𝗗𝗢𝗦𝗧-𝗧𝗔𝗣𝗜 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗚𝗔𝗗 𝗔𝗻𝗻𝘂𝗮𝗹 𝗣𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗳𝗼𝗿 𝗙𝗬 𝟮𝟬𝟮𝟳 𝗜𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲𝘀

The DOST–Technology Application and Promotion Institute (DOST-TAPI) conducted its Gender and Development (GAD) Annual Planning Workshop on September 2, 2026, to finalize the FY 2027 GAD Plan and Budget (GPB) and identify key GAD Programs, Activities, and Projects (PAPs) for implementation.

The activity provided an avenue to discuss and refine proposed GAD initiatives, including matters concerning the Committee on Decorum and Investigation (CODI), as well as to review the Institute’s Gender Mainstreaming Evaluation Framework (GMEF) and Gender and Development Focal Area Assessment (GFaST) results.

Through this planning session, DOST-TAPI continues to identify gaps, strengthen its GAD initiatives, and advance its efforts toward a more responsive, inclusive, and gender-sensitive workplace and organization.

The Department of Science and Technology–Technology Application and Promotion Institute (DOST-TAPI) hereby informs all Filipino inventors, accredited and prospective inventors’ organizations, and related stakeholders of the issuance of Memorandum Circular No. 001, Series of 2026, entitled “Procedure in the Creation of the Inventors’ Organization Umbrella Organization.”

This Circular supplements DOST Memorandum Circular No. 001, Series of 2023. It prescribes the official procedures for the creation, recognition, and institutionalization of the Inventors’ Organization Umbrella Organization, pursuant to Republic Act No. 7459, otherwise known as the “Inventors and Invention Incentives Act,” and its Implementing Rules and Regulations (IRR).

All concerned stakeholders are enjoined to review the provisions of the Circular to ensure strict compliance with the prescribed procedures, requirements, and timelines.

The full texts of DOST Memorandum Circular No. 001, Series of 2023, and Memorandum Circular No. 001, Series of 2026, may be accessed by scanning the QR code or visiting the official DOST-TAPI website.

Please be further informed that the general assembly for the formation of the umbrella organization is scheduled to take place between October and November 2026. The DOST Philippines presented its programs, projects, and priorities during the House Committee on Appropriations Budget Briefing on August 24, 2026, as part of the deliberations on the proposed 2027 National Budget.

During the briefing, Committee on Appropriations Vice Chairperson Cong. Loreto “Amben” S. Amante highlighted key DOST achievements under the OneDOST4U framework, including DOST-TAPI’s 100% financial efficiency, the global showcasing of Filipino inventions and technologies, and DOST’s initiatives supporting communities and disaster resilience.

In particular, DOST-TAPI was recognized for achieving a historic milestone in 2025—attaining 100% financial obligation across all divisions while delivering 132% of its physical targets. The Institute also helped bring Filipino inventions and technologies to the global stage through Project PADAGHAN at the Consumer Electronics Show in Las Vegas.

These achievements reflect DOST-TAPI’s commitment to maximizing public resources, delivering beyond targets, and creating pathways for Filipino inventions and technologies to reach markets and global opportunities.

𝗟𝗢𝗢𝗞: MANILA, Philippines — Filipino technology-based startups supported by the Department of Science and Technology–Technology Application and Promotion Institute (DOST-TAPI) gained a new platform to connect with private-sector investors, business leaders, and potential mentors through a new collaboration with the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. (FFCCCII).

The partnership seeks to bridge government-backed innovation with the business community by creating a direct pathway for promising DOST-TAPI-supported startups to connect with established business leaders who can provide not only capital, but also market knowledge, business expertise, and potential avenues for growth and commercialization.

The Limontene Liquid Pectin, the pioneering product of CirPro Innovations is a stabilizer, texturizer, and gelling agent for various food and beverages. This natural and versatile food ingredient is extracted from upcycled calamansi waste peels.

Represented by the startup’s founder and COO Christine Faith Germinal, the Limontene Liquid Pectin is one of the featured technologies in the inaugural LEAP East Hong Kong 2026.
