The Regional Annual Administrative Tactical Inspection (RAATI) was successfully conducted at the Amang Rodriguez Institute of Science and Technology today. The team headed by COL GERALD L MONFORT MNSA (INF) PA, Chairman and LTC LEILANIE F CASA MNSA PA (RES), Vice-Chairman was graciously welcomed by LTC CECILIO N LUCAS JR (CE) PA, Commandant, and 1LT VENERANDO VIZARRA PA ( RES), Asst Commandant , highlighting the collaborative effort in promoting discipline, leadership, and patriotism among students.

ROTC remains a vital program that molds responsible and service-oriented individuals, fostering qualities essential for nation-building and community development. Through these inspections, we ensure the continued excellence and integrity of our training and values.

Sa kabilang dako ng Negros, lima ang napatay na mga NPA sa isang bagong labanan kontra sa tropa ng Philippine Army noong ika-16 ng Mayo 2026.

May nakuhang M60 GPMG, M16 at M14 Rifle, pati M203 Gr***de Launcher.

Ang inaantabayanan namin ngayon ay kung sino na naman ang ideklarang mga "Reseachers" at ihanay na "bayani" sa mga eskwelahan na pinanggalingan nila.

Inaabangan din namin kung uubra pa rin yong bilasa na propaganda.

P.S. Kilalanin nyo yang mga pasimuno sa pang-rekrut at pagpadala ng mga "researchers" papunta sa hanay ng NPA. Sila nagpahamak sa mga bata, sila pa yong nagpapabida para walang pananagutan sa mga magulang ng mga biktima. ๐Ÿ˜ก

The 1st RRIBn, 1303 CDC, NCRRCDG proudly welcomed its Battalion Adviser, COL RAFAEL M ALUNAN III PA (RES), during his official visit aimed at assessing the battalionโ€™s operational readiness, strengthening leadership alignment, reinforcing morale and unit cohesion, and providing strategic guidance to further enhance mission effectiveness. Upon arrival, COL ALUNAN was accorded the traditional courtesy salute by LTC LEILANIE F CASA MNSA PA (RES), Battalion Commander, together with the Battalion Key Staff and the Company Commanders.

The battalion briefing was presented by MAJ MA AURORA T CADAY PA (RES), Ex-O highlighted the unitโ€™s organizational overview, personnel strength and status, training accomplishments, operational readiness posture, civil-military operations initiatives, key operational concerns, and strategic direction. The presentation demonstrated the battalionโ€™s continuing commitment to readiness, responsiveness, and service excellence as part of the Army Reserve Force.

A significant part of the engagement centered on COL ALUNANโ€™s advocacy on community resiliency. He discussed the Community Resilience Framework, which he authored, emphasizing the vital principles of situational awareness, adaptability, decisive leadership, community ownership, bayanihan spirit, communication, cooperation, and coordination. His guidance underscored the crucial role of reservists not only as force multipliers in national defense but also as frontline partners in humanitarian assistance and disaster response operations. Following the dialogue and guidance session, COL ALUNAN proceeded to the CDC grounds, where he was briefed on the capabilities and equipment of the battalionโ€™s Alpha Company Search and Rescue Unit. The demonstration featured rescue tools, communications equipment, emergency response assets, and disaster response capabilities utilized during calamities and emergency operations. The activity highlighted the growing capability of the Army Reserve Force to rapidly mobilize and respond during times of crisis, disasters, and national emergencies. It reinforced the importance of maintaining a highly trained, disciplined, and mission-ready reserve unit capable of supporting the Armed Forces of the Philippines and assisting local communities whenever called upon. The engagement also strengthened camaraderie, professionalism, and the shared commitment of officers and enlisted reservists toward service to country and people.

The successful conduct of the Adviserโ€™s visit was made possible through the guidance of COL FERDINAND REY G GA (ART) PA, Group Commander, NCRRCDG, and under the supervision of COL ALVIN S ASPIRAS (ART) PA, 1303 CDC Director.

