Philippine and Coastal Resiliency (FishCoRe) Project – 6th Implementation Support Mission Activities.

The Philippine and Coastal Resiliency (FishCoRe) Project conducted its 6th Implementation Support Mission (ISM) across Cebu and Bohol from May 27-29, 2026, focusing on monitoring progress and strengthening compliance with environmental and social safeguards.

May 27, 2026 – Cebu City
The World Bank Environmental and Social Safeguards (ESS) team officially commenced the mission at the BFAR Regional Office 7, Cebu City. The delegation was led by Task Team ADM and Senior Environmental Specialist Ms. Oznur Kuntazal and Senior Social Specialist Mr. Jun Zeng, together with ESS specialists from the FISHCORE National and Regional Project Implementing Units and technical personnel from Fisheries Management Area Coordinating Unit 7.

BFAR-7 Regional Director Mario Ruinata welcomed the team and assured full support during the engagement. Ms. Kuntazal highlighted that the mission aimed to conduct field visits and gather on-the-ground information to ensure alignment with project goals and efficient use of funds for fishing communities.

A major focus was the assessment of the ongoing construction of the new BFAR-7 Regional Laboratory in Cebu City, targeted for completion on June 22, 2026. The team also reviewed key safeguard documents including the Labor Management Plan, Environmental and Social Management Plan, and Code of Conduct. Mr. Zeng emphasized mandatory orientation for contractors and workers on the prevention of workplace harassment and gender-based violence, and the institutionalization of the Grievance Redress Mechanism. A field inspection of the construction site was conducted with direct engagement with workers.

May 28-29, 2026 – Bohol
The mission continued at the Multi-species Hatchery of BFAR in Sinandigan, Ubay, Bohol. Activities included technical briefings, field inspections, and stakeholder consultations. Sites visited were:

1. Aqua Business Technology Incubation (ABTI) Training and Learning Center, MSH, BFAR, Sinandigan, Ubay
2. Bangus Culture in HDPE Rectangular Cages Project, Canhaway, Guindulman
3. Oyster Culture using Longline Method Project, Poblacion II, Mabini – conducted.

Each site featured presentations, facility tours, and dialogues with fisherfolk organizations and LGUs on operational viability and the impact of climate-resilient interventions.

Present were Mr. Zafer Mustafaoglu, World Bank Country Director; Ms. Jingjie Chu, Senior Environmental Economist; the DA-BFAR Assistant Director for Technical Services and FishCoRe Project Manager; Ms. Nunila M. Pinat, Executive Director of the Governor’s Office; local chief executives from Mabini, Ubay, and Guindulman; and beneficiaries from people’s organizations.

The activities concluded with a dinner meeting in Panglao, Bohol to discuss observations, findings, and recommendations to the Provincial Government of Bohol through the Office of the Provincial Agriculturist, Ms. Liza M. Quirog, MNSA.

The Provincial Government of Bohol through the Office of the Provincial Agriculturist (PGBh-OPA) is now on its final stages in exploring areas for a Blue Port along the east coast of Bohol. Submitted to FishCoRe for enhancement is the Mangrove Crab Hatchery in Del Mar, Mabini.

And the improvement of the existing PGBh-BISU Multi-species Freshwater Fish Hatchery and Nursery, and the establishment of an Alternative Fish Feed Mill in Sinandigan, Ubay. Both are research and development outputs of the BISU-OPA-BFAR tripartite research project aimed at supporting local feed security and sustainable aquaculture.

The FishCoRe Project aims to improve fisheries management, rehabilitate marine habitats, modernize aquaculture, and strengthen fisherfolk livelihoods across 11 regions and 24 provinces, including Region 7 and the 17 municipalities of Bohol under FMA 9. Interventions focus on ecosystem-based approaches, investments in cold storage, fish landing sites, hatcheries, and resilient cages, as well as value-adding in fish processing and post-harvest handling.

The Provincial Government of Bohol reaffirmed its commitment to climate-smart agriculture and fisheries under the Bohol Strategic Agenda, emphasizing youth-driven agri-fishery clusters for food security and sustainable investments. The Provincial Government congratulated the organizers and partners for the successful conduct of the 6th ISM and reiterated support for a more resilient, food-secure, and climate-smart Bohol.

The 6th ISM served as a catalyst in strengthening BFAR’s project monitoring capabilities and reaffirming commitment to compliance, operational standards, and inclusive development under FishCoRe.

IN PHOTOS | The Provincial Government of Bohol (PGBh) continues to strengthen the role of barangay officials by equipping them with knowledge on the province’s agriculture and fishery development programs.

During the Capacity Development for barangay officials last Tuesday facilitated by Local Government Affairs (LGA) in the provincial government held at the Ceremonial Hall, 4th Floor, New Capitol Building, Tagbilaran City, provincial government officials underscored the importance of barangay leaders as frontline partners in delivering essential services to rural communities.

Vice Governor Nick Besas, LGA Head Stephen Rances, ABC Provincial Federation President Romulo Cepedoza, emphasized that barangay officials, together with municipal officials and Municipal Agriculturists/Municipal Agricultural Officers (MAs/MAOs), plays a vital role in implementing programs and interventions for farmers, fisherfolk, and livestock raisers and other constituents.

They stressed that local officials must be well-informed about government projects and services to ensure these programs are effectively communicated and implemented in their respective barangays.

Provincial Agriculturist Liza M. Quirog said the participants, composed of barangay captains, barangay and municipal councilors serving as chairpersons of the Committee on Agriculture from the towns of Calape, Alburquerque, and Baclayon, were oriented on the provincial government’s agricultural priorities.

