AKSYON SA KONSEHO | 38th Regular Session

Malampusong gipahigayon ang 38th Regular Session sa 9th Sangguniang Panlungsod sa Dakbayan sa Talisay, nga gipangulohan ni Bise Mayor Choy Aznar uban sa mga miyembro sa konseho.

Atol sa sesyon, gi-aprubahan ang nagkalain-laing resolusyon nga nagtumong sa pagpalambo sa serbisyo publiko, panglawas, kalikupan, ug suporta sa mga barangay. Lakip niini ang financial assistance alang sa socio-cultural activities, clean and green programs, ug ubang community projects.

Gihisgutan usab ug gipaluyohan sa konseho ang mga lakang nga makatabang sa pagpalig-on sa serbisyo sa panglawas, edukasyon, imprastraktura, ug uban pang programa nga direktang makabenepisyo sa mga Talisaynons. Samtang ang ubang mga proposed measures gipasa alang sa dugang pagtuon ug pagrepaso.

Padayon ang konseho sa paghimo ug mga lakang ug polisiya alang sa kaayohan sa tanang Talisaynons.

BRIGADA ESKWELA 2026 | DEPED TALISAY CITY DIVISION 📚📖

Malampuson nga gipahigayon ang Kick-Off Ceremony sa Brigada Eskwela 2026 sa DepEd Talisay City Division nga nahitabo sa Lagtang Elementary School, diin nagkahiusa ang mga educators, local officials, ginikanan, ug volunteers alang sa pagpangandam sa umaabot nga pagbukas sa klase.

Pormal nga giablihan ang maong kalihukan ni Dr. Arden D. Monisit, Schools Division Superintendent sa DepEd Talisay City Division, nga nagpasiugda sa kahinungdanon sa panagtinabangay ug bayanihan aron masiguro ang limpyo, luwas, ug maayong palibot sa pagkat-on alang sa mga estudyante.

Gitambungan usab kini ni Aksyon Agad Mayor Samsam Gullas, nga nagkanayon sa padayon nga suporta sa lokal nga kagamhanan sa mga programa sa edukasyon. Anaa usab si Bise Mayor Choy Aznar, mga kauban nato sa konseho, ang Barangay Council sa Barangay Lagtang, mga principals, school leaders, teachers sa DepEd Talisay City Division, ug mga ginikanan nga mipakita sa ilang suporta ug partisipasyon sa maong kalihukan.

Ang Brigada Eskwela usa ka simbolo sa bayanihan ug volunteerism, diin nagkahiusa ang tanang sektor sa komunidad aron maandam ang mga eskwelahan alang sa bag-ong tuig sa pag-eskwela.

Human sa maong kick-off ceremony, mosunod dayon ang pagpahigayon sa Brigada Eskwela sa nagkalain-laing pampublikong eskwelahan sa City of Talisay isip kabahin sa paghatag og andam, luwas, ug kalidad nga edukasyon alang sa atong mga kabatan-onan.

LAWAAN II SUMMER LEAGUE 2026 🏀

Pormal nga giablihan karong adlawa ang Lawaan II Summer League 2026 sa Talisay Sports Academy, Barangay Lawaan II, City of Talisay, Cebu. Bisan simple ang maong opening ceremony, puno kini sa kadasig ug suporta alang sa kabatan-onan nga mopartisipar sa maong liga.

Gitambungan kini sa atong Vice Mayor Choy Aznar uban sa mga miyembro sa konseho sa dakbayan. Sa iyang mensahe, iyang gidasig ang mga players nga ipadayon ang disiplina, sportsmanship, ug paningkamot sulod ug gawas sa duwa.

MANANAGAT FESTIVAL 2026 sa Barangay Tanke

Puno sa kasadya, kolor, ug cultural presentations ang tinuig nga Mananagat Festival 2026 sa Barangay Tanke, City of Talisay, nga nagpakita sa talento, panaghiusa, ug pagpasidungog sa kinabuhi sa atong mga mananagat.

