𝗬𝗢𝗨𝗧𝗛 𝗙𝗘𝗔𝗧𝗨𝗥𝗘 | 𝗧𝗔𝗚𝗨𝗠 𝗖𝗜𝗧𝗬 𝗜𝗡𝗦𝗧𝗜𝗧𝗨𝗧𝗜𝗢𝗡𝗔𝗟𝗜𝗭𝗘𝗦 𝗦𝗘𝗔𝗟 𝗢𝗙 𝗚𝗢𝗢𝗗 𝗬𝗢𝗨𝗧𝗛 𝗚𝗢𝗩𝗘𝗥𝗡𝗔𝗡𝗖𝗘 𝗢𝗥𝗗𝗜𝗡𝗔𝗡𝗖𝗘, 𝗙𝗜𝗥𝗦𝗧 𝗜𝗡 𝗗𝗔𝗩𝗔𝗢 𝗥𝗘𝗚𝗜𝗢𝗡

The City Government of Tagum has institutionalized the Seal of Good Youth Governance (SGYG) through City Ordinance No. 1098, s. 2026, becoming the first local government unit in the Davao Region to enact an ordinance formally establishing the governance recognition and functionality mechanism for Sangguniang Kabataan councils, youth, and youth-serving organizations.

Authored by Hon. Roan Angela G. Rillon, RND, PPSK President, the measure was approved by the 10th Sangguniang Panlungsod during its 35th Regular Session last March 23, 2026.

The ordinance, titled “An Ordinance Institutionalizing the Seal of Good Youth Governance (SGYG) in the City of Tagum, and Allocating Funds for the Purpose Thereof,” was also supported through Sangguniang Panlalawigan of Davao del Norte Resolution No. 561 s-2026, taking cognizance of Section 56(d) of Republic Act No. 7160, or the Local Government Code of 1991.

The SGYG aims to formally recognize and set standards of excellence in youth governance and development initiatives across Sangguniang Kabataan councils, student governments, youth organizations, and youth-serving institutions. It supports the attainment of the Local Youth Development Plan, aligned with the Philippine Youth Development Plan, ensuring that youth programs are both structured and impact-driven.

Notably, the Tagum City Youth and Sports Development Office has already been implementing the SGYG program for two years prior to its institutionalization through local legislation.

With the ordinance now in place, the program is provided with a formal legal framework and funding allocation, strengthening its sustainability and expansion.

Through this landmark legislation, Tagum City reinforces its commitment to youth empowerment, participatory governance, and institutionalized standards of excellence in local youth development.

- The Katipunan ng Kabataan (KK) officials or members of Barangay Madaum, OR
- A school-based youth organization, OR
- A community-based/religious-driven youth organization.
Must be committed to attend and actively participate in all summit activities.
