The Surigao del Sur United SWISA, Inc. successfully conducted its 1st Provincial Meeting on April 15, 2026, bringing together key stakeholders across the province.

The activity was attended by Provincial Agriculturist Mr. Esmeraldo S. Raymundo, together with personnel from the Office of the Provincial Agriculturist (OPAg), SDS SWISA Chairpersons and Secretaries, and Ms. Ven Rea B. Cabuga from the Bureau of Soils and Water Management (BSWM).

In his message, Provincial Agriculturist Raymundo expressed his strong support to the association and highlighted the various initiatives of the Provincial Government of Surigao del Sur aimed at strengthening irrigation systems, improving farm productivity, and supporting farmersโ€™ organizations.

During the meeting, participants discussed and provided updates on the status of irrigation dam and canal damages in their respective areas. The group also reviewed and updated their by-laws to ensure alignment with current organizational needs and operational requirements. In addition, the members worked on the formulation of their Work and Financial Plan for 2026โ€“2027, setting clear directions and priorities for the associationโ€™s upcoming activities and programs.

The meeting served as an important platform to strengthen coordination, enhance organizational capacity, and promote collaborative efforts among irrigation stakeholders. It also reaffirmed the commitment of SWISA members and partner agencies in advancing sustainable irrigation management and supporting the agricultural development of Surigao del Sur.

Provincial Agriculturist Esmeraldo S. Raymundo attended the activity and delivered an inspiring message, highlighting the significance of providing modern agricultural support to farmers to improve efficiency, sustainability, and overall livelihood.

Included in the turnover was a pump and engine set from the Provincial Government of Surigao del Sur through the Office of the Provincial Agriculturist, which will contribute to improved irrigation and farming operations among the beneficiaries.

In a renewed effort to revitalize grassroots womenโ€™s participation and strengthen community-based development initiatives, the 1st Provincial Rural Improvement Club (PRIC) Quarterly Meeting was successfully conducted on March 31, 2026 at the OPAg Training Hall, Paradise Heights, Telaje, Tandag City, Surigao del Sur.

The activity gathered City and Municipal Rural Improvement Club (RIC) Coordinators, Provincial RIC Officers, and Office of the Provincial Agriculturist (OPAg) personnel in a meaningful gathering aimed at reviving and strengthening the Rural Improvement Club across the province.

Over the years, RIC activities at both the provincial and municipal levels have gradually slowed down, resulting in reduced participation and declining member engagement. In response to this concern, the RIC leadership collectively agreed to institutionalize quarterly flying sessions as a strategic approach to restore the organizationโ€™s visibility, strengthen participation, and uplift the morale of its members.

Serving as the official revival of the Provincial Rural Improvement Club, the quarterly meeting provided a venue for shared reflection, renewed fellowship, and strengthened commitment among RIC leaders and coordinators. It also opened opportunities for active dialogue and collaborative planning to reenergize the organization and establish a clear direction for its succeeding activities.

The meeting focused on reigniting the spirit of volunteerism and participation among members, strengthening camaraderie and peer support, reaffirming the role of RIC in agricultural and community development, and identifying practical and achievable actions for implementation in the succeeding quarters.

Among the key highlights of the activity were the setting of the tone for the RIC revival, a consultative discussion on reviving RIC activities, action planning and agreements, and sessions dedicated to strengthening camaraderie and partnerships. The activity concluded with a synthesis and commitment-setting, reflecting the participantsโ€™ shared resolve to revitalize the organization and further strengthen its role in supporting rural women, families, and communities.

The Provincial Government of Surigao del Sur, through the Office of the Provincial Agriculturist, continues to support grassroots organizations and foster stronger community participation in local development efforts.

The 1st Quarter Full Council Meeting of the Provincial Agricultural and Fishery Council (PAFC) of Surigao del Sur was successfully conducted on March 30, 2026, at the OPAg Training Hall, Telaje, Tandag City.

The meeting gathered Municipal and City Agricultural and Fisheries Council (M/CAFC) Chairpersons and Coordinators, representatives from National Line Agencies, and key stakeholders from the agriculture and fisheries sectors across the province. The activity was graced by the presence of Provincial Agriculturist Esmeraldo S. Raymundo, who expressed his full support to the council and emphasized the importance of unity, collaboration, and coordinated action in advancing agricultural and fisheries development in the province.

As the primary consultative and advisory body of the provincial government on matters concerning agriculture and fisheries development, the PAFC plays a vital role in surfacing sectoral concerns and providing policy and program recommendations. The conduct of the meeting served as an important platform to review the current conditions of the agriculture and fisheries sectors, assess emerging challenges, and identify priority issues affecting stakeholders in the province.

During the meeting, first-quarter updates on agriculture and fisheries programs and activities were presented, while key issues, concerns, and sectoral challenges were discussed and documented. The activity also facilitated dialogue among council members, partner agencies, and stakeholders to generate policy and program recommendations for consideration by the Provincial Government. In celebration of National Womenโ€™s Month, the Office of the Provincial Agriculturist (OPAg) successfully conducted the Gender and Safe Spaces Orientation: RA 11313 and RA 7877 for All Employees on March 24, 2026 at the OPAg Training Hall, Paradise Heights, Telaje, Tandag City.

The activity highlighted the importance of promoting a safe, respectful, and gender-responsive workplace for all employees. It also strengthened awareness on key gender-related laws, including the Safe Spaces Act (RA 11313), the Anti-Sexual Harassment Act (RA 7877), and the Anti-Violence Against Women and Their Children (VAWC) Act (RA 9262), ensuring that all personnel are well-informed of their rights, responsibilities, and available reporting mechanisms.

The orientation was facilitated by Ms. Pia B. Curada, Social Welfare Officer II of the Provincial Social Welfare and Development Office (PSWDO), whose expertise provided valuable insights on gender sensitivity, legal frameworks, and the importance of creating safe spaces in the workplace.

Through interactive discussions, case analysis, and group sharing, participants gained a deeper understanding of gender concepts and the importance of shared accountability in preventing gender-based harassment and violence. The activity emphasized that maintaining a safe and inclusive workplace is a collective responsibility of both men and women.

The orientation was attended by OPAg personnel, including regular, contractual, and job-order employees, as well as supervisors, division heads, and members of the GAD Focal Point System (GFPS), reinforcing leadership commitment to gender equality and inclusivity in the workplace.

This initiative reflects OPAgโ€™s continued commitment to fostering a work environment grounded in respect, dignity, and equality, while upholding a zero-tolerance policy against any form of harassment and violence. It also forms part of the officeโ€™s active support to the Gender and Development (GAD) Program and the nationwide observance of Womenโ€™s Month.
