A wing van carrying tons of garbage, allegedly from WaterWorld Resort, was caught attempting to dump its load in Sitio Tabok Sapa, Barangay Jaclupan, early this morning.

Our Barangay Jaclupan officials immediately reported the incident to the CTTODA after catching the vehicle in the act.

The moment we received the report, we wasted no time.

We immediately directed all concerned departments, in coordination with the Talisay City Police Office, to conduct a full and thorough investigation. We will not ignore this, and we will not allow anyone to escape accountability.

During our inspection of the wing van, the stench coming from inside was overwhelming. Based on our initial investigation, we learned the following:

1. A contractor identified as Jovanny Coyoca allegedly hired a certain Bimbo to dispose of garbage from WaterWorld Resort.

2. Bimbo allegedly hired Jerome Rivera, the driver of the wing van, to transport and dump the garbage.

3. A certain Niko of Barangay Jaclupan, who was reportedly the contact of Jovanny Coyoca, allegedly instructed them to dump the garbage elsewhere. When that was unsuccessful, he allegedly suggested disposing of it instead in Sitio Tabok Sapa, Barangay Jaclupan.

Jerome and Jovanny are now in custody.

Here is what we will do:

๐Ÿ“ We will ensure that all illegally dumped garbage is immediately collected, transported, and properly disposed of to protect the health and safety of our residents.

๐Ÿ“ We will file the appropriate criminal, civil, and administrative cases against every individual and establishment found responsible for this illegal dumping. There will be no exemptions, no special treatment, and no exceptions. The law applies equally to everyone.

We will pursue everyone involved and hold every responsible individual and establishment accountable under the full force of the law.

Even before the rainy season began, our Aksyon Agad Team had already been conducting continuous desilting and cleanup operations in our drainage systems, especially in flood-prone areas.

Garbage, grease, mud, silt, and other debris are among the main causes of clogged drainage systems. In some cases, our teams have even found entire bed mattresses inside our drainage canals. These blockages can quickly result in flooding along our roads and communities.

I understand how concerning flooding can be, especially for residents in areas that are frequently affected. That is why we will continue our cleanup operations and regular monitoring so we can immediately respond whenever certain areas need clearing.

However, the LGU cannot solve this problem alone. This is a shared responsibility. The improper disposal of garbage, used cooking oil, and other waste into our canals remains one of the biggest reasons our drainage systems continue to become clogged despite our regular cleanup efforts.

Aside from cleanup operations, we are also working on long-term solutions by continuously improving our drainage infrastructure.

In Bulacao, particularly in the area commonly referred to as the โ€œAtlantic Ocean,โ€ there is no DPWH drainage project scheduled this year. Because of this, the City had to find ways to address the problem using our own resources.

We improved the drainage systems along the inner roads that collect water from the highway and direct it toward the rivers. Over the past few days, we have already seen a significant improvement in Bulacao.

This was also made possible because the residents in the area cooperated with our efforts. I would like to sincerely thank all of you for doing your part and helping us keep the drainage systems clear.

We are also encouraged to see positive results from our continuous desilting and cleanup operations. During the recent heavy rain, flooding occurred in Linao, but the water subsided within around 10 minutes. This shows that our drainage system is working, although blockages caused by accumulated silt and garbage can still temporarily slow down the flow of water.

Our drainage system will never be perfect. There may still be times when heavy rain, silt, and garbage cause flooding. But we will do everything we can to make flooding less frequent and, most importantly, ensure that the water subsides as quickly as possible.

Your LGU will continue working, monitoring flood-prone areas, clearing our drainage systems, and investing in long-term improvements. We also ask for the continued cooperation of every Talisaynon.

When the LGU and the community work together, we can improve the flow of water and make our city safer for everyone.

Even before the rainy season began, our Aksyon Agad Team had already been conducting continuous desilting and cleanup operations in our drainage systems, especially in flood-prone areas.

Garbage, grease, mud, silt, and other debris are among the main causes of clogged drainage systems. In some cases, our teams have even found entire bed mattresses inside our drainage canals. These blockages can quickly result in flooding along our roads and communities.

I understand how concerning flooding can be, especially for residents in areas that are frequently affected. That is why we will continue our cleanup operations and regular monitoring so we can immediately respond whenever certain areas need clearing.

However, the LGU cannot solve this problem alone. This is a shared responsibility. The improper disposal of garbage, used cooking oil, and other waste into our canals remains one of the biggest reasons our drainage systems continue to become clogged despite our regular cleanup efforts.

Aside from cleanup operations, we are also working on long-term solutions by continuously improving our drainage infrastructure.

In Bulacao, particularly in the area commonly referred to as the โ€œAtlantic Ocean,โ€ there is no DPWH drainage project scheduled this year. Because of this, the City had to find ways to address the problem using our own resources.

We improved the drainage systems along the inner roads that collect water from the highway and direct it toward the rivers. Over the past few days, we have already seen a significant improvement in Bulacao.

This was also made possible because the residents in the area cooperated with our efforts. I would like to sincerely thank all of you for doing your part and helping us keep the drainage systems clear.

We are also encouraged to see positive results from our continuous desilting and cleanup operations. During the recent heavy rain, flooding occurred in Linao, but the water subsided within around 10 minutes. This shows that our drainage system is working, although blockages caused by accumulated silt and garbage can still temporarily slow down the flow of water.

Our drainage system will never be perfect. There may still be times when heavy rain, silt, and garbage cause flooding. But we will do everything we can to make flooding less frequent and, most importantly, ensure that the water subsides as quickly as possible.

Your LGU will continue working, monitoring flood-prone areas, clearing our drainage systems, and investing in long-term improvements. We also ask for the continued cooperation of every Talisaynon.

When the LGU and the community work together, we can improve the flow of water and make our city safer for everyone.