Ang maong festival giablihan ni Barangay Captain Atty. Jarred Cabilte uban sa iyang konseho, nga padayon nga nagaalalay sa mga programa ug kalihokan alang sa komunidad sa Barangay Tanke. Kini usab kabahin sa pagsaulog sa kapistahan sa barangay agig pagpasidungog sa patron nga si Sta. Cruz.

Gitambungan usab kini sa atong Vice Mayor Choy Aznar ug kauban nako nga mga miyembro sa konseho sa dakbayan isip pagpakita sa suporta sa maong cultural ug community celebration. Dakong pasalamat usab sa atong Aksyon Agad Mayor Samsam Gullas sa padayon nga suporta nga gihatag sa mga programa ug kalihokan sa barangay.

Naghatag ug dugang kahayag sa selebrasyon ang nagkadaiyang contingent nga nagsul-ob sa colorful costumes ug nagpakita sa ilang energetic performances nga inspirado sa kultura ug panginabuhi sa mga mananagat. Nadani usab ang mga manan-aw sa kaanyag ug elegance sa mga Festival Queens nga mipakita sa ilang grace ug confidence atol sa maong kalihukan.

Ang Mananagat Festival usa ka pagpasiugda sa importansya sa sektor sa pangisda ug usa usab ka selebrasyon sa panaghiusa, kultura, ug tradisyon sa katawhan sa Barangay Tanke.

The General Membership Meeting and Coffee Connection of the Talisay Chamber of Commerce, Trade and Industry Inc. was successfully held today at Garces Royal Garden, Barangay San Isidro, City of Talisay. The event gathered local entrepreneurs, business owners, and stakeholders who continue to contribute to the growth of Talisay’s economy.

The activity served as a valuable opportunity for networking, collaboration, and sharing of ideas among members of the business community. Discussions also focused on strengthening MSMEs and creating more opportunities for local enterprises in the city.

Present during the event were representatives from the City Government of Talisay led by our Aksyon Agad Mayor Samsam Gullas, together with Vice Mayor Choy Aznar, members of the City Council, ug uban pang city officials nga nagpadayon sa ilang suporta para sa local business sector ug economic development sa dakbayan.

𝐂𝐞𝐧𝐭𝐫𝐚𝐥 𝐕𝐢𝐬𝐚𝐲𝐚𝐬 𝐓𝐨𝐩 𝐏𝐞𝐫𝐟𝐨𝐫𝐦𝐢𝐧𝐠 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫𝐬 — 𝐑𝐏𝐌𝐃

The RPMD Foundation Inc. (𝐑𝐏𝐌𝐃) released the results of its latest nationwide “Index of Governance” (IOG) survey, identifying the top-performing City Mayors in Central Visayas. The survey forms part of RPMD’s nationwide “Boses ng Bayan” initiative, which measures public trust, governance performance, accessibility, responsiveness, and confidence in local government leaders. Conducted from April 1 to 8, 2026, the survey covered 5,000 randomly selected respondents interviewed face-to-face across socioeconomic classes, with a margin of error of ±1% at a 95% confidence level.

According to Dr. Paul Martinez, Executive Director of RPMD, political and global affairs analyst, and columnist, the assessment examined not only popularity ratings but also actual governance delivery and administrative effectiveness. City mayors were evaluated based on leadership, fiscal management, transparency, anti-corruption initiatives, digital governance reforms, infrastructure development, traffic and mobility management, business and investment climate, peace and order, disaster preparedness and crisis response, environmental sustainability, healthcare delivery, education support programs, social welfare initiatives, and
overall responsiveness to constituent concerns.

