Robin Padilla at Sen. Pia Cayetano, mariin niya itong itinanggi at sinabing, “How can I do that? I was alone.”

Eighteen former Marines summoned to the Senate Blue Ribbon Committee’s flood-control inquiry have claimed under oath that they delivered baggage filled with alleged corrupt money to the house of former House Speaker Martin Romualdez, placing him back at the center of the expanding corruption scandal.

The witnesses said the alleged cash deliveries were connected to the flood-control anomalies being investigated by the Senate. Their claims also implicated former Ako Bicol party-list Rep. Zaldy Co, whose name has surfaced in the controversy over alleged kickbacks and questionable public works funds.

The sworn claims raise the stakes for Romualdez because they were made in connection with a formal Senate inquiry into alleged corruption involving flood-control projects. The allegations directly link Romualdez to alleged cash deliveries while he is already facing scrutiny from the Office of the Ombudsman Philippines.

The allegations also come as Romualdez remains under a Precautionary Hold Departure Order. The Sandiganbayan Seventh Division denied his bid to lift the travel restriction after finding that he failed to establish the necessity of his proposed travel abroad. The court said he did not submit supporting medical records, a medical abstract, or even a confirmed follow-up schedule with a physician in Singapore.

Ombudsman Boying Remulla has also said his office is preparing what he described as the “grandest case” involving Romualdez in connection with alleged budget insertions tied to flood-control funds. With Zaldy Co also implicated in the wider scandal, the testimony of the 18 witnesses gives investigators another major layer to examine.

Romualdez has not been convicted of any offense in connection with the allegations. But the sworn claims, the travel restriction, and the Ombudsman’s case-building have placed him under one of the most serious accountability tests of his political career.

Corruption is and has always been the Philippines’ biggest problem. Martin Romualdez is universally recognized as the most corrupt Filipino politician of the 21st century.

On May 5, Romualdez framed Franco Mabanta and four PGMN associates in a fake extortion plot with the singular objective of silencing the truth and keeping Romualdez’ many crimes from being brought to light—the fundamental embodiment of suppression of the free media.