Quirog noted that under the second term of Gov. Erico Aristotle Aumentado, agriculture remains one of the key priorities of the provincial administration.

She added that with the anticipated onset of the El Nino phenomenon during the months of June, July, and August, the provincial government has already put in place mitigation measures to minimize its impact on the agri-fishery sector.

Robert Varquez of the Provincial Planning and Development Office (PPDO) presented the PGBh Strategic Change Agenda and the PGBh Strategy Map 2028, which envisions Bohol as a globally recognized model of inclusive and sustainable development and as a UNESCO Global Geopark.

Ramil Rodela, Head of the Planning Division-OPA discussed the Climate-Smart Agriculture and Fisheries Program, one of the province’s flagship initiatives aimed at institutionalizing climate – resilient, youth - driven agri-fishery clusters to strenghten food security and attract sustainable investments.

Rodela explained that the Strategic Change Agend promotes the adoption of new technologies, farm mechanization, and agri-commodity investment program to enhance productivity and competitiveness in the agriculture sector.

He also highlighted major OPA programs, including recognition and awards for outstanding farmers and fisherfolk through initiatives such as the Suhid sa Malampusong Mag-uuma ug Mangingisdang Bol-anon, Suhid sa Modelong Gulayan sa Paaralan Program, and Suhid sa Bol-anong Busog Ug Himsog Program.

Gertrudes S. Fuentes, Head of the Crops and Productivity Division of OPA, presented major crop development initiatives, including the rice program (seeds and fertilizers), corn program (seeds and fertilizers), cassava program (planting materials and fertilizers), high value crops development program (seeds and fertilizers), the Bohol Vegetable Corridor, organic agriculture initiatives, and annual Rice Festival.

Meanwhile, Fara Fe Nazareno introduced programs and services such as the Bohol Food Innovation Center, Farm Mechanization Services, Post Harvest Services, Under Resource Services, Irrigation Support Services, Sagip-Saka Agri Buy Back, Tabo/Kadiwa sa Pangulo, Ubi Festival, Sandugo Agri-Fair, and World Food Day celebration.

Mary Queen M. Atup, Head of the Fisheries Division of OPA discussed the Fisheries Resource Management and Development Program, including the provision of fiber glass boats and HDPE Fish Cages, multi-species freshwater fish hatcheries to support the province’s fishing communities.

Marjoe Rey Labonite, Head of the Agri-Facilities of OPA also presented various infrastructure and facility support projects being implemented by the office.

Provincial Veterinarian Dr. Medallyn Paman also presented their plans and programs to safeguard the province against African Swine Fever (ASF), Anti-Rabies Prevention Programs, and livestock program as the Provincial Cooperative Development Office (PCDO) also presented their plans and programs geared towards the development of agri-fishery sector.

The capacity development program forms part of the provincial government’s continuing efforts to bring agricultural programs closer to grass roots communities and empower local leaders to become effective partners in achieving food security, sustainable livelihoods, and resilient rural development across Bohol.

Capitol Boosts Grassroots Governance Through Food Security Capacity Development Program
The Provincial Government of Bohol (PGBh), led by Governor Aris Aumentado, through the Local Government Affairs (LGA), strengthened grassroots governance through a Food Security Capacity Development Program held at the Ceremonial Hall of the Provincial Capitol, gathering barangay officials from Alburquerque, Baclayon, and Calape on May 20, 2026.
The initiative is part of the province’s continuing efforts to enhance local capacities in agriculture, fisheries, livestock production, livelihood development, and climate-resilient governance.
Governor Aumentado underscored unity and shared responsibility in implementing provincial programs, stressing that even with limited resources, the province continues to ensure meaningful results for communities.
He further emphasized that full support from barangay officials is crucial in sustaining government initiatives and achieving development goals at the grassroots level.
Technical sessions covered climate-smart agriculture, fisheries and aquaculture, livestock production, disease prevention, and livelihood support programs, with resource speakers from the Office of the Provincial Agriculturist, the Office of the Provincial Veterinarian, and partner agencies presenting key interventions and updates on food security initiatives.
The activity reinforced stronger coordination between provincial offices and barangay units in addressing food security and climate-related challenges.
Aligned with the Capitol's Strategic Governance Roadmap, the program reinforces the commitment to empowered local governance and resilient, food-secure communities in the province, a UNESCO Global Geopark

Government agencies and provincial department heads gathered today at the CPG Hall, Provincial Capitol Building in Tagbilaran City for the Provincial El Niño Task Force Meeting to strengthen coordination and discuss proactive measures in preparation for the possible effects of the upcoming El Niño across the province.

The meeting was presided over by Provincial Administrator Asteria Caberte and attended by key provincial officials and partner agencies, including Provincial Agriculturist Liza Quirog, PDRRMO Head Anthony Damalerio, PHO Head Fruserma Uy, DOST-PAGASA Bohol Head Leonardo Samar, OPV Head Meydallyn Paman, along with representatives from DSWD, DOH, DILG, and NIA.

During the discussion, PAGASA shared that while ENSO-neutral conditions are still being observed, climate projections show a strong possibility of El Niño developing within the June to August period and potentially extending into early 2027.

The Task Force also tackled various mitigation and preparedness initiatives, including improved communication systems for farmers, stronger coordination among committees, and the proposed establishment of a Capitol-managed seedling storage facility aimed at boosting agricultural resilience and food security throughout the province.

This initiative forms part of the Provincial Government of Bohol’s continued push for climate-smart agriculture, disaster preparedness, and sustainable development through timely and coordinated action.
