HOLY WEEK 2026 | A Time for Reflection and Stewardship

As we enter the solemn observance of Holy Week, the Provincial Environment and Natural Resources Office (PENRO) encourages everyone to take this sacred time for reflection, prayer, and renewal.

From Palm Sunday (March 29) to Easter Sunday (April 5), may these meaningful days inspire not only spiritual growth but also a deeper sense of responsibility as stewards of our environment. Let us be mindful of our actions, keeping our surroundings clean, reducing waste, and protecting our natural resources, especially as many travel or gather with loved ones.

In this season of sacrifice and hope, may we also reflect on our shared duty to care for creation and preserve it for future generations.

We remind everyone to stay safe, observe proper guidelines, and extend kindness and respect to one another throughout this holy season.

May this Holy Week be peaceful, meaningful, and renewing for all. 🙏🌿

The Provincial Environment and Natural Resources Office (PENRO) Davao del Norte, in celebration of National Women’s Month, proudly honors its Women of Action.

Guided by this year’s theme, “WE for Gender Equality and Inclusive Society,” and inspired by the call to “Lead like the Babaylans, Filipinas!”, we recognize the vital role of women in environmental leadership as they promote sustainability, protect natural resources, and empower communities with strength and purpose.

PENRO’s Women of Action continue to make meaningful contributions through environmental initiatives, community collaboration, and responsible stewardship of our natural resources.

This celebration also highlights the impact of women in advancing sustainable development and inspiring collective action toward a healthier environment.

As Women’s Month comes to a close, we celebrate all PENRO women whose actions uplift and transform both nature and communities.

“ONE DAVNOR, ONE GOAL: Advancing Responsible Waste Management in Davao del Norte”

March 10, 2026| The Public Hearing under the Environmental Impact Statement (EIS) System for the proposed Construction of the Integrated Solid Waste Management Facility Project – Engineered Sanitary Landfill (Category 4) with Special Cell in Purok 7, Brgy. San Jose, Santo Tomas, Davao del Norte was successfully conducted at Barangay Gymnasium, San Jose, Santo Tomas. The event was facilitated by the DENR Environmental Management Bureau Region XI, headed by Regional Director Alnulfo Alvarez, along with the Clearance and Permitting Division Chief, Dulce O. Dumasis and EIA Section Chief, Engr. Melvin Dapitanon; the Provincial Government of Davao del Norte (proponent) under the leadership of Kuya Gov Edwin Jubahib, PENR Officer Nelson F. Plata, and the Geospatial Environmental Consultancy Services (EIA Preparer) headed by Ms. Merasol P. Buenavista. It was participated by the Department Heads and representatives from various offices of the eight (8) Municipalities, DENR Panabo City and Province of Davao del Norte, the Department of Education, and other stakeholders from barangay San Jose and New Visayas.

The activity served as an important platform to present the project, discuss its potential environmental and social impacts, and allow community members and stakeholders to share their questions, insights, and recommendations as part of the environmental assessment process.

The conduct of this public hearing is in accordance with Presidential Decree No. 1586 (Philippine Environmental Impact Statement System) and its Implementing Rules and Regulations under DENR Administrative Order No. 2003-30, which emphasize transparency, public participation, and informed decision-making in the environmental assessment of proposed projects.

The active participation of the community and stakeholders highlights the shared commitment to responsible solid waste management, environmental protection, and sustainable development.

Davao del Norte Celebrates Zero Waste Month, 25th RA 9003 Anniversary with United Cleanup Drive

In line with the observance of the 2026 National Zero Waste Month and the celebration of the 25th Anniversary of Republic Act No. 9003, also known as the Ecological Solid Waste Management Act of 2000, the Provincial Government of Davao del Norte, through the Provincial Environment and Natural Resources Office (PENRO), actively participated in the annual environmental celebration on January 28, 2026.

The activity was held under the theme “Honoring our past, renewing commitments, innovating for a cleaner tomorrow,” highlighting the collective efforts of government agencies and key stakeholders in advancing sustainable waste management practices. The event further strengthened partnerships in promoting waste reduction, proper segregation at source, and recycling as essential components of environmental protection and responsible resource management. The PENRO, headed by Mr. Nelson F. Plata, MPA, EnP, was represented by For. Ro-ann V. Grancho, together with personnel from the Environment and Climate Change Division.

The celebration was spearheaded by the Department of Environment and Natural Resources – Community Environment and Natural Resources Office (DENR-CENRO) New Corella, led by For. Marites D. Jocson, and was participated in by various partner agencies, including the City Environment and Natural Resources Office (CENRO) of LGU Tagum City, Criminal Investigation and Detection Group (CIDG) – Davao del Norte, Philippine National Police (PNP), Armed Forces of the Philippines (AFP), as well as Barangay Officials and Functionaries of Barangays Mankilam and San Miguel, Tagum City.

A major highlight of the activity was a cleanup drive at Garciaville Creek, a known tributary of the Tagum–Libuganon River. The joint effort resulted in the cleaning of an estimated 600-meter stretch of the creek, with approximately 350 kilograms of waste collected, consisting predominantly of residual waste. The activity underscored the continuing challenges in solid waste management and the importance of sustained community participation in protecting waterways and downstream ecosystems.

Through this collaborative initiative, the Provincial Government of Davao del Norte reaffirmed its commitment to environmental stewardship, inter-agency cooperation, and the full implementation of RA 9003, as it continues to promote responsible waste management and environmental sustainability for present and future generations.

Waste Not, Learn Lots! ♻️

The Provincial Government of Davao del Norte, under the leadership of Governor Edwin I. Jubahib, through the PENRO headed by EnP. Nelson F. Plata, MPA, extends heartfelt gratitude to the DENR - EMB Davao Region, headed by Regional Director Alnulfo Avalrez, for their unwavering support and technical guidance.

On November 13–14, 2025, we successfully wrapped up a 2-day Waste Analysis and Characterization Study (WACS) Training at The Royal House Hotel, Tagum City! 🙌✨

The activity brought together our component LGUs and the Institutional Solid Waste Education and Enforcement Program (ISWEEP) focal persons for a hands-on, knowledge-packed workshop aimed at strengthening WACS methodology, data processing, and analysis—essential steps in updating the 10-Year Solid Waste Management Plans of our LGUs and the Province. ♻️📊

We extend our heartfelt appreciation to Engr. Mark Vergel B. Borja of the EMB XI and his team for sharing their expertise and for simplifying complex processes, making the learning experience both meaningful and practical. 💡👏

Indeed, waste not, learn lots—and this training truly made an impact. Here’s to data-based waste management and a greener Davao del Norte! 🌍💚
