𝗕𝗜𝗢𝗦𝗔𝗙𝗘𝗧𝗬 𝗕𝗥𝗜𝗘𝗙: 𝗛𝗼𝘄 𝗚𝗠 𝗣𝗹𝗮𝗻𝘁𝘀 𝗔𝗿𝗲 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗲𝗱

Under 𝗝𝗼𝗶𝗻𝘁 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁 𝗖𝗶𝗿𝗰𝘂𝗹𝗮𝗿 𝗡𝗼. 𝟭, 𝗦𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝟮𝟬𝟮𝟭, multiple government agencies work together to ensure that genetically modified (GM) plants and plant products are carefully evaluated—from research and field testing to commercial use and importation.

This biosafety regulation is guided by science-based risk assessment, transparency, and public participation to protect human and animal health, and the environment.

This inaugural volume explores the science, applications, and governance implications of gene editing in livestock and fisheries, with particular attention to the Philippine context. It aims to support informed discussion on biosafety and regulation by outlining the opportunities, challenges, and key considerations surrounding these emerging technologies.

We hope this publication serves as a useful resource for researchers, policymakers, students, and other interested stakeholders, and contributes to the continuing dialogue on the responsible development of biotechnology in the Philippines.

Under the Department of Agriculture (DA) Memorandum Circular No. 08, Series of 2022, the DA - Bureau of Plant Industry (DA-BPI) leads the evaluation and monitoring of Plant Breeding Innovation (PBI) products in the Philippines. The process covers submission, technical evaluation, consultation, and final classification of products, determining whether they are genetically modified (GM) or non-GM.

𝗕𝗜𝗢𝗦𝗔𝗙𝗘𝗧𝗬 𝗕𝗥𝗜𝗘𝗙: 𝗚𝗠 & 𝗡𝗼𝗻-𝗚𝗠 𝗘𝘅𝗽𝗹𝗮𝗶𝗻𝗲𝗱 – 𝗖𝗹𝗮𝘀𝘀𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻

Plant Breeding Innovation (PBI) products in the Philippines are classified as either genetically modified (GM) or non-GM based on whether they contain a novel combination of genetic material. 🌱

This classification framework is established under NCBP Resolution No. 001, Series of 2020.
