ON THE VIRAL VIDEO QUESTIONING THE LOCATION OF A LAW ENFORCEMENT OPERATION
The Land Transportation Office (LTO) Tagum District Office takes note of the viral video posted by Ms. Elizabeth C. Pia, a concern citizen, questioning the location of a recent law enforcement operation conducted along Pioneer Avenue (Main Road), Tagum City.
We wish to clarify that the subject activity was a LEGITIMATE, AUTHORIZED, AND PROPERLY COORDINATED JOINT NIGHT LAW ENFORCEMENT OPERATION, conducted at approximately 6:00 P.M., pursuant to the implementation of Republic Act No. 4136, the Memorandum Circular No. MVL-2026-5314 on the Revised Guidelines on Improvised/Duplicate Plates, and existing LTO laws, rules, regulations, and enforcement directives.
The operation was JOINTLY CONDUCTED by the LTO Tagum District Law Enforcement Team, the Traffic Management Unit (TMU) of the City Government of Tagum, and the Tagum City Police Station, Philippine National Police (PNP), together with the duly deputized enforcers of LTO Region XI. The operation was conducted in a well-lighted area, with appropriate roadside signages and visible indications of an ongoing law enforcement activity, to ensure the safety and awareness of motorists and other road users.
The choice of Pioneer Avenue (Main Road) in Tagum City, as the enforcement area was strategic and operationally justified, taking into consideration the movement and volume of motorists and the need for a visible enforcement presence along a major roadway. Enforcement operations are necessarily conducted at strategic locations where they can effectively deter traffic violations and promote compliance with existing traffic laws and regulations.
The operation specifically monitored and addressed various traffic violations, including defective or unnecessary lights, driving under the influence of alcohol, reckless driving, failure to wear the prescribed motorcycle helmet, Not Wearing Seatbelt, unregistered or expired motor vehicle registration, and driving without a valid driver's license, among other violations under existing laws and regulations.
Most importantly, the operation was conducted LAWFULLY, PROFESSIONALLY, AND ABOVE BOARD, with the paramount objective of protecting motorists, passengers, pedestrians, and the general public from preventable road crashes and traffic-related risks.
The LTO Tagum City District Office respects the public's right to raise questions, express concerns, and seek clarification regarding government operations. At the same time, we encourage the public to consider the complete circumstances and official context of an enforcement activity before drawing conclusions based solely on a viral video or an isolated portion of an enforcement operation.
The LTO remains steadfast in its mandate to enforce the law fairly, strengthen inter-agency cooperation, promote road discipline, and protect lives on our roads.
