SPD Intensifies Safer Communities Through Oplan Bulabog

The Southern Police District (SPD) sustained its District-Wide Oplan Bulabog/Galugad operations as part of its integrated anti-criminality campaign focusing on the strict enforcement of local ordinances and the maintenance of public order to ensure safer communities across Southern Metro Manila.

A total of 1,117 violators were recorded during the operation. Compared to previous operations, the decrease in the number of violators indicates the growing effectiveness of sustained enforcement and increased public awareness of local ordinances. Common violations included drinking and smoking in public places, curfew violations among minors, illegal use of karaoke beyond allowed hours, littering, and traffic-related offenses.

Of the total number of violators, 782 were warned and released, while 335 were fined. No individuals were formally charged, as the operation emphasized corrective measures and community awareness.

Makati recorded the highest number of violators, followed by Taguig and Muntinlupa, reflecting intensified enforcement efforts in key areas.

PCOL GLENN OLIVER C CINCO, Acting District Director of SPD, stressed that the District will continue to intensify its operations to achieve a better Southern Metro Manila and make it a safer place to live. He emphasized that the observed decrease in violators shows that consistent police presence and strict implementation of ordinances are effective in promoting discipline and preventing crime. He further assured that SPD will sustain and strengthen these efforts to ensure the safety and security of all communities.

SPD Debunks Misleading Viral Post on Alleged Topless Violation

The Southern Police District (SPD) firmly clarifies that the viral post claiming a man was ticketed for being topless inside his residence in Parañaque City is misleading and inaccurate.

Investigation confirms that the individual was apprehended in a public area without a shirt, in violation of existing city ordinances. The enforcement was conducted lawfully, in full view of the public, and in accordance with standard operating procedures.

The original photo, initially shared by a concerned citizen as a reminder to comply with local regulations, was later misused by other entities to create a misleading narrative suggesting a privacy violation. Both the uploader and the individual involved have already clarified the facts.

To ensure transparency, a video testimony from the original uploader is provided.

The SPD strongly urges the public to refrain from spreading false or misleading information, as this may cause unnecessary alarm and undermine public trust. We remain committed to fair, lawful, and accountable policing.

On April 12, 2026, at 8:30 AM, the Southern Police District (SPD), under the leadership of PCOL GLENN OLIVER C CINCO, Acting District Director, gathered for the regular Sunday Mass at the San Lorenzo Ruiz Chapel, SPD Headquarters, Taguig City.

The Holy Mass was celebrated by REV. FR. LT JOE CYNTH AUNZO, PCG, whose homily emphasized that, like Jesus Christ, a person should be compassionate, patient, and give others the chance to become better individuals. He also encouraged everyone to be merciful and to trust in God.

This week’s Mass was sponsored by the District Personnel and Records Management Division and the District Internal Affairs Service. Their collective support helped ensure the orderly conduct of the activity and demonstrated the continuing cooperation among SPD offices in upholding both spiritual and organizational well-being.

PCOL GLENN OLIVER C CINCO Acting District Director of SPD, conducted a visit and inspection at the Tambo Police Substation in Parañaque and MOA Sub-Station in Pasay City on April 11, 2026, starting at 6:00 PM onwards.

During the inspection, the District Director emphasized the importance of maintaining orderliness and cleanliness at all workstations. He also stressed that deployment plans should always be updated. Additionally, he checked the personnel deployed at MOA in preparation for the final day of the Pyromusical competition.

Taguig Police Recover Stolen Motorcycle; Suspect Arrested, Two Minors Rescued

Operatives of the Southern Police District (SPD) recovered a stolen motorcycle, arrested an adult suspect, and rescued two minors involved in the incident during a follow-up operation conducted on Saturday afternoon in Barangay Bagumbayan, Taguig City.

The arrested suspect was identified as Christian Angeles, 37, a resident of the same barangay. The operation also resulted in the rescue of two minors who were reportedly used in the commission of the crime. Personnel from Taguig City Police Sub-station 9 led the operation after reviewing CCTV footage that showed the suspect forcibly taking a black Suzuki Smash motorcycle using improvised tools.