โ€œTHE STRENGTH OF A NATION LIES IN THE CHARACTER, DISCIPLINE, AND PATRIOTISM OF ITS YOUTH.โ€

LTC LEILANIE F CASA MNSA PA ( RES),

LTC LEILANIE F CASA MNSA PA (RES), Battalion Commander of the 1st RRIBn, 1303 CDC, NCRRCDG proudly graced the Joint Donning of Ranks and Closing Ceremony of the Basic ROTC Training of the Department of Military Science and Tactics held on 09 May 2026.

During the ceremony, LTCOL CASA administered the Oath of Incorporation of the Basic ROTC Graduates into the Reserve Force, symbolizing the commitment of the youth to serve, protect, and stand ready for the nation in times of peace, crisis, and national emergency.

The event highlighted the enduring relevance of the Reserve Officer's Training Corps in molding young Filipinos into responsible, disciplined, and service-oriented citizens. ROTC remains a vital pillar in strengthening national security, disaster preparedness, community resilience, and patriotism among the youth โ€” empowering future leaders who embody courage, integrity, leadership, and love of country.

The ceremony was further inspired by the message of keynote speaker Mr Angelo Joseph M Salas LPT MAEd, NSTP Coordinator of Olivarez College, who was formally introduced by MAJ ALEXANDER M LAMBIQUIT (CE) PA, Commandant of the Department of Military Science and Tactics.

To the graduates: your donning of ranks is not merely a recognition of training completed, but a solemn call to leadership, discipline, civic responsibility, and faithful service to the Filipino people. May you continue to become instruments of nation-building and defenders of peace, sovereignty, and democracy.

If we were to believe the Communist Party of the Philippines-New Peopleโ€™s Army (CPP-NPA) and their supporters here in the United States, their revolutionary movement continues to enjoy the support of the Filipino masses.

This is one of their come-ons for unsuspecting Filipino-American youth who they are able to manipulate into going to the Philippines and make a difference in the lives of the poor Filipino people by joining the NPA.

CPP cadres based in the US will, of course, not tell
those they were able to convert that whatever is left of the NPA is constantly on the run and that the Filipino masses who they say they are trying to free from the shackles of poverty and oppression have rejected the godless ideology that they have desperately been trying to peddle.

If the CPP-NPA still holds sway in Negros Occidental, then their April 19 encounter with government forces in the town of Toboso would not have happened at all. If they had the support of the masses, the 19 NPA rebels, including the two American activists, would most likely still be alive today.

Proof that the NPA has lost the trust and support of the people they claim to be fighting for was how their encampment was located. It was not a case of government forces just stumbling upon the NPA position while on patrolโ€”they were actually led there by civilians who want nothing to do with rebels who have been behind the campaign of terror that left dead more than 40 civiliansโ€”all suspected to be government spies.

Government forces also did not catch up with the fleeing rebels after six hours by chance. It was also ordinary civilians who told the government troops the area near the fishponds where the rebels were hiding, triggering a series of gun battles that resulted in their deaths.

And then, there is the Municipal Council of Toboso, which recently issued a resolution declaring the CPP-NPA as persona non grata (unwelcome) in their northern Negros municipality.

"(This) expresses the strong condemnation of the local government against insurgency and affirms its support for peace-building initiatives and lawful governance," the resolution said.

Filipino-American youth should think twice before allowing themselves to be convinced by CPP cadres in the US to go to the Philippines to join the NPA to help liberate the Filipino people. Filipino-American youth should be made to realize the NPA is a spent force that does not have the support of the Filipino people.

Fr. Ranhilio Aquino, in a column on The Manila Times, expounded on the effects of the communist insurgency on Filipino communities, especially in the provinces, where armed โ€œrebelsโ€ perpetrate attacks and endanger civilian lives.

โ€œThe ineluctable fact is that, its persistence notwithstanding, the CPP-NPA has failed to win over the population. Their point just does not stick,โ€ wrote the author. โ€œIt is undeniable that they have resorted to banditry: extorting from families, exacting โ€˜revolutionary taxesโ€™ and burning facilities โ€” such as cellphone sites and towers โ€” when their demands are not met.โ€
