The more explicit provision that referred to research ethics was in Section 12 of the law that adopted the DOST Special Order No. 091 s 2006 that created the Philippine Health Research Ethics Board (PHREB) to “ensure adherence to the universal principles for the protection of human participants in research” and shall, among other things:

- Formulate/update guidelines for the ethical conduct of hu

man health research;
- Develop guidelines for the establishment and management of ethics review committees and standardization of research ethics review;
- Monitor and evaluate the performance of institutional ethics review committees in accordance with procedures outlined in a prior agreement;
- Promote the establishment of functional and effective ethics review committees;
- Provide advice and make recommendations to the PNHRS Governing - Council and other appropriate entities (including the Food and Drugs Administration[FDA]) regarding programs, policies, and regulations as they relate to ethical issues in human health research;
- Initiate and contribute to discourse and discussions of ethical issues in human health research; and
- Network with relevant local, national, and international organizations.

The Philippine Health Research Ethics Board (PHREB) announces the publication of its 2022–2024 Annual Reports, made possible through the committed leadership of the Board and the dedicated work of the PHREB Secretariat. These reports underscore the key accomplishments and sustained initiatives of the PHREB, its committees, and the Regional Ethics Monitoring Boards (REMBs) in strengthening ethical oversight and upholding ethical standards in health research in the Philippines. This is aligned with the Philippine National Health Research System's goal of generating, utilizing, and disseminating ethical, high-quality health research that contributes to improved health outcomes and supports national development. Relive the highlights of the 4th PHREB Biennial Summit! 💫

The two-day summit, with the theme "The Changing Landscape of Ethical Research: Issues, Challenges, and Possibilities,” emphasized the importance of safeguarding ethical considerations and rights of human participants in research, particularly those who are most vulnerable, amidst the emerging modalities and new technologies in research practice. This summit brought together the best minds in health research ethics to discuss the various ethical issues and challenges and the potential ways forward to address them.

In Loving Memory of Dr. Leonardo D. de Castro
November 06, 1952 - May 12, 2024

It is with profound sorrow that we share the passing of our beloved immediate past Chair, Dr. Leonardo D. de Castro, who served in the Philippine Health Research Ethics Board and the National Ethics Committee for more than two decades.

As we commemorate the life of Dr. de Castro, let us remember his advocacy for ethical conduct of research by giving voice to researchers and research participants alike, and his unwavering resolve to protect and uphold the rights of the population, especially the vulnerable and marginalized sectors of our society. His innumerable and indelible efforts and contributions in the past three decades helped shape the national and international health research landscapes. This legacy and his wishes for the PHREB will forever remain in the hearts of those who continue his advocacy.

May his soul rest in eternal peace and power.
