More than 134,000 motorists were apprehended nationwide in 2024 for violation of the Republic Act 8750 or the Seat Belts Use Act of 1999, the Land Transportation Office (LTO) revealed on Wednesday, Jan. 8.

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said the aggressive enforcement of the law on the use of seatbelt resulted in the collection of P179.9 million as fine from the violators.

“This is proof that we are serious in implementing this law. Kung noon ay kaya pang lusutan, ngayon ay hindi na especially that we are embarking on an aggressive campaign for the use of seatbelt this year,” said Asec Mendoza.

“So we appeal to our motorists to strictly follow the law because as our DOTr Secretary Jiame J. Bautista has been saying, this is for their safety and that this is part of the government’s efforts to ensure the safety of all road users,” he added.

Based on the LTO data, LTO-CALABARZON has the most number of apprehended Seatbelt Law violators with 32,485; followed by LTO-Region 3 with 10,774; and LTO-Region VI with 10,270.

Of the 134,147 apprehended for violation of the Seatbelt Law from January 1, 2024 to December 31, 2024, a total of 124,712 already settled the penalties, 53 are still contesting the violation while the rest are yet to settle the fine.

Asec Mendoza vowed to sustain the aggressive operations against Seatbelt Law violators as part of the LTO’s Stop Road Crash campaign.

But he said the aggressive operation will be complemented by an equally aggressive information drive to encourage more motorists to use seatbelts.

“Our approach on this matter will be two-pronged: the first is on strict enforcement through the deployment of our enforcers and coordination with other law enforcement agencies. The second one is a massive information drive to make motorists realize the importance of wearing a seatbelt,” Asec Mendoza earlier said.

Under the campaign to promote the use of seatbelts, the LTO will coordinate with the local government units and tap the services of citizen groups and community organizations for the promotion of public safety awareness.

Transport groups, schools and other stakeholders will also be tapped to maximize the information and communication drive to increase awareness about the importance of seat belt use among drivers and passengers. #

The Land Transportation Office (LTO) will expand the coverage of its mobile services across the country in compliance with the instruction of President Ferdinand “Bongbong” Marcos, Jr. to bring government services closer to the people.

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said they are now finalizing the strategic deployment of the E-Patrol Services based on the data that the agency will obtain as to where they are needed.

“This is part of our initiative to make all LTO services more accessible to the community. Through our E-Patrol Services, the people even in far-flung areas can conveniently access important LTO services,” said Assec Mendoza.

“This is also part of our goal of promoting road safety involving over 20 million vehicles in the country,” he added.

Among the services being offered under the E-Patrol Services are driver’s license renewal and renewal of motor vehicle registration.

Assec Mendoza explained that the deployment of E-Patrol Services is in line with the directive of Department of Transportation Secretary Jaime J. Bautista to help the people comply with land transportation regulations through hassle-free transactions with the government.

“We expand our E-Patrol Services para kung puwede ay hindi na pumunta ang ating mga kababayan sa mga LTO District Offices. Gusto natin na maging komportable ang lahat para sa kanila dahil ito naman ang bilin ng ating Pangulo under the Bagong Pilipinas,” said Assec Mendoza.

“Instead of going to LTO offices, ang LTO na ang pupunta sa mga barangay upang magbigay ng serbisyo sa ating mga kababayan lalo na sa mga malalayong lugar,” he added.

Assec Mendoza said the program does not only assure comfortable and fast LTO services but would also pave the way to the people living very far from LTO offices to save time, energy and time in any transaction like renewing their driver’s licenses or the motor vehicle registration.

He said all Regional Directors and District Office heads have already rolled out the program and in the next few weeks, the E-Patrol Services will be deployed as frequently as possible across the country. #

𝐀𝐥𝐚𝐛𝐚𝐭, 𝐐𝐮𝐞𝐳𝐨𝐧 (𝐌𝐚𝐲 𝟏𝟕, 𝟐𝟎𝟐𝟒) – The Land Transportation Office (LTO) CALABARZON is set to reopen its Extension Office (EO) in Alabat, Quezon, bringing essential government services closer to the residents of this island municipality. This initiative, spearheaded by LTO R4A Regional Director Elmer Decena, aims to enhance accessibility and convenience for residents seeking driver's licenses, vehicle registration, and other LTO-related services.
During a recent courtesy visit, LTO R4A Chief of Office Franz O. Salamat, representing Regional Director Decena, met with Alabat Mayor Ramil Arquiza to discuss the details of the reopening. Mayor Arquiza expressed his gratitude for the initiative, highlighting the positive impact it would have on the community, particularly with the recent opening of a new Private Emission Testing Center (PETC) in the area.

