenez and MLGOO Vito K. Navarra.

Together, we build roads that connect communities and empower progress. 💪🌾

𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗣𝗲𝗼𝗽𝗹𝗲𝘀 𝗠𝗮𝗻𝗱𝗮𝘁𝗼𝗿𝘆 𝗥𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲 (𝗜𝗣𝗠𝗥) 𝗦𝗲𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗛𝗲𝗹𝗱 𝗶𝗻 𝗧𝗮𝗽𝗮𝘇, 𝗖𝗮𝗽𝗶𝘇

The Indigenous Peoples Mandatory Representative (IPMR) Selection is a vital process that ensures the representation of Indigenous Cultural Communities (ICCs) and Indigenous Peoples (IPs) in local legislative councils, in accordance with Republic Act No. 8371 or the Indigenous Peoples’ Rights Act (IPRA) of 1997. This process recognizes the IPs’ right to participate in governance and decision-making, safeguarding their welfare, rights, and cultural heritage through the presence of an IPMR in local government councils.

On July 25, 2025, the Provincial IPMR Selection was successfully conducted at the Balay Turun-an Kang Panay Bukidnon, located in Barangay Daan Banwa, Tapaz, Capiz. The event was attended by DILG Capiz Provincial Director Cherryl P. Tacda and DILG Tapaz MLGOO Vito K. Navarra, who witnessed the proceedings and reaffirmed the Department’s support for inclusive governance and indigenous representation.

We extend our congratulations to Hon. Rafe D. Laluma for being officially selected as the Provincial Indigenous Peoples Mandatory Representative. His designation marks a continuing commitment to inclusive governance and the preservation of indigenous identity within the province of Capiz.

Building 💪

Held at the Tapaz Civic Center, the training equipped Barangay Tanods from all 58 barangays with essential knowledge and hands-on skills to serve their communities more effectively.

𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗕𝗿𝗶𝗲𝗳𝗶𝗻𝗴 𝗳𝗼𝗿 𝗡𝗲𝘄𝗹𝘆 𝗘𝗹𝗲𝗰𝘁𝗲𝗱 𝗢𝗳𝗳𝗶𝗰𝗶𝗮𝗹𝘀

An Executive Briefing for Newly Elected Officials was conducted on July 7, 2025. The activity aimed to provide the new administration with a comprehensive overview of the LGU’s state of local governance, key development challenges, and priority concerns.

In attendance were Hon. Rex Dante Palomar, Mayor; Hon. Roberto Palomar, Vice Mayor; members of the Sangguniang Bayan; and the department heads. Presentations were delivered by the DILG, headed by LGOO VII Ruth Leda Alagban, DILG Cluster Head, and LGOO VI Vito Navarra, MLGOO; the Municipal Planning and Development Coordinator (MPDC) for executive reports; and the Sangguniang Bayan Secretary for legislative reports.

As the new administration embarks on its mandate, the insights gained from the briefing are expected to serve as a solid foundation for effective leadership, transparent governance, and inclusive development.
