- It is a standalone Information kiosk, hence, information access is possible even without internet connection;
- It is a compendium of S&T information gathered from all over

the world --- a one stop S&T information source; and
- It features videos dubbed “Tamang DOSTkarte Livelihood Videos” to stimulate every Filipino’s entrepreneurial capacity;

The DOST-STII STARBOOKS team actively participated as an exhibitor during the 2026 Regional Science, Technology, and Innovation Week (RSTW) in the Zamboanga Peninsula, held on August 12–14, 2026 at the Zamboanga Sports and Cultural Convention Center in Dipolog City, Zamboanga del Norte.

Represented by Emmanuel Cadelina and Reynaldo Morales, the team showcased how STARBOOKS works as a digital science library, giving visitors a closer look at its wealth of science, technology, and innovation resources.

Visitors also got to test their knowledge through interactive STI quizzes, making learning a fun and engaging experience for everyone.

Through STARBOOKS, DOST-STII continues to make science, technology, and innovation resources more accessible to communities across the country.

As part of the 𝘊𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺 𝘌𝘮𝘱𝘰𝘸𝘦𝘳𝘮𝘦𝘯𝘵 𝘵𝘩𝘳𝘰𝘶𝘨𝘩 𝘚𝘤𝘪𝘦𝘯𝘤𝘦 𝘢𝘯𝘥 𝘛𝘦𝘤𝘩𝘯𝘰𝘭𝘰𝘨𝘺 (𝘊𝘌𝘚𝘛) Program, the DOST-STII team, in partnership with DOST-CALABARZON and LGU Tanay, Rizal, conducted a three-day STARBOOKS deployment at selected schools in Tanay from July 27–29, 2026.

The deployment benefited Sta. Ines National High School, Tinucan National High School, Cayabu Integrated High School, Mamuyao Elementary School, and Laiban Integrated High School, providing students and teachers with offline access to a wealth of science, technology, and educational resources.

The deployment supports DOST's efforts to expand learning opportunities in last-mile communities.

Rain or shine, access to knowledge should never stop.

The Department of Science and Technology – Science and Technology Information Institute (DOST-STII), in partnership with the National Library of the Philippines (NLP), DOST Region 1, and the Provincial Government of La Union (PLGU), successfully conducted a three-day STARBOOKS Mass Installation, Training, and Users’ Orientation at the La Union Provincial Library from August 26 to 28, 2026.

Despite the inclement weather, 63 system units were installed in 43 beneficiary institutions across the province, bringing thousands of Science, Technology, and Innovation (STI) resources closer to students, teachers, and educators.

This initiative is more than just installing computers. It is about making reliable knowledge more accessible—especially to learners who need it most.

Through the continued collaboration of DOST, NLP, and PLGU, more young people in La Union can explore science, discover new ideas, strengthen their learning, and dream bigger.

Together, we bring knowledge closer to where it matters. 🌱📖

The Department of Science and Technology Central Luzon – PSTO Bataan, in partnership with the Department of Education – Schools Division of Bataan, has successfully completed the project “Deployment of STARBOOKS to Selected Digitally Divided Areas in District 1 of Bataan,” bringing valuable science and technology resources closer to students in communities where access to digital learning materials remains a challenge.
Through the project, three public schools in Bataan previously received a set of 𝐒𝐜𝐢𝐞𝐧𝐜𝐞 𝐚𝐧𝐝 𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐀𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐚𝐧𝐝 𝐑𝐞𝐬𝐞𝐚𝐫𝐜𝐡-𝐁𝐚𝐬𝐞𝐝 𝐎𝐩𝐞𝐧𝐥𝐲-𝐎𝐩𝐞𝐫𝐚𝐭𝐞𝐝 𝐊𝐢𝐨𝐬𝐤𝐒 𝐨𝐫 𝐒𝐓𝐀𝐑𝐁𝐎𝐎𝐊𝐒—a science and technology digital library that provides offline access to a wide range of learning resources.
The project provided one STARBOOKS server, one terminal, one printer, and one router to each of the following schools:

For the recipient schools, the impact of STARBOOKS can be seen in the everyday learning experiences of students. The digital library helps learners understand difficult lessons through educational videos and supplementary materials, supports students in conducting research and Science Investigatory Projects (SIP), and provides an accessible source of information even when internet connectivity is unavailable.
One recipient school expressed its appreciation for being chosen as a beneficiary, noting that STARBOOKS helps students explore difficult lessons, particularly through its educational videos, while providing articles and research materials that serve as useful guides and references.
Another school emphasized the value of having an offline resource that students could easily access when looking for information.
At its heart, the STARBOOKS project is more than a deployment of technology. It is about making knowledge more accessible to learners, giving them another tool to discover answers, understand difficult lessons, conduct research, and dream beyond the limitations of their surroundings.
