DOST-ITDI Researchers Complete Training at Japan Tissue Engineering Co., Ltd. to Establish the Philippines’ First In Vitro Skin Sensitization Testing Laboratory

Researchers from the Department of Science and Technology – Industrial Technology Development Institute (DOST ITDI) have successfully completed a series of lecture and hands-on training on the Epidermal Sensitization Assay (EpiSensA) at Japan Tissue Engineering Co., Ltd. on 19–21 May 2026, under the guidance of Dr. Hiromichi Mitake, Regional Manager and Dr. Mitsuko Hatanaka, Manager from the LabCyte Business Promotion Division. The training team was composed of Ms. Ma. Rachel V. Parcon, RCh, MSc, Chief Science Research Specialist; Ms. Julieta B. Brigoli, RPh, MSc, Senior Science Research Specialist; and Ms. Chelsea Kate F. Jose, Science Research Specialist I from the ITDI-Standards and Testing Division. This capacity-building activity marks a key step toward establishing the first in vitro skin sensitization testing laboratory in the Philippines.

Skin sensitization studies check whether a substance can cause an allergic skin reaction (allergic contact dermatitis) after repeated contact. This is a key safety requirement for product approval by regulators, including the Philippine Food and Drug Administration, because such reactions can affect many consumers. At present, most sensitization tests rely on animals which are associated with prohibitive costs, handling challenges, limited animal supply, and ethical concerns. These issues are especially challenging for the Pharmacology and Toxicology Section of the Standards and Testing Division, since skin sensitization is one of the six acute safety tests that regulators require.

To respond to these challenges, DOST-ITDI is establishing in vitro testing using the EpiSensA method. This approach uses laboratory-grown human skin models (reconstructed human epidermis, or RhE) which follows OECD Test Guideline 442D. EpiSensA can test a wide range of chemicals, including complex substances that have been difficult to evaluate using older alternative methods. It is also recognized as the world’s first non-animal skin sensitization test that uses an artificial skin model, has shown strong relevance to real human skin responses in recent studies, and is already being used in advanced regulatory and industry laboratories in Japan, Europe, and the United Statesβ€”making its adoption in the Philippines both a scientific milestone and in step with global best practice.

Once established at DOST-ITDI, this capability will support the local cosmetics and personal care industry, as well as research on topical drug and herbal formulations, by providing an ethical, scientifically robust, and internationally benchmarked approach to skin sensitization testing before products proceed to clinical studies or market registration.

Through this milestone, DOST-ITDI advances the country’s readiness for next-generation, non-animal safety testing in line with global best practices.

STD's First IQA based on QMS for ISO 9001:2015

On 25 May 2026, the ITDI-Standards and Testing Division (STD) successfully underwent an Internal Quality Audit (IQA) of its Quality Management System (QMS), focused on aligning with the rigorous requirements of ISO 9001:2015.

This targeted audit marks a pivotal milestone in the strategic incorporation of the STD into the wider DOST-ITDI Quality Management System. The evaluation was meticulously conducted by a dedicated pool of cross-divisional internal auditors: Engr. Engel Ibarra from the Environment and Biotechnology Division (EBD) and Mr. Christopher Bilbao from the Chemicals and Energy Division (CED).

Through cooperative efforts and a shared commitment to excellence, the audit highlighted STD's continuous drive to streamline processes, improve operational efficiencies, and uphold the highest standards of data integrity and customer satisfaction.

ITDI-Standards and Testing Division Welcomes Newly Promoted Staff in Oath-Taking Ceremony

The Industrial Technology Development Institute of the Department of Science and Technology (DOST ITDI) marked a milestone in human resource development today, 26 May 2026, with the official oath-taking and assumption of duty of its newly promoted personnel.

The ceremony was spearheaded by DOST-ITDI Institute Director, Dr. Annabelle V. Briones, who administered the oath of office to ITDI-Standards and Testing Division staff Mr. Kyle Miguel B. Magsaysay. Mr. Magsaysay has been promoted to the position of Science Research Assistant.

In his new capacity, Mr. Magsaysay will vitalize operations within the division by serving as crucial staff for the Receiving and Releasing Unit (RRU). Concurrently, he will take on the vital role of Document and Information Controller (DIC) for the division's Laboratory Quality Management System (LQMS) based on ONS ISO/IEC 17025:2017, ensuring that the highest standards of data integrity, quality control, and procedural compliance are maintained.

The DOST ITDI and the ITDI-Standards and Testing Division leadership extend their warmest congratulations to Mr. Magsaysay as he steps into this elevated role, confident that his dedication will further drive the institute's commitment to "Solutions & Opportunities for All."

DOST ITDI Strengthens Regional Soils Lab Capabilities through Customized Chemical Method Validation/Verification Training

In its commitment to fostering robust scientific metrology and reliable laboratory networks across the country, the Industrial Technology Development Institute (DOST ITDI) successfully conducted a three-day customized training course titled "Statistical Evaluation of Analytical Data, Validation and Verification of Chemical Methods of Analysis" from 11-13 May 2026.

The capacity-building activity was requested by the Regional Soils Laboratory of the Department of Agriculture Regional Field Office IVA (DA RFO IVA) to enhance the technical competency of its laboratory personnel. The training took place at the Lipa Agricultural Research and Experiment Station (LARES) in Marauoy, Lipa City, Batangas.

Serving as the institute’s leading expert and resource speaker was Mr. Admer Rey C. Dablio, RCh, CCPQM (Supervising Science Research Specialist of the Chemistry Laboratory and Quality Manager of the ITDI-Standards and Testing Division's Laboratory Quality Management System). Leveraging his extensive expertise in analytical testing and laboratory quality management systems, Mr. Dablio guided the trainees through the critical statistical tools, rigorous data evaluation protocols, and practical methodologies required to fulfill stringent method validation and verification criteria.

The completion of this training equips the DA RFO IVA Regional Soils Laboratory personnel with advanced technical proficiencies crucial for maintaining high-quality analytical testing, ensuring data integrity in soil and agricultural analysis, and aligning with national and international quality standards.