Dominating the mayoral rankings are 𝐌𝐚𝐲𝐨𝐫 𝐓𝐡𝐚𝐝𝐞𝐨 𝐉𝐨𝐯𝐢𝐭𝐨 “𝐉𝐨𝐧𝐤𝐢𝐞” 𝐎𝐮𝐚𝐧𝐨 of Mandaue City, 𝐌𝐚𝐲𝐨𝐫 𝐒𝐚𝐦𝐬𝐚𝐦 𝐆𝐮𝐥𝐥𝐚𝐬 of Talisay City, and 𝐌𝐚𝐲𝐨𝐫 𝐂𝐢𝐧𝐝𝐢 𝐂𝐡𝐚𝐧 of Lapu-Lapu City, who emerged statistically tied under the survey’s “Tier 1” category. The three local chief executives were recognized as the Top 1 City Mayors in Central Visayas and the highest-rated City Mayors in Cebu Province.

Mayor Ouano posted an 85.2% IOG score, supported by 84.6% trust and 85.9% performance ratings. Mayor Gullas registered an 84.7% IOG score, with 84.2% trust and 85.3% performance ratings, while Mayor Chan recorded an 83.5% IOG score, with 83.4% trust and 83.6% performance ratings. RPMD noted that the strong ratings reflect positive public perception of administrative visibility, frontline service delivery, fiscal discipline, infrastructure implementation, digital governance initiatives, and responsiveness to community concerns.

Meanwhile, 𝐌𝐚𝐲𝐨𝐫 𝐍𝐞𝐬𝐭𝐨𝐫 𝐀𝐫𝐜𝐡𝐢𝐯𝐚𝐥 of Cebu City and 𝐌𝐚𝐲𝐨𝐫 𝐉𝐨𝐢𝐞 𝐏𝐞𝐫𝐚𝐥𝐞𝐬 of Toledo City emerged statistically tied as the Top 2 City Mayors in Central Visayas. Mayor Archival posted an 81.9% IOG score with 81.8% trust and 82.1% performance ratings, while Mayor Perales recorded an 81.1% IOG score, supported by 80.5% trust and 81.7% performance ratings. Their ratings were anchored on governance consistency, public engagement, local development programs, economic and social service delivery, and perceived efficiency in city management.

Also included among the region’s top-performing city mayors are 𝐌𝐚𝐲𝐨𝐫 𝐕𝐚𝐥 𝐂𝐡𝐢𝐨𝐧𝐠 of Naga City with a 79.1% IOG score (78.35% trust, 79.9% performance), 𝐌𝐚𝐲𝐨𝐫 𝐉𝐚𝐧𝐞 𝐘𝐚𝐩 of Tagbilaran City with 77.7% IOG (77.1% trust, 78.4% performance), 𝐌𝐚𝐲𝐨𝐫 𝐌𝐚𝐲𝐞𝐥 𝐌𝐚𝐫𝐭𝐢𝐧𝐞𝐳 of Bogo City with 75.2% IOG (74.6% trust, 75.8% performance), 𝐌𝐚𝐲𝐨𝐫 𝐍𝐢𝐭𝐨 𝐃𝐮𝐫𝐚𝐧𝐨 of Danao City with 71.8% IOG (71.2% trust, 72.5% performance), and 𝐌𝐚𝐲𝐨𝐫 𝐏𝐚𝐭𝐫𝐢𝐜𝐤 𝐁𝐚𝐫𝐜𝐞𝐧𝐚𝐬 of Carcar City with 70.7% IOG (70.4% trust, 71.1% performance), reflecting sustained public confidence in their governance, accessibility, transparency, and public service performance.

The survey results indicate that Central Visayas voters are becoming increasingly governance-oriented and performance-driven, placing greater value on accountability, visibility, accessibility, fiscal discipline, effective program implementation, and measurable delivery of local government services. RPMD noted that under the Index of Governance framework, an IOG score of 55% serves as the acceptable benchmark for governance performance, while significantly higher scores indicate stronger public trust, broader approval of governance delivery, and higher overall satisfaction among constituents.
