𝟗𝐭𝐡 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐀𝐃𝐀𝐂 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞 | 𝙈𝙖𝙨 𝙋𝙞𝙣𝙖𝙡𝙖𝙠𝙖𝙨 𝙣𝙖 𝙆𝙖𝙖𝙡𝙖𝙢𝙖𝙣 𝙥𝙖𝙧𝙖 𝙨𝙖 𝙈𝙖𝙨 𝘼𝙣𝙜𝙠𝙤𝙥 𝙣𝙖 𝙄𝙣𝙩𝙚𝙧𝙗𝙚𝙣𝙨𝙮𝙤𝙣

Matagumpay na idinaos noong Agosto 17–18, 2026 sa The Ritz Hotel at Garden Oases, Davao City ang 9th Provincial Anti-Drug Abuse Council (ADAC) Conference, na dinaluhan ng mga C/MADAC Focal Persons at staff mula sa buong Davao del Norte. Bilang bahagi ng patuloy na pagsisikap ni Hon. Kuya Gov. Edwin I. Jubahib, Gobernador at Tagapangulo ng PADAC, na higit pang palakasin ang mga inisyatiba laban sa ilegal na droga sa buong probinsya, isinulong ng Provincial Anti-Drug Abuse Council (PADAC) ang capacity-building activity na nakatuon sa pagpapahusay ng kaalaman at teknikal na kakayahan ng mga lokal na tagapagpatupad.

Nakatuon ang dalawang araw na conference sa wastong paggamit ng Addiction Severity Index (ASI) at Self-Reporting Questionnaire (SRQ) bilang mahahalagang kasangkapan sa sistematikong pagtatasa at paunang screening ng mga kliyente. Tinalakay ang mga pangunahing domain ng ASI—Medical; Employment and Support; Drug and Alcohol; Legal Status; Family and Social Relationships; at Psychiatric Status—upang matukoy ang iba't ibang salik na maaaring may kaugnayan sa kalagayan at pangangailangan ng kliyente at magsilbing batayan sa pagbuo ng angkop na intervention at treatment plan. Tinalakay rin ang SRQ, isang 20-item screening tool na maaaring makatulong sa pagtukoy ng mga indibidwal na maaaring mangailangan ng karagdagang assessment, intervention, o referral. Pinangunahan ang mga teknikal na talakayan ni Mr. Zander Von T. Baylon, MSPsy, RPsy, RPm, CHRA, ICAP I, Chief Program Health Officer ng DOH-DATRC Davao, na sinundan ng group discussions at praktikal na demonstrasyon upang mailapat ng mga kalahok ang kanilang natutuhan.

Binigyang-diin ng conference na ang maayos at evidence-informed na assessment ay mahalagang bahagi ng client-centered intervention, sapagkat nagbibigay ito ng mas malinaw na batayan sa pagpaplano ng serbisyo, referral, at iba pang kinakailangang suporta. Kasabay nito, binigyang-halaga ang tamang pangangasiwa ng assessment tools, wastong dokumentasyon, confidentiality, at inter-agency coordination upang maprotektahan ang kapakanan ng kliyente at matiyak ang angkop na pagtugon sa kanilang mga pangangailangan. Sa pamamagitan ng patuloy na pagpapalakas ng kapasidad ng mga ADACs, layunin ng PADAC na higit pang mapahusay ang kalidad ng serbisyo at pagpapatupad ng mga programang anti-drug sa buong probinsya.

5𝘁𝗵 𝗦𝗜𝗖𝗔𝗣-𝗔𝗗𝗔𝗖𝘀 𝗕𝗶-𝗠𝗼𝗻𝘁𝗵𝗹𝘆 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗮𝗻𝗱 𝗥𝗲𝗽𝗼𝗿𝘁𝗶𝗻𝗴

Bilang bahagi ng patuloy na pagsisikap ni Hon. Kuya Gov. Edwin I. Jubahib, Gobernador at Tagapangulo ng PADAC, na higit pang palakasin ang mga inisyatibong laban sa ilegal na droga sa buong probinsya, patuloy na isinusulong ng Provincial Anti-Drug Abuse Council (PADAC) ang mas episyente, koordinado, at batay sa wastong datos na pagpapatupad ng mga programa laban sa ilegal na droga sa buong Davao del Norte. Matagumpay na idinaos noong Agosto 13, 2026 sa Kaputian Beach Park, Island Garden City of Samal, Davao del Norte ang 5th SICAP-ADACs Bi-Monthly Monitoring and Reporting, na dinaluhan ng mga kinatawan mula sa DILG, PDEA, PNP, at mga C/MADACs ng buong probinsya.

Nakatuon ang aktibidad sa pagsubaybay, pagtatasa, at pagtugon sa mga kakulangan sa pagpapatupad ng mga programa laban sa ilegal na droga sa mga lungsod at munisipalidad ng Davao del Norte. Tinalakay ang mga kinakailangang paghahanda para sa Regional Oversight Committee on Barangay Drug Clearing (ROCBDS) Deliberation, kabilang ang pagkumpleto ng mga dokumento, pagsubaybay sa kalagayan at pagtatapos ng intervention ng mga Persons Who Use Drugs (PWUDs), accreditation ng mga service provider, pagpapatibay ng barangay-level profiling at pagkakatugma ng datos, at maayos na operasyon at dokumentasyon ng Balay Silangan. Ginabayan din ang mga C/MADACs sa paghahanda ng kanilang SICAP-ADACs Catch-Up Plan and Action Plan bilang konkretong tugon sa mga natukoy na kakulangan at nakabinbing gawain.

