City Advisory Council of Talisay City is a Private-Public Organization composed of various representatives from different sectors to act as an Advisory body in guiding the PNP in attaining its vision and strategic direction. Mission

To bring in Community Leaders together and to act in an advisory capacity to our local Philippine National Police by informing them of public safety issues, law enforcement needs and actions to ensure a better quality of life for the citizens of Talisay City, Cebu.

SUSPECT IN THE SHOOTING AND KILLING OF A MOVE-IT/HABAL-HABAL DRIVER ARRESTED IN HOT PURSUIT

City of Talisay, Cebu, February 7, 2026 – The suspect in the broad daylight shooting and killing of a move-it/habal-habal driver was arrested following a swift and prompt police response operation by the personnel of the City of Talisay Police Station (CTPS).

In the morning of February 4, 2026, a concerned citizen called the CTPS regarding a shooting incident that transpired in Purok Sampaguita, Brgy. San Roque, Talisay City, Cebu. Personnel of the CTPS immediately responded, and upon arrival at the area, the victim, identified as alias Ryan, of legal age and a resident of Purok Lumboy, Brgy. San Roque of this City was already rushed to Cebu South Medical Center but was declared dead on arrival by the attending physician.

Subsequent investigation, including the careful review and analysis of the CCTV footage obtained from the nearby establishment clearly revealed the suspect’s features, build, clothing, and movements while fleeing on board a BMX-type bicycle. Immediately, a swift, continuous, and relentless hot pursuit operation was launched, which resulted in the arrest of the suspect, identified as alias Alfie, at Fortune Plains, Brgy. Cansojong, Talisay City, Cebu, in the evening of February 5, 2026.

Pieces of evidence, which were recovered during the arrest, are now in police custody for proper disposition. A case for Murder (Violation of Article 248, Revised Penal Code) is being prepared for filing in Court against the arrested suspect.

In a statement, PLTCOL HOMOBUNO R SAYON, COP, City of Talisay Police Station, underscored the strong commitment and readiness of CTPS to respond and resolve the moment a crime is reported. He assured to implement continuous tailored-fit initiatives and interventions and called on the public to remain vigilant and strengthen collaboration with law enforcement to ensure the safety and security of all Talisaynons.

TOP 1 MOST WANTED PERSON ARRESTED IN TALISAY CITY

The City of Talisay Police Station successfully arrested the Top 1 Most Wanted Person at both the Provincial and Municipal Levels during an intelligence-driven law enforcement operation conducted on February 3, 2026, in Sitio Tabok Sapa, Barangay Jaclupan, Talisay City, Cebu.

The suspect, identified only by the alias “Dario,” is a 57-year-old farmer and a resident of Purok Seneguelas, Barangay Jaclupan, Talisay City, Cebu.

The operation was carried out by the Tracker Team of the City of Talisay Police Station, resulting in the successful service of warrants of arrest for Sexual Assault under Article 266-A (2) in relation to Section 5(b) of Republic Act 7610, with two (2) counts of criminal cases pending before the Family Court, 7th Judicial Region, Branch 7, Talisay City, Cebu, with a recommended bail of Php 200,000.00 for each count.

PCOL ABUBAKAR UDANG MANGELEN JR., Provincial Director of the Cebu Police Provincial Office, lauded the successful operation and reiterated the police force’s commitment to justice, stating: “This accomplishment highlights the dedication of our personnel in tracking down fugitives, especially those involved in crimes against children. The Cebu Police Provincial Office remains firm in its mission to protect the vulnerable and ensure that justice is served without fear or favor.”

NOTORIOUS GUN-FOR-HIRE AND HANDLER ARRESTED FOLLOWING A PRECISE AND SWIFT HOT PURSUIT OPERATION

Talisay City, Cebu – A notorious gun-for-hire, alias “Keith Anthony” and his handler, alias “Ronald” were arrested for the death of a certain Richard, who was shot to death in the evening of January 18, 2026 at Upper Lawaan 1, City of Talisay, Cebu.

The identity of the suspect was positively established through careful review and analysis of CCTV footage obtained from the crime scene and nearby establishments. The footage clearly showed the suspect’s facial features, physical build, clothing, and movements during the commission of the crime. The footage greatly aided the investigation through forward and backward tracking of CCTV leading to the whereabouts of the suspect.

Thorough investigation disclosed that the suspect, alias “Keith Anthony” is a known gun-for-hire, involved in at least four shooting incidents within City of Talisay. He was linked on various gun-related crimes committed for monetary consideration. Suspect and his handler were arrested after a swift, relentless, and continuous hot pursuit operation on the evening of January 21, 2026.

Various pieces of evidence were recovered during the arrest and are now in police custody for proper disposition. One (1) unit of a .45 caliber pistol was also seized and will be subjected to ballistic cross-matching examination against the fired cartridge cases recovered at the crime scene. A case for Murder (Violation of Article 248, Revised Penal Code) is being prepared against the arrested suspects.

In a statement, PLTCOL HOMOBUNO R SAYON, COP, City of Talisay Police Station, emphasized that the CTPS remains steadfast in its commitment to pursue criminal elements who threaten and undermine peace and order in the city. He further called on the public to remain vigilant and strengthen collaboration with law enforcement to ensure the safety and security of all Talisaynons. The arrest of the gun-for-hire and his handler marks a significant accomplishment in dismantling an organized gun-for-hire operation within the station’s area of responsibility and neighboring municipalities.