According to Mayor Arquiza, a new Memorandum of Agreement (MOA) will be created between the LTO R4A and the LGU to solidify the partnership and ensure a smooth and efficient working relationship between the two agencies.

The reopening of the LTO Alabat EO is part of the agency's broader efforts to decentralize services and make them more accessible to the public. This initiative not only streamlines the process for Alabat residents but also fosters a stronger partnership between the LTO and local government, ensuring that transportation-related concerns are addressed promptly and effectively.

Mayor Arquiza concluded the meeting by extending his heartfelt gratitude to Regional Director Decena on behalf of the people of Alabat, emphasizing the importance of this collaboration in improving the lives of their constituents.

BABALA: SCAM TEXT MESSAGE AT LINK

Peke at hindi nanggaling sa MMDA ang text message at link na kumakalat ukol sa No Contact Apprehension Policy at instruksiyon hinggil sa pagbabayad ng multa.

Ang mensahe at link ay naglalaman ng mga peke at malisyosong instruksiyon hinggil sa nakuhanan ng NCAP na paglabag at kung paano babayaran ang multa.

Nananatiling suspendido ang operasyon ng NCAP mula pa noong 2022 bunsod na rin ng pagpapalabas ng temporary restraining order ng Korte Suprema. Dahil dito, walang tinatanggap na bayad o multa mula sa nakukunan sa paglabag sa batas trapiko.

Huwag basta maniwala sa mga natatanggap na mensahe o post sa social media. Mabuting alamin muna ang pinanggalingan ng impormasyon o iberipika mula sa mga lehitimong sources.

Manatiling updated sa ating official social media platforms: Facebook, X (formerly Twitter), Instagram, at Tiktok.

Kung may natatanggap na kahina-hinalang mensahe o post sa social media, maaaring tumawag sa MMDA Hotline 136 o magpadala ng mensahe sa MMDA official accounts.

The Land Transportation Office (LTO) will coordinate with the Philippine National Police (PNP) in running after online scammers who are using the agency in its illegal money-making scheme, as it warned all its clients to be wary of the modus operandi of the scammers.

LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II said they have also started coordinating with its online payment partners in order to strengthen the alliance in protecting the agency’s clients.

“Hindi po nagse-send ng notice of violation ang inyong LTO. Ang ganitong sistema ay matagal ng hindi gumagana kaya anumang message na matatanggap ninyo ay tiyak na galing sa scammers,” said Assec Mendoza.

“Pinapayuhan namin ang ating mga kababayan na huwag itong pansinin at i-report kaagad sa kinauukulan para sa karampatang aksyon. On the part of the LTO, we are coordinating with our partners and other concerned government agencies to run after these people and protect the public,” he added.

Assec Mendoza issued the warning amid the proliferation of the phishing scam perpetrated by online scammers by impersonating the LTO through text messages claiming that the target victims have traffic violations.

The same text message contains a link to alleged LTO website and once all the details have been input to the fake websites, the selection of payment option would redirect the user to a counterfeit login page which is designed to steal the information from the users.

Assec Mendoza advised the public to directly communicate with the LTO office if they receive such text messages for proper action and to ensure that they would not be victimized.

Department of Transportation Secretary Jaime J. Bautista was already informed of the LTO action.

President Marcos Jr.'s directives support this initiative, along with DOTr Secretary Bautista, LTO Assistant Secretary Mendoza II, and LTO Regional Director Decena. The LTO prioritizes public safety and will continue to take decisive action against unregistered and unauthorized vehicles. Roadside inspections will be ongoing to guarantee the safety of motorists and uphold traffic regulations.
