The Provincial Government of Surigao del Sur, through the Provincial Assessor’s Office (PASSO), conducted field assessment activities earlier today in Barangay Balete, Bayabas, and Barangay Poblacion, Cagwait, Surigao del Sur as part of the province’s continuing efforts to ensure accurate, updated, and reliable real property assessment records.

The field activities involved the on-site inspection, verification, and validation of the actual condition and existing use of the subject properties, providing essential information in support of proper assessment and classification of real properties within the respective areas.

The fieldwork was undertaken by the dedicated PASSO team composed of Mr. Jhade R. Pico, REA, LAOO I, and Mr. Arniel Jimenez, Job Order, in coordination with Mr. Ryan Dalusa, Assessment Clerk II of MASSO-Bayabas, and Engr. Rainel Adaya, REA, Municipal Assessor of Cagwait.

The collaborative efforts of the Provincial and Municipal Assessor’s Offices highlight the importance of close coordination and field-based validation in maintaining accurate assessment records and ensuring the proper administration of real properties within the province.

LOOK: PROJECT KICK-OFF | PASSO DIGITIZATION AND KNOWLEDGE MANAGEMENT PROJECT

The Provincial Government of Surigao del Sur, through the Provincial Assessor’s Office (PASSO), participated today, September 7, 2026, from 1:00 to 3:00 PM at the Provincial Capitol Social Hall, in the Project Kick-off (Soft-Launch) for the PASSO Digitization and Knowledge Management Project, in partnership with RMC-SPARK Management & Technology Professionals, OPC.

The activity formally introduced the project, including its objectives, scope, implementation strategies, and the expected roles of concerned offices in the digitization and knowledge management initiatives of the Provincial Government.

With the digitization of vital PASSO records and the development of a knowledge management platform, the project aims to strengthen records management, digital archiving, document tracking, and information accessibility, supporting the Provincial Government’s continuing efforts toward digital transformation and more efficient public service.

Day 2 | From Training to Application

The Day 2 of the 2nd Quarterly Conference and Capacity Training and Development of Local Assessment Personnel, held on August 12–14, 2026, at Uptown Corporate Hotel, Mabua, Tandag City, focused on putting technical knowledge into practice in preparation for the CY 2027 General Revision of Real Property Assessments.

Selected participants took part in actual Field Work Activities, applying the concepts and procedures discussed during the training to real-world assessment operations. Meanwhile, the remaining participants engaged in a hands-on Workshop on the Assessment of Buildings and Other Structures, strengthening their skills in proper building assessment and valuation.

The day culminated in the presentation of outputs from both the fieldwork activities and workshops. Participants shared their findings, outputs, and learnings, providing an avenue for discussion, feedback, and further enhancement of their technical competencies.

The activity emphasized the importance of hands-on experience, teamwork, and knowledge-sharing in building the capacity of local assessment personnel and ensuring their readiness for the upcoming General Revision. Learning in the room. Applying in the field. Building competence for CY 2027.

LOOK: DAY 2 | FIELD ACTIVITY

The Provincial Government of Surigao del Sur, through the Provincial Appraisal Committee (PAC), continued its activities today in connection with the proposed project along the Butuan City–Plaining–Tandag Road.

For Day 2, the PAC, together with the DPWH Regional Office personnel and the Local Government Unit (LGU) of San Miguel, proceeded to the actual field to conduct an ocular inspection and assessment of the affected areas, particularly those concerning the project’s right-of-way.

The field activity provided an opportunity for the participating agencies to personally assess the areas involved, validate relevant information, and further coordinate on matters necessary for the proper implementation of the proposed project.

The Provincial Government of Surigao del Sur, through the Provincial Appraisal Committee (PAC), participated in a Joint Consultative Meeting today in Butuan City with the DPWH Regional Office personnel and the Local Government Unit (LGU) of San Miguel.

The meeting focused on matters concerning the proposed project along the Butuan City–Plaining–Tandag Road, particularly on right-of-way concerns and the coordination of activities related to the project site located near the boundary of Agusan del Sur and Surigao del Sur.

Representing the Provincial Appraisal Committee (PAC) were Khem John P. Taguiam, REA, LAOO III of the Provincial Assessor’s Office; Engr. Henrito A. Simplicio, Assistant Provincial Engineer of the Provincial Engineer’s Office; and Ronnel P. Bagayas, LTOO II of the Provincial Treasurer’s Office, who actively participated in the discussions and coordination. Enreque Figuracion, Tax Mapper of the Provincial Assessor’s Office, also attended as the documentator for the meeting.

The consultation provided an opportunity for the concerned offices and agencies to discuss relevant concerns, clarify responsibilities, and strengthen coordination to ensure the proper assessment and documentation of matters related to the project.

DAY 1 marks the beginning of this collaborative undertaking, reflecting the commitment of the Provincial Government of Surigao del Sur to strengthen inter-agency coordination and deliver efficient, accurate, and responsive public service.

The field activity was undertaken to evaluate and verify the actual condition, classification, and existing use of the subject properties as part of the province’s continuing efforts to ensure accurate, updated, and proper land assessment and classification.

The inspection was carried out by the dedicated PASSO field team composed of Khem John Taguiam, REA, LAOO III; PJ M. Falcon, Draftsman III; and Febe Hyacinth Simbolas, Job Order, in coordination with the Municipal Assessor’s Office of Tagbina (MASSO-Tagbina) and its staff. The activity was undertaken to ensure the proper assessment, updated valuation, and accurate documentation of the property in line with the mandate of the Provincial Assessor’s Office to maintain reliable real property records.

The inspection was carried out through the collaborative efforts of the Provincial Assessor’s Office of Surigao del Sur (PASSO) and the Municipal Assessor’s Office of Hinatuan, headed by Municipal Assessor Mr. Godelio L. Olayon, Jr., REA, together with his dedicated staff. The PASSO field team was composed of Khem John Taguiam, REA, LAOO III; PJ M. Falcon, Draftsman III; and Febe Hyacinth Simbolas, Job Order.