Investigation disclosed that the victim parked the motorcycle in front of his residence in Barangay Hagonoy at around 10:00 PM on April 10. The following morning, the vehicle was reported missing. CCTV footage enabled operatives to trace the suspect’s route toward Barangay Bagumbayan, where he later transferred the stolen motorcycle for concealment with the assistance of the minors. The follow-up operation led to the recovery of the motorcycle, along with a 20-centimeter lock pick and an improvised ignition key.

The arrested suspect and recovered evidence were brought to Sub-station 9 for proper documentation. Charges for violation of Republic Act 10883, or the New Anti-Carnapping Act, are being prepared for filing against the suspect. The rescued minors were turned over to the appropriate authorities for proper handling in accordance with existing laws.

Acting District Director PCOL GLENN OLIVER C CINCO stated that SPD will sustain focused operations against criminal activities and ensure that individuals involved are held accountable under the law.

3 SLIs Nabbed, ₱160K Shabu Confiscated in Taguig Buy-Bust Ops

The Southern Police District, through the Taguig City Police Station, under the leadership of PCOL JULIUS C AÑONUEVO, Chief of Police, successfully conducted two consecutive anti-illegal drug operations on April 10, 2026, resulting in the arrest of three Street Level Individuals (SLIs) and the confiscation of more than ₱160,000 worth of suspected shabu in Taguig City.

The first operation was carried out at around 6:00 PM along MDC Road, Brgy. South Signal by the operatives of Station Drug Enforcement Unit (SDEU), which led to the arrest of alias “Jay-Ar”, 33, a newly identified SLI. Seized from his possession were approximately 12.2 grams of suspected shabu with a Standard Drug Price (SDP) value of ₱82,960.00, along with buy-bust money and other non-drug evidence.

Subsequently, at around 7:40 PM, a second buy-bust operation was conducted by same operatives along Dayap Street in Brgy. Western Bicutan, resulting in the arrest of alias “Leo”, 42, a listed SLI, and alias "Anselmo", 40, a newly identified SLI. Seized from them were approximately 11.6 grams of suspected shabu with an SDP value of ₱78,880.00, including marked money and other paraphernalia.

The arrested suspects were brought to the SDEU office for documentation and filing of appropriate charges for violations of Sections 5 and 11, Article II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Acting District Director, PCOL GLENN OLIVER C CINCO, commended the operatives for their swift and sustained anti-drug efforts, emphasizing that these accomplishments reflect the strong commitment of the Taguig SDEU in intensifying the campaign against illegal drugs. He underscored that the Southern Police District will continue to relentlessly pursue drug offenders while ensuring the safety and security of communities, as part of its ongoing mission to dismantle street-level drug activities and uphold the rule of law.

Over 2,500 Ordinance Violators Caught in Continuous SPD Operations

The Southern Police District (SPD) continuous to carried out a District-Wide Synchronized Oplan Bulabog/Galugad from April 10 to 11, 2026, resulting in the apprehension of 2,566 violators of various local ordinances across Southern Metro Manila.

Led by PCOL GLENN OLIVER C CINCO, Acting District Director, the operation was conducted in coordination with barangay authorities, focusing on the strict enforcement of “MaTaPatPaMuLaPa” ordinances. Key violations included drinking and smoking in public places (898), curfew violations by minors (386), roaming without shirts (292), using of karaoke beyond the allowed time (216), illegal structure and obstruction subject to road clearing operations (269), littering and urination in public areas (286), and vandalism (21).

Of the total violators, 2,290 were warned and released, while 276 were fined, highlighting SPD’s focus on corrective enforcement and public discipline.

Anti-criminality efforts also recorded gains, with a drug operation in Pasay resulting in one arrest and an SDP value of ₱3,536. Meanwhile, illegal gambling operations totaled 4 operations and 11 arrests, with Las Piñas recording the highest arrests of 6 individuals and Makati with the highest confiscation of worth ₱2,050.

PCOL CINCO emphasized that the operation goes beyond apprehensions, as it reinforces discipline and shared responsibility within communities. He noted that consistent enforcement of city ordinances helps prevent disorder, reduces opportunities for crime, and promotes a culture of respect for the law, ultimately making neighborhoods safer and more livable for all residents.
