PROACTIVE GOVERNANCE IN ACTION!
The Office of the City Budget Officer successfully conducted a strengthened and strategic Barangay Income Forum last August 11โ€“14, 2026, at the CBO Conference Room, 2nd Floor City Hall Government Center, JV Ayala Avenue, Apokon, Tagum City! ๐Ÿ›๏ธ๐Ÿ“Š

From Fund-Spenders to Economic Hubs! ๐Ÿ“ˆ
This annual forum equips our component barangays with the tools to optimize local tax collections, fees, and community enterprisesโ€” enabling them to transition from spending-focused units into self-reliant economic hubs.
Key functionariesโ€”including the Punong Barangays, Treasurers, and Secretaries from all 23 Barangay Councilsโ€”joined forces with the CBO-Barangay Budget Review and Coordination Division alongside with Assistant City Treasurer, Ms. Florencia B. de Castro.
The forum featured in-depth discussions on the key areas of budget preparation, including legal mandates, regulatory guidelines, mandatory statutory allocations (such as the Development Fund, LDRRMF, SK, and GAD funds), and alignment with the Barangay Development Plan. Emphasis was explicitly highlighted on strategic income target setting as the material determinant of each barangay's financial capacity to successfully execute its developmental programs, projects, and activities (PPAs).๐Ÿ”„

Innovation in Efficiency:
To maximize efficiency and focus, the activity was organized into small batches of three barangays per session. This focused group setting proved highly effective in addressing technical inquiries and resolving common issues encountered during the budget review stage, successfully streamlining the process from the traditional 23 separate schedules down to a compressed 4-day period.โฑ๏ธ๐Ÿ’ช