Pinagtibay ng aktibidad na ang epektibong pagpapatupad ng mga programa laban sa ilegal na droga ay nangangailangan ng matibay na koordinasyon ng iba't ibang ahensya, wastong datos, maayos na dokumentasyon, at tuloy-tuloy na interbensyon sa komunidad. Sa pamamagitan ng sama-samang pagkilos at patuloy na pagpapalakas ng kakayahan ng mga lokal na tagapagpatupad, patuloy na isinusulong ng PADAC ang mas organisado, maagap, at responsableng pagpapatupad ng mga programa laban sa ilegal na droga tungo sa mas ligtas at drug-resilient na Davao del Norte.

The 4th Multi-Stakeholders Meeting on the K9 Narcotic Detection Dog (NDD) Interdiction Substation, held on July 28, 2026 at the VIP Clubhouse, DNSTC, Mankilam, Tagum City, Davao del Norte, successfully brought together key partner agencies including the Davao del Norte Provincial Police Office (DNPPO), Philippine Drug Enforcement Agency (PDEA), Department of Public Works and Highways (DPWH), Provincial Engineer’s Office (PEO), HIJO Resources Corporation, and barangay officials from identified areas. The activity served as a vital platform to strengthen coordination, align implementation strategies, and address concerns for the establishment of K9 Interdiction Substations across the province.

Key updates were presented on the development of proposed facilities, including technical plans, site preparations, and conceptual designs for identified barangays. Discussions also focused on legal processes such as the proposed agreements with partner agencies and land use arrangements, as well as operational planning covering personnel deployment, duty schedules, and interdiction procedures. Issues on site concerns were raised and addressed, with plans for further coordination meetings and joint site inspections to ensure smooth implementation.

With the continued leadership and strong support of Hon. Kuya Gov. Edwin I. Jubahib, Governor and PADAC Chairman, this pioneering initiative reinforces the province’s commitment to innovative and collaborative approaches in the fight against illegal drugs. Through unity and shared responsibility, all stakeholders reaffirm their dedication to achieving a drug-cleared Davao del Norte.

📌 𝙎𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣𝙞𝙣𝙜 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝘿𝙧𝙪𝙜-𝘾𝙡𝙚𝙖𝙧𝙞𝙣𝙜 𝙀𝙛𝙛𝙤𝙧𝙩𝙨 | 𝙒𝙤𝙧𝙠𝙨𝙝𝙤𝙥 𝙞𝙣 𝘼𝙘𝙩𝙞𝙤𝙣

In line with the continuing efforts of Hon. Kuya Gov. Edwin I. Jubahib, Governor and PADAC Chairman, to further strengthen anti-drug initiatives across the province, the Provincial Anti-Drug Abuse Council (PADAC) successfully convened a workshop on the Preparation and Review of Barangay Drug-Clearing Program Documents on July 20, 2026, at the TechVoc Training Hall, Government Center, Mankilam, Tagum City, reinforcing efforts toward achieving and sustaining Drug-Cleared Barangays. The activity formally opened with the welcome message, as well as the statement of purpose and workshop objectives, delivered by IA V Mildred D. Romero, Provincial Officer of PDEA, emphasizing the importance of collaboration and sustained initiatives in maintaining drug-cleared communities. This was followed by an inspiring message from Ms. Jucylen C. Lumangtad, LPT, PADAC Focal, setting a positive and motivating tone for the day.

The workshop proper was facilitated by IO II Maritess Dadis, BDCP Focal of PDEA, who guided participants through the preparation and review of documents essential in the validation and maintenance of Drug-Cleared status. Active participation from C/MADACs, BADACs, and PNP representatives strengthened coordination and enhanced local implementation strategies. The activity concluded with the awarding of certificates and a renewed commitment from all partners to sustain and protect Drug-Cleared Barangays across Davao del Norte.

𝗣𝗔𝗗𝗔𝗖 𝟯𝗿𝗱 𝗤𝘂𝗮𝗿𝘁𝗲𝗿 𝗥𝗲𝗴𝘂𝗹𝗮𝗿 𝗠𝗲𝗲𝘁𝗶𝗻𝗴

In line with the continuing efforts of Hon. Kuya Gov. Edwin I. Jubahib, Governor and PADAC Chairman, to further strengthen anti-drug initiatives across the province, the Provincial Anti-Drug Abuse Council (PADAC) successfully convened its 3rd Quarter Regular Meeting on July 14, 2026 at the VIP Clubhouse, Davao del Norte Sports and Tourism Complex, Mankilam, Tagum City, Davao del Norte, bringing together key stakeholders to sustain collaboration and advance strategic programs. By authority of the Hon. Governor, the meeting was presided over by Atty. Ralph P. Dela Cruz, Lt. Col., PA (Ret.), Provincial Administrator and PADAC Task Force Action Officer, together with PLTCOL Jun A. Bautista, Chief of the Police Community Affairs and Development Unit, DNPPO, and Ms. Rosalinda O. Rapista, RSW, Head of the PSWDO and PADAC Secretariat.

Key reports were presented from various task forces and committees, including the Taskforce on Security & Enforcement Services, Taskforce on Justice/Legal Services, and Taskforce on Reformation & Rehabilitation Services. Updates from the City/Municipal Anti-Drug Abuse Councils (C/MADACs) covering the three cities and eight municipalities, as well as reports from the DILG, Drug-Free Workplace Committee, partner agencies, and education services sector were also highlighted, along with updates from the PADAC Secretariat.

Among the key developments presented was the approval of Resolution No. 03, s. 2026, officially adopting and authorizing the use of the K9 Narcotics Detection Dog (NDD) Project logos as the official logos of the K9 NDD Project of Davao del Norte. The meeting concluded with a unified commitment among stakeholders to further intensify coordination and uphold a proactive, whole-of-government approach toward achieving a safer, drug-cleared Davao del Norte.
